HomeMy Public PortalAbout2014-060 Resolution Granting Site Plan Review for Hamel Mill & StableMember Pederson introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION 2014-60 RESOLUTION GRANTING SITE PLAN REVIEW APPROVAL FOR CONSTRUCTION OF AN ACCESSORY STORAGE BUILDING FOR HAMEL MILL AND STABLE, LLC WHEREAS, the city of Medina (the "City") is a municipal corporation, organized and existing under the laws of Minnesota; and WHEREAS, Hamel Mill and Stable, LLC (the "Applicant'), is the fee owner of property located at 62 Hamel Road (the "Property"), which is legally described in Exhibit A, attached hereto; and WHEREAS, Go2Print Medina Group operates an office in the existing structure on the Property; and WHEREAS, the Applicant proposes to construct a 1,500 square foot storage building on the Property which is proposed to provide storage accessory to the office use of the Property; and WHEREAS, City zoning regulations require approval of a site plan review prior to the proposed construction; and WHEREAS, the Planning Commission reviewed the proposed construction on August 13, 2014 and recommended approval of the site plan review; and WHEREAS, the City Council reviewed the site plan at the September 2, 2014 meeting; and WHEREAS, the City Council found that, subject to the terms and conditions contained herein, the proposed construction is consistent with the requirements of City ordinances, including the applicable development standards and the purpose of the Uptown Hame1-2 zoning district. NOW, THEREFORE BE IT RESOLVED, that the City Council of Medina, Minnesota hereby grants site plan review approval to Hamel Mill and Stable, LLC, subject to the following terms and conditions: 1) Except as modified herein, construction shall be consistent with the plans received by the City on July 31, 2014. Resolution No. 2014-60 September 16, 2014 2) The City has granted flexibility to the amount of off-street parking provided for the Property. This flexibility has been granted in recognition that the proposed building shall only be utilized as storage in support of the office use of the main building on the Property. The use of the storage building shall not be changed unless adequate provisions, to the satisfaction of the City, for parking have been made. This resolution shall be recorded against the Property in order to inform future owners of this requirement 3) The Applicant shall meet the recommendations of the City Engineer dated June 26, 2014. 4) Additional gravel shall be removed so that the site is less than 90% impervious surfaces. 5) The access to the new storage building shall be paved consistent with City requirements. 6) A more decorative garage door shall be installed, the specifications of which shall be reviewed and approved by City staff. 7) Additional architectural elements shall be added to the western fa9ade to improve the appearance of the proposed windows. Because Eugene Drive is not currently improved as a street all of the way to the north, the full 30% glass requirement for the fa9ade shall not apply. 8) The Applicant shall provide an erosion control and site restoration plan. 9) Lighting shall be consistent with the city's lighting ordinance. 10) The Applicant shall pay to the City a fee in an amount sufficient to reimburse the City for the cost of reviewing the site plan and other relevant documents.
