CALL TO ORDER

The Council "Pre- Meeting" Work Session of November 3, 2003, was convened at 5:45 p.m.
by Mayor John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Berry, Ferguson, Gordon, Groner, Klindt, Olsen, Viessman, Vogel, and
Weber
Absent: Angle
DISCUSSION OF AGENDA ITEMS
The following categories had items brought up for discussion:
APPOINTMENTS
Mayor John Landwehr stated that the appointment of Gilbert Schanzmeyer to a third term
on the Industrial Development Authority will need to be approved separately since a third
term requires a two - thirds majority of the Council.
Mayor Landwehr stated he understands several Council Members wish to add another
person to the Economic Development Authority, which will require an ordinance to change
the membership from seven to eight. He stated if it is the Council's desire to do so, he can
make that appointment after the ordinance passes.
BILLS AND RESOLUTIONS
BILL 2003 -135 (INTRODUCED) and 2003 -109 (INFORMAL CALENDAR): City Counselor
Nathan Nickolaus distributed Substitute versions of these two bills and explained the
changes in them.
*Councilman Cliff Olsen arrived at this point in the meeting (5:50 P.M.)
2003 -126: Mayor John Landwehr stated he will announce at the beginning of the meeting
that Councilman Angle has submitted a memo requesting that Bill 2003 -126 be placed on
COUNCIL WORK SESSION NOVEMBER 3, 2003 2
the Informal Calendar in case some persons making presentations about this issue wish
to postpone their comments to a later meeting. He stated that Councilman Angle may arrive
late at tonight's meeting since he is returning from a trip out of town.
