CALL TO ORDER

The Council Work Session of May 16, 2003, was convened at 12:00 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Angle, Berry, Groner, Olsen, Smith, Viessman, Vogel, and Weber
Absent: Ferguson and Klindt
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman David E. Smith stated he had to leave the meeting early, and requested
permission to ask a question before he left. Councilman Smith asked if any Council
Members were going to abstain on the Rock Hill Road bill (2003 -12). Councilmen Angle
and Groner stated they plan to abstain. A lengthy discussion was held regarding the issue
of conflict of interest vs. appearance of impropriety. Councilman Smith left the meeting at
12:25 PM.
BILLS INTRODUCED:
2003 -24— Councilman Cliff Olsen asked Mayor John Landwehr if he was going to enforce
the fifteen - minute time limit. Following discussion, Mayor Landwehr stated he would stop
presentations at fifteen minutes and ask the Council if they wanted to extend the length.
Several Council Members stated they would like to amend Bill 2003 -24 to also require a
fifteen - minute sign -up for people who want to make presentations.
BILLS PENDING:
City Administrator Rich Mays distributed a handout from Robert M. Bates regarding the
Cherry Creek Development.
Bill 2003 -12: A lengthy discussion was held on the issue of abstentions. Associate City
Counselor Michelle Coleman reminded the Council that they are voting on rezoning only,
and not on the proposed development of the land.

NEW BUSINESS:
Mayor John Landwehr announced that under either New or Unfinished Business, he is
going to ask Harry Otto and David Asel to help work out some issues regarding the financial
relationship between the City and the County, and that he would get a letter out confirming
it. He stated that within the next 60 days he would like to have a comprehensive analysis
that the Council can use when the issue comes up in the future. A lengthy discussion was
held regarding the amount, and when, the City would receive from the County. Mayor
Landwehr asked the Council to come to a decision on this issue at their Finance Committee
meeting on May 27.
Mayor John Landwehr stated he is asking the Law Department to draft an ordinance to
establish an Economic Development Board to have ready for introduction at the June 2
meeting.
Councilman Richard Groner mentioned the grass at the city cemeteries. He felt if a
contractor is not taking care of the cemeteries properly the city should get another
contractor. A lengthy discussion was held regarding the issue. MayorJohn Landwehr asked
Community Development Director Pat Sullivan to make a report of the issue under New
Business at the Council Meeting.
Councilman Clyde Angle stated he would like to see a work session scheduled to discuss
Council priorities.
No official actions were taken since this was a work session only.
