CALL TO ORDER

The Council "Brown Bag" Work Session of August 15, 2003, was convened at 12:00 P.M.
by Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Ferguson, Klindt, Olsen, Viessman, and Vogel
Absent: *Angle, *Gordon, Groner, Weber, and Berry
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Mayor John Landwehr announced that he intends to recuse himself from discussion on the
Rock Hill Road rezoning public hearing and ordinance, and will ask President Pro Tempore
Cliff Olsen to preside over that portion of the meeting. Discussion was held regarding what
would happen in the event of a tie vote in his absence, and Mayor John Landwehr asked
Associate City Counselor Michelle Coleman to have an answer for the Council before
Monday night.
Councilman Dan Klindt also stated he would asking the Council for permission to recuse
himself from voting on this issue due to his business relationship to two of the parties
involved.
*Councilman Clyde Angle arrived at this point in the meeting (12:20 PM), and *Councilman
Darren Gordon arrived at 12:23 PM.
BILLS INTRODUCED
2003 -70: Mayor John Landwehr asked the Council about discussing the issues they have
with this bill at a Finance Committee meeting next week. The Council agreed that would be
a good idea. Mayor Landwehr asked Finance Director Steve Schlueter to get questions
answered about the scope of audit services, specifically should auditor(s) have disclosed
the county road and bridge tax situation from and after 1997 when the law passed, and, is
review of the state statutes within the auditors' scope of services? Mayor Landwehr asked
Councilman Clyde Angle to place this issue on an upcoming Finance Committee agenda,

and suggested that the Council sort through the questions they want to ask on this issue.
INFORMAL CALENDAR
Councilman Angle stated Bill 2003 -50 will come off of the Informal Calendar to be voted on.
Mayor John Landwehr asked the Council to let staff know between now and Monday night
if there will be any questions raised so staff can be prepared to answer them.
No official actions were taken since this was a work session only.
The meeting adjourned at 12:40 p.m.
