`Phe Bo�.rd of Trustees, (norr knoivn as the Ci�;� Council)
Of tt18 City of L;;nr;ood, doe� ordain as follows:
CIIiL'REgS, The I�:xocutive Committee o� tho L'alifornia Tub-
erculosis �lseociation has an.nouncod its intention to operaLe in
Los �ingelos County territory thru the direct salo of Christmas
seals; �ncl
,dHERE9S, Hereto£ore the local sale of thoae seels h�,s
been�unction of i:he Count�r 'Puberculosis Committoe of the �u.blic
Tiealth Associatinn, and said seAl eale has°been successfully hand-
led ovor a poriod of sevon (7) �ears increaeing £rom four thousand
(�4,000) to thirty-two thousand (�32,000) dollars; and
TiIi�RE9S, It is a tradition and a time honored democra-
tie custom that local committees should collect and disburse money
raised in local communities p,nd that the function of the State
authorities should al�rays be advisory and supervisor,y only, and
that said State 6ssoeiation is not justified in violatin� these
traditions; and
EIHEREAS, The Zxocutive Secretary of said State Tubercu-
losis Aseociation is Ehe paid Civil Sorvice employee of tho offi-
cial Bureau of Tuberculosis of the State Department o� �'ublic
Health; and �
ti1HE�EAS, it is contrary to public polic,y and against
tho best public intorests for State amployeos to bo permittod to
solicit, disburse or ha�dle public moneys other than legal claims
incurred in the performance o� stai;utory dut � s; and
1*�HE1�aS, The Count;� Public Health �ssociation (Tubercu-
loeis Comnittee) has per£or�ned a splendid servico in developing
dental viork in tho publie schools, in tuberculosis clinics in-
cluding special x-ra� v�ork, in'e: child health pr�gram for undor-
nourished children in nutrition classes, Su mmer Health Schools
and Hoalth Educ�.t ion progr�,ms ; and
4THERE9S; Through a period of seven (7) years the locnl
committee h�s assistecl tho health departments o£ tho county and
various citios in the county in a highl,y efficient manner; and
ti']FI�REAS, Said v��ork h�s been su.rve��ed by the reprosonta-
tives of the National Tuberculosis Associa,tion, the I�merican �'ublic
Health Sssociation, local l'Jomen's Clubs and other or�anizations,
and in each instance has boer� given a splondid rating and high
praise; and .
V.�I.-TLREAS, ti'�7e firml�� believe that all local health projects
should bo ha�dled by local people; and
�uHE�E1�S, The multiplicity of organizstions �=�orkir� in
the same field is confusing to tho public, a distraction and injury
i;o the oPiicial he�ltn o£ficers oY the district and contrary i;o
i:ho modern commu.nity fund-raising program� as exemplified by the
Community Chest [aovement; and
iJ'tIL+'REA, If the State Tuberculosis Associa.tion collects
said moneys direct, a lar�e percontage o3 said moneys �ill be di-
rected outside of our county.

ly protest against this unjustified and i;otally urn>>arrantod in-
vasion of local rights by the Stai�e Association, ancl hereby most
e�rnostly request tho Lxecutivo Committee of California Tuberculo-
si; lissociation to m�intain its relations ��rith the Zos dngeles
County iuberculosis and I-Ioalth Association (3orrnerly Los �ngeles
County ?'ublic He�lth �ssociation, '1'uberculosis Committeo ) as
heretofore, and that no steps be ta,ken to disturb the £riendly
cooperation said committeo h�.s built up vrith local authorities
over a poriod of many ,yoars; and

St�te Department of aublic T3ealth, the Director o3 �Lhe I�Tational
Tuberculosis 9ssociation, tind the Governinr Council o� tha �1mer-
