CALL TO ORDER
1
The Council Work Session of May 5, 2003, was convened at 5:45 p.m. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Angle, Berry, Ferguson, Groner, Klindt, Olsen, Smith, Viessman,
Vogel, and Weber
Absent: None
DISCUSSION OF AGENDA ITEMS
The following categories had items brought up for discussion:
Councilman Cliff Olsen requested that RS2003 -11 be taken up out of order since several
Boy Scouts and leaders would be present for that item. There were no objections to
Councilman Olsen's request. Mayor John Landwehr asked City Clerk Phyllis Powell to read
the entire text of the Resolution and pause for the excerpted quote, which will be read by
someone else, then resume the reading.
Appointments:
Mayor John Landwehr announced the appointments to liaisons and committees which he
wished to present for Council approval in the following meeting.
Consent Agenda:
Councilman Richard Groner stated he still has a problem with money items being placed
on the Consent Agenda and thought this policy should be changed, but that he would let
it go for tonight.
Councilman Michael Berry stated he will be abstaining from discussion or voting on item
(e) of the Consent Agenda due to a conflict of interest.
A discussion of abstaining occurred. Associate City Counselor Michelle Coleman suggested
that that any Council member who abstains on an item should actually leave the Council
Chambers during the discussion and vote on the item from which they plan to abstain

because their presence in the room could be construed to influence the vote. Mayor John
Landwehr stated he would like to think about it before actually requiring it because it might
be too disruptive to the meetings.
There were no official actions taken as this was a Work Session only.
The Work Session ended at 5:55 P.M.
