HomeMy Public PortalAbout20031013 specialSPECIAL COUNCIL MEETING OCTOBER 13, 2003 CALL TO ORDER 1 The Special Council Meeting of October 13, 2003, was convened at 5:30 P.M. by Mayor John Landwehr. ROLL CAL The following Council Members were present: Present: Angle, Gordon, Groner, Klindt, Viessman, and Vogel Absent: Berry, Ferguson, Olsen, and Weber A quorum was declared present. BILLS INTRODUCED Bill 2003 -119, sponsored by Councilman Olsen, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, RESCINDING ORDINANCE 13623, AND ENACTING A NEW ORDINANCE IN LIEU THEREOF TO ESTABLISH PRIMARY AND GENERAL ELECTION DATES IN THE CITY OF JEFFERSON, MISSOURI, FOR 2004. Mayor John Landwehr explained the reason that this ordinance was being brought before the Council was to correct the dates for the election filing period which had recently been changed by the state Legislature. A notification of the change in dates was received by the Cole County Clerk's office, and subsequently forwarded to the City Clerk's Office, on October 10, 2003, after the City had already passed its annual election ordinance on October 6, 2003, City Council meeting. A motion was made by Councilman Edith Vogel to suspend the rules and place Bill 2003 -119 on final passage, seconded by Councilman Roy Viessman, and approved unanimously. Bill 2003 -119 was read second and third times by title, and placed on final passage. Questions were asked by Councilmen Groner and Angle of Associate City Counselor Michelle Coleman regarding the necessity for passing this ordinance. Ms. Coleman indicated that if the City did not pass the ordinance it would not be compliant with state law. Bill 2003 -119 was then passed by the following roll -call vote as Ordinance 13630: Aye: Angle, Gordon, Groner, Klindt, Viessman, and Vogel Nay: None ADJOURN MENT There being no further business to come before the Council, a motion was made by SPECIAL COUNCIL MEETING OCTOBER 13, 2003 2 Councilman Edith Vogel for adjournment, seconded by Councilman Dan Klindt, and approved unanimously at 5:38 P.M.
