CALL TO ORDER

The Council Meeting work session of December 8, 2003, was convened at 5:30 P.M. by
Mayor John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Angle, Berry, Ferguson, Gordon, Groner, Klindt, Olsen, Viessman,
Vogel, and Weber
Absent: None
A quorum was present.
The following CVB Board Members were present: Charlie Brzuchalski, Lisa Steiner, Rob
Agee, Mark Schreiber, Joe Lo Monaco
PUBLIC COMMENT
Hotel DeVille owner Ted Stewart addressed the group. He stated that he did not think
hoteliers were represented adequately on the board, that some members had been there
too long and there was too much expenditures spent on billboards and not enough
expenditures that provided direct benefit to hoteliers.
Don Turpin of the Holiday Inn Express addressed the group. He indicated that he had
turned in his Volunteer Profile and wants to be on the CVB Board.
Kim Owens of the Hotel DeVille addressed the group. She stated that DeVille was out of
promotional brochures and objected to the CVB charging hoteliers for more.
John O'Rear addressed the group. He indicated that hotel /motel tax revenue comes from
people who pay the tax and it is inaccurate to say that hoteliers are the ones who pay the
tax. The hoteliers merely collect the tax. He also said that hoteliers are adequately
represented on the board and that the board represents approximately 50% of all rooms in
Jefferson City. He further encouraged the City Council to approve the CVB contract and
budget.
CVB RESPONSE
CVB board members Charlie Brzuchalski, Rob Agee and Lisa Steiner addressed the
number of hoteliers on the board, the cost of reprinting the brochures and promotional
efforts to recruit new, other board members to the CVB.

COUNCIL DISCUSSION
In answer to a question by Mayor John Landwehr, Mr. Brzuchalski explained the CVB
efforts and activities regarding the Lewis and Clark festivities.
In answer to a question by Councilman Mike Berry, Councilman Cliff Olsen indicated that
5,000 Boy Scouts were expected to be in the Jefferson City area over Memorial Day
weekend and that DNR estimates that 100,000 other people will be in Jefferson City as part
of the Lewis and Clark festivities.
A discussion ensued regarding the visitors who will be visiting Jefferson City area as part
of the Lewis and Clark festivities.
In answer to a question from Councilman Clyde Angle, Mr. Brzuchalski explained how the
board allocates "retained earnings."
In answer to a question from Councilman Dick Groner, Mr. Brzuchalski indicated that the
CVB has met with meeting planners regarding needs for a convention center and plans on
a survey during 2004.
In answer to a question from Councilman Mike Berry, Mr. Brzuchalski indicated that CVB
meetings will take place about expenditures spent on billboard advertising.
In answer to a question from Councilman Edie Vogel, Mr. Brzuchalski indicated a non-
smoking ordinance would have an impact on tourism but was unable to determine more
specifically what the impact would be.
In answer to a question from Councilman Clyde Angle, Mr. Brzuchalski indicated that year -
to -year financial reports depicting comparisons have been submitted to the City Council.
In answer to a question from Councilman Clyde Angle, Mr. Brzuchalski stated that reports
indicating marketing and sales calls should not be a public record.
In answer to a question by Councilman Dick Groner, Mr. Brzuchalski distributed a report
which indicated that according to industry standards, budgeted expenditures on advertising
and personnel were within adequate ranges.
In answer to a question by Councilman Clyde Angle, Mr. Brzuchalski indicated the board
was open to conducting a management audit.
Councilmen Angle, Berry, Vogel, Weber, and Mayor Landwehr all complimented Mr.
Brzuchalski and the CVB boad and indicated that they appreciated the job they were doing
and hoped the relationship between the City Council and the CVB would not be adversarial.
Councilman Dick Groner indicated that the hotel /motel tax should be 5% with all revenues
dedicated toward the construction of a convention center.
Board member Mark Schreiber indicated that the biggest need in Jefferson City were for
public restrooms on weekends.
