HomeMy Public PortalAbout20030613 BB work sessionCOUNCIL WORK SESSION JUNE 13, 2003 CALL TO ORDER 1 The Council Work Session of June 30, 2003, was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Angle, Berry, Groner, Olsen, Viessman, and Vogel Absent: Klindt, Viessman, and Weber A quorum was present. DISCUSSION OF AGENDA ITEMS APPOINTMENTS Councilman Richard Groner stated he wants to see a list of all appointments with ward numbers. PRESENTATIONS BY STAFF AND CONSULTANTS: City Audit & Management Letter: Councilman Richard Groner asked if, when the city hires an auditor, aren't they supposed to advise the city about certain state laws on issues like the County Road and Bridge Tax. Mayor John Landwehr asked Finance Director Steve Schlueter to call Mr. Dale Siebeneck and ask him to e prepared to answer questions about that Monday night. APPOINTMENTS BY THE MAYOR: Councilman David E. Smith stated he had a question to ask on behalf of Bob Hentges. He stated Mr. Hentges had filled out a form indicating his interest in serving on the Parks and Recreation Commission some time back and wondered why he had not yet been appointed. BILLS INTRODUCED: COUNCIL WORK SESSION JUNE 13, 2003 2 2003 -32: The Law Department was asked to find out if the city can tax bill all the various methods of collecting for the manhole work. Councilman Richard Groner stated it is the developer who is responsible for this. 2003 -34: Councilman Richard Groner has concerns about whether we are getting our money's worth because we are spending so much money in the Hyde Park area. 2003 -35: Councilman Richard Groner had questions about the amount of money listed. He doesn't think the $587,600 figure should be in the contract. 2003 -40: Councilman Richard Groner had questions about this. Transportation Director Marty Brose stated this has already been temporarily signed and suggested Councilman Groner drive by the location and see how it is working, and call him if he still has questions. 2003 -41: Mayor John Landwehr read portions of a communication from Byron Zalken which requested that this issue be sent back to the Transportation and Traffic Commission. BILLS PENDING: 2003 -27: Councilman Dan Klindt has discussed this with Councilman Michael Berry and thinks it may be a good idea to put it on the Informal Calendar until all questions are answered. NEW BUSINESS: Mayor Landwehr announced that nominations will be taken Monday night for the replacement for former Councilman David E. Smith. He asked for suggestions about setting a public forum for citizens and Council to meet the nominees and ask them questions. Councilman Cliff Olsen suggested that the Council consider setting two forums, one during the day, and one during the evening, so that persons with different schedules could attend one. Council agreed that was a good idea, and that they would plan to take action Monday night to set those up. Discussion was held about how Council prefers to have their packets distributed. Following the discussion, it was agreed that the city should go back to using a courier to deliver the packets, and staff was asked to follow up by filling the courier position that is currently vacant. Councilman Clyde Angle announced a Finance Committee meeting forJune 25 at5:30 P.M. *Councilman Michael Berry left the meeting at this point (1:00 P.M.) Councilman Richard Groner asked questions about the planters in the downtown business area and stated his disagreement with the way the project has been, and is being, handled. A lengthy discussion was held, after which Mayor John Landwehr asked Parks & COUNCIL WORK SESSION JUNE 13, 2003 3 Recreation Director Bill Lockwood to be prepared to answer questions at Monday night's meeting about this issue. Councilman Clyde Angle asked about cracks in the downtown sidewalks. Mayor John Landwehr asked for staff to find out and give a report. No official actions were taken since this was a work session only. The meeting adjourned at 1:05 p.m.
