5 «REAS it is impoasible_to provide for � commission f'orm
g of' government for the City of Iynwood without proceeding in ac-
7 cordance with la�v by submitting the proposition to the electors
' 8 of the City, but
9 �AS it seems advisaole that the indiv members of the
10 City Council should devote apecial attention to particular de-
11 partments of the city government for the purpose of making recom-
12 mendations to the Council as a whole;

15 GOMS�ISSIONER OF FIN?.NCE: -=- the L4aayor of the City shall
Z.G act as Co¢uniesioner of Finance and shall act as the executive head
17 of the City for all public functions and shall pay particular at-
18 tention to �the financial affairs of the City, including the audit-
19 ing of' the city�s books, publicity matters, litigation, and the
2� conduct of the City Clerk's and City Treasurer's Department.
21 CO?,'ID�fISSICISER OF STREETS AND PARKS. That the member of the
u Council hereinafter named shall pay particular attention to the
23 conduct of the offices of City Engineer,.and•Superintendent of'
2 � Streets, and the maintenance of the public parks and public streets
?5 includin,; tYfe duties perforrued by the City
26 COr�vI2SSI0ISER OP POLICE iaND FIRE. That ,the member of tne
27 Council hereinaiter named shall pay particular attention to all
28 matters concerning the Police and Fire Departments.
