A Regular Meeting of the Mayor and Council of the Borough of Regular Meeting
Carteret was called to order by Mayor Daniel J. Reiman Thursday,
September 23, 2010, 6:00 P.M., Council Chambers, Municipal
Building, 61 Cooke Avenue, Carteret, New Jersey.
Upon individual roll call the following were noted present: Roll Call
Councilmember Vincent Bellino

Also noted present was Kathleen M. Barney, Municipal Clerk and Also Noted Present
Robert J. Bergen, Borough Attorney.
Noted absent was Councilmember Joseph Sitarz. Noted Absent
The Meeting was opened with a minute of Silent Prayer and the Pledge Prayer and Pledge of
of Allegiance led by Mayor Daniel J. Reiman. Allegiance
The Clerk stated that the 2010 Annual Notice was mailed to The Home Statement of Meeting
News Tribune, The Star Ledger and posted on the bulletin board on Notice
January 4, 2010 and published in The Home News Tribune on January
6 2010 and in The Star Ledger on January 3, 2010.
Upon MMS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the five (5) members present, the Minutes of
September 9, 2010 were approved as transcribed and engrossed by the
Clerk.

Commendation COMIMENDATIONT
Diane Kish
The Mayor stated that they had a special commendation for an
employee who has been very dedicated for twenty five years to the
Carteret Health Department, Diane Kish.
The Mayor said it was probably a smart move to get out now while
there is still something in the Pension fiord.
Open to Public Upon MS &C, by Councilmembers Diaz and Naples and unanimous
affirmative vote of the five (5) members present, the meeting was

Resolutions Mayor Reiman read the resolutions into the record:

Comments Mayor stated that this is our Economic Development nonprofit entity.
They operate our Special Improvement District and are going to
construct a small billboard along the Industrial Highway which they
will then lease on a month to month or quarter to quarter basis.

Mayor said if they recall, they negotiated an agreement with Kinder Comments
Morgan for them to fund these and other improvements throughout
town.
S. #10 -240 Professional Services — T &M Associates, Re: Ferry
Terminal Design & Inspection Services.
Mayor stated that this is funded through Federal Tea -21 which is a Comments
Transportation Equity Act Grant for T &M Associates. They were the
qualified bidder. This was bid through the Engineering Office for
Professional Services to meet Federal requirements. T &\ /I has been
our design group all along on the project but in order to draw down
Federal Funding we had to go out to the Federal procurement process.
Borough Attorney Robert J. Bergen had one item he would like to add Borough Attorney -
on:
9. #10 -241 Award of Bid — Pier Extension — Mooring Bollard
Program.
Borough Attorney said after reviewing with the Engineer the
recommendation is going to be to award the contract to Atlantic
Subsea Inc. for the base bid and addition item A in amount not to
exceed $2,536,345.00. There is one bidder who is in consultation
with the Engineer determined to be non - responsive to the bid
request in respect that they cannot be cured because it is material,
he believes other potential bidders had submitted a bid for this
project could not do so because they could not meet with the
requirements and that would be Bird Construction. So we will be
designating Bird Construction as non responsive and awarding it to
Atlantic Subsea, Inc.

Mayor and refereed to the Council for action.

affirmative. Councilmember Sitarz was noted absent.
Upon MMS &C, by Councilmembers Diaz and Naples, all bills
appearing on the prepared list, properly audited and signed,
were ordered to be paid. Upon individual roll call vote,
Councilmembers Bellino, Diaz, DiMascio, Krum and Naples
voted in the affirmative. Councilmember Sitarz was noted
absent.

As far as Buildings & Grounds they have refurbished the
Council Chambers a little bit. It is new but gets a lot of wear &
tear. They repaired some cracks and the ceiling has been
painted and the floors have been waxed. It is still a work in
progress. Thank You.
FINANCE & ADMINISTRATION
FINAI\TCE & ADIVINISTRATION: Committee Chairman
Diaz also congratulated Diane and wished her the best in all

her endeavors. The finance department with the Mayor's office

has prepared all the mailings for our Senior Sewer Rebate

Application Forms. These were sent out to all available seniors,
veterans and disabled residents. They should be receiving them
in a week. All those eligible will be able to receive a $100.00
rebate. He also said he wanted to talk about this year's road
paving project. The funding will be coming out of Finance &
Administration. We have allocated $2.8 million dollars for a
very aggressive low paying project this year for over seventeen
(17) roads that are being paved. They have already started in
the Tennyson Estates area. About $1.7 million dollars has been
allocated through our Capital Improvements Fund. We have
received about ($900,000.00) nine hundred thousand dollars
through our Carteret Redevelopment Agency for road
improvements in the area of Chrome. We have also received
and actually have about ($333,000.00) three hundred thirty -
three thousand dollars in our Neighborhood Preservation
Program with which we are going to allocate to street
improvements on Lower Roosevelt Avenue. We have a lot of
projects going on and we are very proud to be doing all these
infrastructure upgrades in our town and still provide and
approve a budget that calls for a Tax decrease. Other than that,
continued progress.
FIRE & DOMESTIC FIRE & DOMESTIC PREPAREDNESS: Conmrittee
PREPAREDNESS: Chairman Krum wished Diane much happiness in her

much happiness We had nine (9) people complete a Fire rescue training class
which consisted of Carteret career and volunteer firefighters

and also EMT'S. The training consisted of hands on water
rescue and was conducted at the Perth Amboy YMCA and the
Delaware River. On October 3` the Fire Department will be
part of a joint training exercise at the Outerbridge Crossing in
Perth Amboy. The Outerbridge will be closed for several hours
per training exercise of a simulated overturned gasoline truck
that is on fire. Participants in the drill include Carteret and
Perth Amboy Fire Departments, the Port Authority and also the
State Police. The drill is being conducted to insure our
readiness in the event of a real accident as pant of our Home
Land Security Preparedness. So again congratulations to
Antonio Dominguez, our newest volunteer firefighter. With
that, Progress.
PARKS, RECREATION & PUBLIC PROPERTY —
,Coimluttee Chairman Bellino congratulated Diane on her
retirement. It is well deserved; and told her now she can relax.
We have normal daily operations in the park and with the
support of the other departments everything is getting done.
Committee Chairman Bellino said he walks by Sullivan Field
everyday which is a big project that is going on right now and
their progress is moving along at a quick pace. They had one
(1) day they could not work but other than that they are back
out there. They are looking to get it done by the end of
October. This situation is ahead of schedule and it is looking
good. He said he can't wait to see what it will look like when it
is done. Other than that, Progress.
POLICE: Committee Chairman Sitarz is absent.
PUBLIC WORKS — Committee Chairperson DiMascio
reported nothing new. He said he wanted to recognize two (2)
people from the Mayor's Children's Charity Trust Fund. Judy
Lesliko did a great job once again and OEM whenever lighting
was needed they were there. Progress.

Mayor - Comment Mayor said they certainly did a fantastic job and we're hoping
to get them in here for a cormnendation. Mayor wanted to
thank everybody for their service.
BOARD OF EDUCATION BOARD OF EDUCATION MASON:
LIASON Chairwoman Naples
HS Hosting Career &
College Night Committee Chairwoman Naples reported this evening the High
School is hosting a Career & College Night from 6:00 P.M. to
Middle School Program 8:00 P.M. On October 4` the Middle School the...
after school errichment (inaudible)... which is the after school enrichment program
program will reopen. It is fimded by Grant money for the nest two (2)
years. The High School was very fortunate to receive 21"
Century Learning Grant which should be up and running by
October 11` Thank You.
Mayor Reiman Mayor Reiman spoke about the Resolution we awarded
funding to T &M Associates for the design and construction of
a Ferry Terminal from Carteret to Lower Manhattan. As you
know we have ($4) four million dollars in Tea -21 financing
available. This award in Professional Services through a
Federal Procurement Procedure will allow us to move ahead
with full design with the parking lot of the pier of the Ferry
Terminal. This is not our money but Federal money but it is the
nest step in the process. We also received notification a short
while ago about a Federal Grant of $2.6 million dollars for
Carteret Schools through the Jewish Renaissance Foundation
which is a citizenry advisory panel operating in Middlesex
County and are non - profit. They are going to provide for a
boys and girls club program after school at the High School
starting this year on October 15` for the next five (5) years.
They will provide staff training and all necessary equipment
needed to operate the boys and girls program in Carteret for job
training and tutoring and home work help as well as everything
else. We also awarded tonight our Pier Extension Project
funded by NJ Department of Green Acres and by the
Middlesex County Open Space Fund. We hope to be in ground
in the next 60 to 90 days for constriction. We are mindful that

there are prohibitions on doing any type of pier work or pile Comments from Mayor
driving in January, February and March so perhaps the project Continued
will start early next year but it is going to take some time to
order product and tonight's Resolution awards that. Yesterday
he had the opportunity to cut the ribbon at Koch. It is a facility
in Carteret that has been here since 1962. They were formally
Koch Erecting. It is a 100 year old steel company at the old
Foster Wheeler site. They installed a two million dollar solar
panel and have sixteen solar panels on the roof to generate
approximately four hundred kilowatts of energy a day. It is all
clean renewable energy and it will provide close to 95% of the
energy they use daily. White Rose has also added solar to their
roof. This is the second major commercial operation and our
nonprofit Veterans Committee Senior Corporation is looking
into adding solar to the roof of our new Veterans Building.
After no further discussion, upon 1141MS &C, by Adjourned

vote of the five (5) members present, at approximately 6:15
P.M., the meeting was adjourned.
