TI3EREF'ORE, BE IT fiESOLVFD by the City Council of the City of Lynrvood, as f'ollo�+is: SECTION l: That a special Pdunicipal Electibn be and the same is hereby called in said City on Thursday, the 19th day _ of. Tanuary�_ 1933, in nccordance-�vith--the laNrs-of the of � - - California, to determine w,hether the voters rvill recall said � Henry J, Schouten and I�ont Viilliams, as members of the City Council of the City of Lyn�vood, and further,,whether sa.id. vacancies, if any tYiere may be, shall be filled by appointment or by special election. SECTION 2: That the purx�ose of holti.ing said Special Municipal Election there shall be Six (6) voting precincts, con- sisting of the follo�ving Lynwood City Precincts as last established . by the Board of Supervisors of the County of Los Angeles for State a.nd County Election purposes, and the polling pl2.ces and officers appointed to conduct said. The reasons set forth in the petitions for the recall of said Henry J. Schouten are as follo�vs: � �tThat since his appointment as City Councilman o£ the �ity of Lynwood he has sho�vn himself to be entirely incapable ' of fulfilling the duties of the office of City Council to the best interests of the people. � "That he has sho�vn by his actions that he is a member of the �ity Council merely to further his oivn interests by having appointed employees who are noiv living in his residence . and those *mho have furthered_ his cause politically, and per- sonal ir_terests and desires for poKer are greater than his desires to serve the City as a ivhole. ��That he did by a vote place himself in the position ' and virtually appoint himself as Chairman of the City Council and Mayor of the City oP Lynwood. " ��That his constant political.activity_cannot and does,not induce harmony in the �ity and community, but on the con.tr�ry maintains a spirit of discontent and irrespect. "That he has allied himself with a certain faction of the Council to legislate for their own personal benefit and desire. "That he was not elected by the electors of the City oP Lyntivood and merely placed fourth place in the April electien and therefore is not the choice of the people." The statement of Henry J. Schouten justifying his conduct while in said office, is as follov<<s: "I deny the charges of those who seek my recall. There is a crying need for low taxes and an economical government. ��The city budget has been reduced by more than �50,000. The police department was costing us annually according to the latest state controller's report, ��'35,136.80, more than twice as much as most cities of our size. ��People are not making the money they used to, are r_ot paying taxes as they used to and the city cor:sea,uently cdnnot spend money as it has. ��The recall is instigated by those who sought favors we could not grant or privileges we would not allov�. Ir_ the past trro elections� you have heard. ho�v racketeering, boss rule and the like vrould_ exist. Our actions have stopped these.threats. ��I entered. office without any strings and intend to re- main that vaay. �'If I am recalled� a11 the economic measures rve have taken will be wiped out and the city will go in.the red. ' Published reports in out of town newspapers declared at about � the same time that we cut the budget, that Lynwood would go ,.�� , �� in the red for $25,000. �o you want that? �'No man has been dismissed who was doing nis job right or whose services the city could not do vaithout. I am looking after the majority of taxpayers of Lyn�vood, not after the wishes of a choice few. '�It sums up to this. My recall c�ill mean a dr•astic change in the reorganized personnel o£ the city. It tvill provide jobs for those organizing tne reca.11. Fred.L4arts insisted that I vote for his son, plac- ing him on the police department, also keep his son-in-la.w, Richardson, after he had confessed to accepting a bottle of bootleg K�hisky for Ctiristmas present. Chief 'Bailey reported later of fir.ding a bottle of ��rhisky in his car, and ivhen asked rrhy he a1loNed him to work said he wanted to give him another chance. �o the people tivant this lzind of a farce on our police department? "McCreary, another signer, �vhile living in Compton, was given a�ob on the street department; after several c�eeks I discovered the fraud and had him returned to Compton, thus giving �rrork to our destitute. "I do not wish to reply to the �hilds fami_ly� as a v!onan is involved and easily influenced. As to Durkin, ivho has been furnishing meals for prisoners at 35 cents each meal, I insisted on cutting expenses and �vill secure just as good food at 25 cents. ��As long as I am a member of the City Council, I expect to protect the people�s interests and no set of grafters tf��ill succeed in cor_structing Santa Fe �'venue or storm dx•ain.
