HomeMy Public PortalAbout20031201COUNCIL WORK SESSION DECEMBER 1, 2003 CALL TO ORDER 1 The Council "Pre- Meeting" Work Session of December 1, 2003, was convened at 5:45 p.m. by Mayor John Landwehr. ATTENDANCE The following Council Members were present when the meeting convened: Present: Angle, Berry, Ferguson, Gordon, Groner, Olsen, Viessman, Vogel, and Weber Absent: Klindt DISCUSSION OF AGENDA ITEMS The following categories had items brought up for discussion: CONSENT AGENDA Mayor John Landwehr stated that since a work session could not be scheduled yet to discuss the CVB budget and contract that he assumed the Council will want to allow item (e) to continue to be tabled. The Council agreed. APPOINTMENTS BY THE MAYOR Councilman Clyde Angle stated that a hotel owner had come to the last Council meeting and offered to be on the CVB Board and asked if he had been considered yet. Mayor John Landwehr stated that appearing at a Council Meeting offering to serve on a board is not the method to be appointed. He stated that all citizens must first submit the required application form to be considered for appointment to a city board or commission, and if the gentleman would follow that procedure he would be considered. Councilman Richard Groner stated he has a problem with people who continue to be reappointed because he thinks other people should be given an opportunity to serve. Mayor John Landwehr stated that is why anyone who is being considered for a third term must be considered individually and approved by super majority of the Council. BILLS AND RESOLUTIONS Bill 2003 -126 and 2003 -146: Councilman Michael Berry stated that Councilman Angle had called him earlier in the day and stated that he would withdraw Bill 2003 -126 if Councilman COUNCIL WORK SESSION DECEMBER 1, 2003 2 Berry would place 2003 -146 on the Informal Calendar to allow him to work with him on it. Councilman Berry stated he had agreed to do so. Mayor John Landwehr stated that in light of this, unless Council objected, he would bring this up at the first part of the meeting since several people had signed up to speak on this issue, and he would allow them the option of remaining signed up or postponing their presentation until a later date. The Council agreed this would be a good idea. BIDS OVER $25,000 Councilman Richard Groner stated he looked over the original contract and has concerns with item (a) which should have been dealt with a year and a half ago. The Work Session ended at 6:05 P.M.
