HomeMy Public PortalAbout20031017 BB work sessionCOUNCIL WORK SESSION OCTOBER 17, 2003 CALL TO ORDER 1 The Council "Brown Bag" Work Session of October 17, 2003, was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Angle, Ferguson, Gordon, Groner, Klindt, Viessman Absent: Berry, Olsen, Vogel and Weber A quorum was declared present. DISCUSSION OF AGENDA ITEMS MINUTES AND REPORTS RECEIVED AND FILED: Councilman Clyde Angle brought up the issue of Housing Authority minutes. Mayor John Landwehr asked City Counselor Nathan Nickolaus to check and make sure the Housing Authority is following the city's ordinances regarding going into closed session. CONSENT AGENDA AND BIDS Councilman Richard Groner stated he has a problem with paying the newspaper to advertise all the city's bids. Finance Director Steve Schlueter stated they are advertised in the newspaper and by other methods, and that how the city advertises bids is regulated by state statute. BILLS AND RESOLUTIONS Councilman Clyde Angle made a motion to add a bill to the agenda regarding "clean air in public places." The motion was seconded by Councilman Kenneth Ferguson and approved. The bill will be added to the agenda under "Bills Introduced" as Bill 2003 -126. The bill was distributed to the Council at the meeting. Councilman Richard Groner stated he submitted a rough draft of an amendment to the bill to City Counselor Nathan Nickolaus, and asked him to put it in written format. Mr. Nickolaus distributed copies of Bill 2003 -126. Councilman Angle stated that any Councilmen who wish to have their names added to the bill as co- sponsor may do so by contacting him. COUNCIL WORK SESSION OCTOBER 17, 2003 2 Bill 2003 -123: Councilman Richard Groner had questions about this bill and wanted to know if the street vacated is still being used or not. Bill 2003 -108: Councilman Dan Klindt stated that City Counselor Nathan Nickolaus has asked him to place this bill on the Informal Calendar pending court action. Bill 2003 -110: Councilman Clyde Angle stated he is going to make a motion to amend the bill by eliminating the $150,000 budgeted for Parks and Recreation at the October 14 Finance Committee meeting. Resolution RS2003- 18— Councilman Clyde Angle stated he thinks both Council Members should have their names placed on all bills concerning their respective wards. Mayor John Landwehr suggested language which would allow the council members to be placed on the bill as co- sponsors unless they specifically request not to be named as a sponsor. NEW BUSINESS Councilman Darren Gordon stated he would bring up potential development of Adrian's Island. No official actions were taken since this was a work session only. The meeting adjourned at 12:33 p.m.
