5 COMPLaINTS BY EAFPLOYEES

`� of the opinion that more efficient administration of City

1.0 a.ffairs can be secured by eliminating public hearings on com- j

11 pl�ints by City employees where auch, complaints have not

l� � previously been investigated by,department heads. � ,
13 NOW, THEREFORE, BE IT RESOLVED by the Cit,y Council

'=5 SECTION 1. That a7.1 department heads of the City
16,I sha.11 be directly responsible to the City Council and.thz.t all ,.
�-7 City employees in each department shftll be primarily responsible

i9 i SECTION 2. That any City employee who is of the �
"� opinion that he has a just compl�int or grienance in any �
2i I matter shall firat discuss the same with the department head �

�2 I and said department head shall in turn, if he deems it advis2ble, �

�`� appointed to make recommendations to the Council �^ith respect

� the City Council and thereunon the Mayor shall appoint a Committee
3 to investigate said matter, provided that the City Council as a E
� whole ha.s not theretofore taken final action in said matter. �

�� that said employee has no just complaint or grievance said �
� employee may be dismissed by order of the Council. . `
