LERk ///�///////tllllllllllllllill111\1\\\\��\ Meeting Minutes of CPC Housing Subcommittee Friday, March 16 , 2018 @ 2 : 00 pm Present : Chair Paul Ruchinskas , Barbara Burgo , Faythe Ellis , Ralph Marotti and Diane Pansire Also present : Assistant Town Administrator Donna Kalinick and Housing Coordinator Jill Scalise The Chair called the meeting to order at 2 : 00 pm 1 . Discussion and possible vote of recommendation, including conditions , of the Town ' s $285 , 000 request to acquire 0 Millstone Road for community housing purposes . Assistant Town Administrator Donna Kalinick gave an overview of the town ' s request to acquire 0 Millstone Road for community housing purposes . The town will not undertake the development of the affordable housing . The town will provide the land and the Housing Trust will work on the RFP with input from different entities and boards in town . This parcel is adjacent to the 15 -acre parcel set aside for affordable housing . It is felt that following a feasibility study to determine the best use of the land for affordable housing, Habitat could be considered as the developer, but not until the feasibility study is complete . Area residents will have some say in how this land is developed . Technical assistance will be requested from the Housing Institute for the feasibility study . It may be determined and decided that a mixed use would be the best use . Concern was expressed about misinformation that may be discussed in town without all of the knowledge of the final determination of this site . The potential could be single -family homes , rental housing or a combination of both . It is expected to have a lot of public input into this process . This process , once the land is acquired, will take from 2 years of planning to 5 years or more to the completion of the project. The main purpose of acquiring this land is to gain access to the adjourning 15 acres . It is felt that the two parcels will then be combined for an affordable housing project . Millstone Road is due to be reconstructed and this would be a good time to make curb cuts and other roadwork while it is being repaved. The town meeting vote on the acquisition of the original 15 -acre parcel of land would be that the Board of Selectmen would "investigate" the use for affordable housing . Town Counsel has reviewed all of the materials with regard to this request and the 15 -acre parcel . There was a brief review of what the appraisal process would be and how the value will be determined . There was a review of the location of the property on the map . The bottom line is if CPC feels that this is a proper use of CPA funds for affordable housing . Motion made by Ralph Marotti to recommend for $285 ,000 for community housing purposes including conditions and restrictions funding $ 100 ,000 to come from Community Housing Reserve and $ 185 ,000 to come from the Reserve Fund with Diane Pansire as liaison to the project.
