CITY OF MEDINA RESOLUTION NO.2014-51 RESOLUTION AUTHORIZING PUBLICATION OF ORDINANCE NO. 566 BY TITLE AND SUMMARY WHEREAS, the city council of the city of Medina has adopted Ordinance No. 566, an ordinance adding a new section 313 to the code of ordinances regarding social hosts; and WHEREAS, Minnesota Statutes, § 412.191, subd. 4, allows publication by title and summary in the case of lengthy ordinances or those containing charts or maps; and WHEREAS, the ordinance is four pages in length; and WHEREAS, the city council believes that the following summary would clearly inform the public of the intent and effect of the ordinance. NOW, THEREFORE, BE IT RESOLVED by the city council of the city of Medina that the city administrator -clerk shall cause the following summary of Ordinance No. 566 to be published in the official newspaper in lieu of the entire ordinance: Public Notice The city council of the city of Medina has adopted Ordinance No. 566, an ordinance adding a new section 313 to the code of ordinances regarding social hosts. The purpose of the ordinance is to make adults criminally responsible for the possession or consumption of alcohol by underage persons at a gathering if they 1) know that alcohol will be present, 2) know that underage persons will or are likely to attend, and 3) fail to take reasonable steps to prevent the possession or consumption by underage persons. In essence, the ordinance makes parents or other adults criminally responsible ' for underage possession or consumption of alcohol under the above circumstances. The ordinance permits certain exceptions, including situations in which underage persons are allowed to consume alcohol by their parents in the presence of their parents. The full text of Ordinance No. 566 is available for inspection at Medina city hall during regular business hours. BE IT FURTHER RESOLVED by the city council of the city of Medina that the city Resolution No. 2014-51 August 6, 2014 administrator -clerk keep a copy of the ordinance in his office at city hall for public inspection and that he post a full copy of the ordinance in a public place within the city.
