HomeMy Public PortalAboutTBM 2005-08-17PRESENT Board: Mayor Fran Cook; Mayor Pro Tem Steve Sumrall; Trustees: Joyce Burford, Adam Cwiklin, Eric Hoyhtya and Vesta Shapiro DATE: Wednesday, August 17, 2005 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room Staff: Others: see attached list FRASER BOARD OF TRUSTEES MINUTES Town Manager Jeff Durbin, Finance Manager Nat Havens, Assistant Chief of Police Norm Rimmer and Town Clerk Molly McCandless Mayor Cook called the meeting to order at 6:32 p.m. Trustee Cwiklin moved, and Trustee Burford seconded the motion to approve the Agenda as presented. Motion carried: 6 -0 3. Minutes from the August 3, 2005 regular meeting Trustee Cwiklin moved, and Trustee Hoyhtya seconded the motion to approve the Minutes as presented. Motion carried: 6 -0 4. Open Forum a) Business not on the agenda None 5. Updates Trustee Pratt arrived. a) Police Department Assistant Chief Norm Rimmer was present to answer questions. The Department's July report was included in the packet. b) WPFVCC Marketing Committee Nat Havens said they are working on final layout for the 2006 Visitor Guide. They also discussed the Fraser logo and motto. c) GC Housing Authority d) Walk Through History Park Foundation Board e) Budget Committee Board of Trustees Minutes 08/27/05 Page 2 Molly McCandless distributed the Resident Survey results from Fox Run, which was very positive. The County -wide meeting regarding the GCHA has been scheduled for September 8. Ms. McCandless and Manager Durbin will be attending. Eric Hoyhtya said they are considering the purchase of a laptop computer. Also, a collection of historic photos is being donated from a private party to the WTHP. They are working on a contract form for donation of historical photos and data. The Committee had it's first meeting and will be setting a schedule for future meetings. 6. Discussion Items a) FREP Interpretive Signs Manager Durbin briefly reviewed the intention of the signs, drafts of which were included in the packet. The Board and staff had comments and questions. Hard copies of comments and proofing should be given to Susan Stone as soon as possible. b) Proposed metro districts The Board and staff discussed the various options for the proposed metro districts in the community. The biggest concern seemed to be that people are uncertain of what exactly the purposes are and why the organizations would select a metro district scenario as opposed the other funding mechanisms. 7. Staff Choice a) Departmental Updates FM Havens distributed copies of a Denver Post article from July 1955 about water diversions in the Fraser Valley. TC McCandless took rsvp's for the Chamber mixer on August 31. b) Transmitted Items 1) July financials 2) June sales tax report 3) July water production reports 4) Copy of Army Corps Public Notice 5) Letter from DU re: CO Economic Futures Panel 6) Letter re: US 40 striping and parking S. Board Choice Board of Trustees Minutes 08/17/05 Page 3 Manager Durbin said the Colorado Public Health 85 Environment is performing an audit of selected water systems in the State. Fraser met with them this week and the draft of their analysis should be available the end of the month. The first Board meeting in September will include an in -depth Executive Session regarding water. The Town's water consultants will be attending. Trustee Pratt said the Crooked Creek Condos property manager has questions about how the meter project will apply to them. He should be directed to call Project Manager Susan Stone. Trustee Burford said that Fraser resident and graphic designer Kirsten Laraby has offered to present some logos for the Board's consideration at no cost. Trustee Shapiro moved, and Trustee Cwiklin seconded the motion to adjourn. Motion carried: 7 -0. Prior to the workshop, the Trustees and Commissioners may attend a social gathering sponsored by the WPFV Chamber at the Fraser Visitor Center from 5:00 to 7:00 p.m.
