HomeMy Public PortalAbout20031114 BB work sessionCOUNCIL WORK SESSION NOVEMBER 14, 2003 CALL TO ORDER 1 The Council "Brown Bag" Work Session of November 14, 2003, was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present when the meeting convened: Present: Ferguson, Gordon, Groner, Klindt, Olsen, Viessman, and Weber Absent: Angle, *Berry (arrived at 12:10), and * *Vogel (arrived at 12:20) A quorum was present. DISCUSSION OF AGENDA ITEMS Items discussed were not necessarily in order that they appeared on the agenda. BILLS AND RESOLUTIONS: 2003 -130: Councilman Cliff Olsen distributed a proposed substitute and explained what was being changed by his substitute. CONSENT AGENDA: Mayor John Landwehr stated that staff had requested that the memo from staff about Sterling Excavation which was included in the packets be added to the Consent Agenda as a change order item for approval. There were no objections to the addition to the agenda. The Mayor suggested that any Council Members who wishes to see the file on this item to contact staff. Councilman Richard Groner stated that the city needs to process paperwork monthly so addition and subtraction errors do not occur. 2003 -141: Councilman Richard Groner asked questions about the amounts bid for the excavation part of the project. 2003 -145: A corrected bill summary was distributed which changed the amount of 50¢ per hour to $50 per hour. 2003 -129: Councilman Michael Berry stated that he is a member of the church affected by this rezoning, and that he does not feel he has a conflict, but that if any Council Member has questions or feels he should abstain from voting because of that, to please let him know COUNCIL WORK SESSION NOVEMBER 14, 2003 2 before the vote is taken Monday night. 2003 -144: Councilman Cliff Olsen said there is no fiscal note on this, and he asked staff to put together information concerning parking and provide it to the Council so they can look into the big picture of the parking issue. Mayor John Landwehr requested that the City Clerk place this item on the December 15 agenda under "Unfinished Business." INFORMAL CALENDAR 2003 -108: Councilman Dan Klindt stated he is going to withdraw the bill and it can be reintroduced after the Courts have made a decision on the issue of the new state concealed weapons legislation. 2003 -126: Mayor John Landwehr stated that Councilman Clyde Angle called and said he will be leaving the item on the consent agenda. Councilman Michael Berry distributed "Substitute #1" and asked for the Council to give him input about it. He gave a brief overview of what his substitute entails. NEW BUSINESS: Mayor John Landwehr stated that he has asked the City Clerk to give a report on the new ordinance database project that was recently completed. Mayor Landwehr announced that the citizen email system used to contact the Mayor and City Council members will be up and running by Monday, Nov. 17, and that he plans to announce it to the public at the Council meeting. Melva Fast stated that the Chamber of Commerce has asked about the status of appointing ex officio members to the Transportation & Traffic Commission and the Site Development Review Board. Mayor Landwehr asked if anyone on the Council would volunteer to serve on either of those boards. Councilman Cliff Olsen volunteered to serve on the Transportation and Traffic Commission, and Councilman Bob Weber stated he would volunteer to serve on the Site Development Review Board. Mayor John Landwehr stated he would announce those appointments Monday night. Mayor John Landwehr announced that the Council is planning a road trip to Lebanon, Missouri, on Tuesday, November 25 to look at the convention center in that city. He stated the press are invited to go along, and anyone interested in going needs to contact City Hall so transportation arrangements can be made.
