SECTION 2- That Exhibit "B° attached hereto and made a part hereof is hereby adopted as the rulea gonerning confiscated intoaicating beverages introduced in evidence in the Police Court in matters pending therein. Note: These rules..ap.ply to all departments. ,... _ .._ (1) Applicants £or erlployraent in the city departments nzust first file an apblication for employ*nent on iorms provided by the city clerk for that purpose, stating qualifications and characLer reference, giving three character references from past employers coverin� a period oP five years previous. '1'ne-said r.e- ferences rnust not be accepted from the applicant, but must be the result of inves'tigation by the Gity Clerk and filed �vith the ap- plication form. (2) All applicants £or permanent positions vaith the city must. obtain a doctor's certiiicate qualifyinb their physical and mental fit- ness. Doctors issuing such certiiicates to be first approved 'py the Comzcil. , , (3) 1'Vhen there is a vacancy in any department and it is desired to have the vacancy filled and tne Cleriz is instructed by the Com- missioner to investigate the applicants as provided in paragrah one (1),.tY�e Clerk's first duty is to inquire from the applicant if his application has been withdraem, and in case the agplica- tion has not been rrithdrau�m it must be approved b,y the depart- ment superintendent or chief and the commissione'r oi that depart- ment. (4; Should any department super_ntendent or chiei' permit the City to employ in his department citizens unfit either by cnaracter or ability for the position, the said cnief or superintendent of the department jeopardizes his ovan position vrith the City. (5) In case of applications for positions as depa.rtment superinten- dents or chiefs, ratification by the City Council is necessar,y. If there is more than one application for the position an in- vesti�ation, including the �vriting £or references, shall be made from a selection of at least three of.the most desirable ,. appl?cants from a casual estimation oP their fitness for the position desired. (G) All employees holding permar_ent positions writh the City snust be American citizens. EXHIBIT "B" RUL FOR.'POLIC (1) The conduct of a police ofPicer is a retlection on the City that employs him. Police officers shall at all times enforce the law, but in so doing must be courteous and respectful, particularly to motorists.passing throu�h the City of Lyn- wood." The third offense of. this rule tivill be final and the officer will be dismissed. (2) Any police officer bein� absent from dut� vrithout leave from his chief is suf'ficient cause for instant dismissal of such officer. -� (3) Any police of£icer partaking of' intoxicating drink v�hile cin duty will be dismissed from the department.. • (4) Any poIice off'icer found to be.intoxicated either on or off duty .shall be deemed unworthy of his position and_tvill be ' dismissed from the department. ` (5) Police officers shall not use their prestige as an officer of the lacd for a persona2 gain in any respect. {6) Police officers shall�enforce the law without consideration to the resi.dence, position,.or sex of the law breaker. ' (7) No police officer in department uniform or with his police badge is allo�ved to se11 tickets for A social function. In no case must a uniform, or any part of it,•be removed or changed for'civilian�s dress v�hiTe on duty. Specifica- tions for uniforms will� be announced by cireular with the dates for�change between seasons. _ (12) Police officers are required to renew their uniforms at their _ own expense a's soon as theg become worn and unpresentable> (13) A new member of the police department will Sign for his badge. and ang other equipment belonging to the'city, �.vhich receipt will be filed with the employment application of the new'mem- ° ber by the'city clerk until the officer leaves the department. Then, on�the said application will be a record of the returned badge and other equipment to�ether with a report stating tivhether the officer resigned or �vas discharged from his de- partment. Copies of these applications with a full record of each o£ficer must be kept on file with the City Clerk. . (15) A police'officer must cooperate vvith hfs chie£ and fellow officers. Any officer undermining, conspiri.ng, or refus- ing to cooperate harmoniously with his chief or fellow of- ficers.is sub3ect to dismissal. • • (16) Police offic�rs must not solicit business for any hotel, transportation company, attorney, or bail bond company.
