CALL TO ORDER

The Council "Brown Bag" Work Session of October 3, 2003, was convened at 12:00 P.M.
by Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: * *Angle, Berry, Ferguson, Gordon, Groner, Klindt, Olsen, Viessman,
and *Weber
Absent: Vogel
A quorum was declared present.
DISCUSSION OF AGENDA ITEMS
APPOINTMENTS BY THE MAYOR:
Mayor John Landwehr announced that the seven persons on the agenda for appointment
to the East End Ad Hoc Redevelopment Committee would probably not be all the people
who will eventually serve on that committee. He stated they are just the first appointees,
and he hopes the committee will be expanded in the future.
*Councilman Bob Weber arrived at this point in the meeting (12:10 P.M.)
BILLS AND RESOLUTIONS
Bill 2003 -109 — Councilman Dan Klindt stated that the Council had received a substitute
bill 2003 -109, and explained the changes contained in the substitute. A brief discussion
was held while City Counselor Nathan Nickolaus answered questions about the bill.
* *Councilman Clyde Angle arrived at this point in the meeting (12:15 P.M.)
Bill 2003 -88 — Councilman Richard Groner suggested asking the home builders to create
an agreement so that people who wanted to use it could do so.

2003 -95: A letter from the Chamber of Commerce was received by the City regarding their
pending economic development contract. Councilman Cliff Olsen asked that City Counselor
Nathan Nickolaus draft an addendum to the contract to include the terms in the letter
pertaining to Council liaison appointments to the Chamber.
Resolution RS2003 -17 — Councilman Clyde Angle wanted to know why employees'
names aren't listed. Human Resources Director Gail Strope answered that the Jefferson
City Police Department had requested the names not be listed because it is a security
issue. She said that the display in the lobby of City Hall has been amended so it does not
include the names individuals.
NEW BUSINESS
Councilman Clyde Angle stated he would like to bring up the draft clean air ordinance that
he distributed in the packets.
Councilman Richard Groner stated he wants to discuss the issue of outside consultants for
sewer usage fees.
Councilman Clyde Angle stated he wants to make a formal request that the Historic
Preservation Commission compile a comprehensive list of historic properties in Jefferson
City.
Mayor John Landwehr suggested that, regarding the clean air ordinance issue, the Council
schedule some public forums to gather citizen input, as well as schedule a Council
workshop to discuss the topic.
Councilman Darren Gordon stated he would bring up potential development of Adrian's
Island.
UNFINISHED BUSINESS
Community Development Director Pat Sullivan announced that a reception in honor of City
EngineerJack Kramer is being held in the Community Development Department and invited
staff and Council to go downstairs to say goodbye to Jack.
No official actions were taken since this was a work session only.
