Roll Call The City of Tiffin City Council held a work session Tuesday, August 16, 2022, at the City Hall Council Chambers. Mayor Pro-Tem Havens called the meeting to order at 5:32 PM via phone. Upon roll being called the following members were present: Al Havens, Skylar Limkemann, Chris Olney, Eric Schnedler, Tim Orris. Mayor Berner arrives at 5:58 PM. Al Havens arrives at 5:59 PM. Others present City Administrator Doug Boldt, City Clerk Abigail Hora, Building Official Brian Shay and Fire Chief Brad Hill. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Limkemann. All ayes, agenda approved. C. Grove Park Timeline and Project Update Discussion: The Faselts present and discussed an update on Grove Park. D. Discussion and Consideration of Fire Department/Building Department position for the City of Tiffin Discussion: City Administrator Doug Boldt, Building Official Brian Shay, Fire Chief Brad Hill and Assistant Chief Tyler Muhlbauer present and discussed this position. Roll Call The City of Tiffin City Council held a regular session Tuesday, August 16, 2022, at the City Hall Council Chamber. Mayor Berner called the meeting to order at 7:05 PM. Upon roll being called the following members were present: Al Havens, Chris Olney, Skylar Limkemann, Eric Schnedler, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Olney. Second by Orris. All ayes, agenda approved by D. Communications and Reports 1. Unscheduled I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. Discussion: Dick Huff, 355 Oriole Ct, would like the City to clean up the town. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Motion to Approve Second Reading Motion to approve Ordinance No. 2022-497 An Ordinance Amending the Municipal Code of Tiffin, Iowa, Chapter 75, All-Terrain Vehicles, Off-Road Vehicles, and Snowmobiles by Olney. Second by Orris. Roll Call: Havens, Olney, Orris, Schnedler. Limkemann. All ayes, second reading approved. b. Motion to Suspend the Requirement to Pass Ordinance on Two Considerations before Final Passage as stated in Iowa Code Section 380.3 by Orris. Second by Schnedler. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. All ayes, motion carried. c. Motion to Approve Third Reading Motion to approve Ordinance No. 2022-497 An Ordinance Amending the Municipal Code of Tiffin, Iowa, Chapter 75, All-Terrain Vehicles, Off-Road Vehicles, and Snowmobiles by Orris. Motion to approve Resolution No. 2022-071 A Resolution Setting the Date of September 6, 2022, at which it is Proposed to Approve an Amended Development Agreement with DERS Development, LLC, including Annual Appropriation Tax Increment Payments by Limkemann. Resolution No. 2022-072 A Resolution Setting the Date of September 6, 2022, for a Public Hearing for Lot 55, Madden Addition as a Planned Development Overlay Site District. Motion to approve Resolution No. 2022-072 A Resolution Setting the Date of September 6, 2022, for a Public Hearing for Lot 55, Madden Addition as a Planned Development Overlay Site District by Schnedler. Second by Orris. Roll Call: Schnedler, Limkemann, Havens, Olney, Orris. All ayes, motion carried. 3. Resolution No. 2022-073 A Resolution Designating Streets Where AT-Road Utility Vehicles may be Operated. Motion to approve Resolution No. 2022-073 A Resolution -Road Utility Vehicles may be Operated by Schnedler. Second by Olney. Roll Call: Limkemann, Havens, Olney, Orris, Schnedler. All ayes, motion carried. 4. Resolution No. 2022-074 A Resolution Approving the Settlement and Release Agreement for Trail Phase 7 Project.
