CALL TO ORDER

The Council Work Session of July 18, 2003, was convened at 12:00 P.M. by Mayor John
Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Angle, Berry Ferguson, Groner, Klindt, Olsen, Viessman, and Vogel
Absent: Viessman and Weber
A quorum was present.
DISCUSSION OF AGENDA ITEMS
BILLS PENDING
2003 -49: Councilman Richard Groner stated he still has concerns about the bidding
process that does not include up front weighting of such items as staffing requirements, etc.
A discussion was held about what the city can and cannot include in bid specifications.
2003 -50: Councilman Clyde Angle stated he will be placing this bill on the Informal
Calendar as he is aware that at least one Council Member will be absent from the meeting.
2003 -52: A lengthy discussion was held. Councilman Olsen explained the motion that he
will make to amend the bill in accordance with the Home Builders Association's last and
best compromised figures on building fees for both commercial and residential buildings.
Councilman Berry stated he also has proposed an amendment which will change the cap
figure. Both of those amendments are included in the Council packets.
INFORMAL CALENDAR
The sponsors of all three Informal Calendar bills stated those bills will all come off the
Informal Calendar and be voted on.
Mayor John Landwehr reminded the Council that the purpose of the brown bag meeting is
to discuss items about which the Council may have questions, and he asked the Council
to let staff know before the Council meeting of those concerns so staff can be prepared to
answer all questions.
