THE CITY COUtdCIL of the CITY of LYNWOOD do ordain
as follows:
WHEREAS the accumulation of assessmenta against the
properties within the City of Lynwood for improvements al-
ready made and under contemplation promises to be very heavy
and more than much of the property will be able to stand, and
WHEREAS when such a condition arises the use of the
ad valorem type of assessment such as is used iri the so-
called Mattoon Act is very dangerous to owners of improved
properties on account oP their liability to carry the de-
faults of other property o�mers,
NOW� THER�FORE, BE IT RESOLVED that the City Council
of. the City of Lynwood shall refrain fro:a using the so-
. " called Mattoon Act or any ad valorem assessment within the
City of Lynwood until such a time as it can be shovrn that
the total oS assessments avill not be of such extent as to
in cur the danger or a great araount of default, and
BE IT FURTHER RESOLVED that the City Council oP
the City of Lynwood respectfully requests to refuse to
permit any territory within the City of Lynwood to be made
a part of any such Mattoon Act District.
_ THAT the City Clerk of the City of Lynwood shall
certify to the adoptiori of this resolution.
