CALL TO ORDER Mayor Eagan called the meeting to order at 6:06 PM~
ROIl, CAll, Town Manager Wright called the roll. Council Members Carpenter,
Cross, and Mayor Eagan were present. Council Member Aguera was excused. Council
Member Botto arrived at 6:20pm Also present were Town Manager Stephen L. Wright,
Town Attomey J. Dennis Cmbb, Public Works Director Jon Lander along with other
Town staff.

STAFF REPORTS:

Workshop on Vail Engineering Pavement Management study/parcel charge report.
Town Consultants Walt Auerbach and Daryl Reynolds fi'om Vail Engineering
reviewed their preliminary snow removal, road maintenance and capital
improvement financing plan ~'or the Town of Truckee. They presented both
historical and prospective snow removal costs, provided slides of existing mad
conditions and overheads of the various costs and rehabilitation strategies for mad
maintenance related activities. The Pavement Management Study was presented
which rated each individual road physical condition and included altemative repair
slrategies for future road conditions depending upon the level of maintenance
and\or reconstruction provided. They then identified costs for road rehabilitation
and maintenance and presented a series of options for establishing assessments
which could be initiated utilizing the 1982 Assessment Act. Public Works
Director Jon Lander provided some alternative financing strategies. Significant
discussion was held related to the various issues raised in the preliminary Vail
report.

Mr. Bill Stewart, Manager of Tahoe Donner Homeowners Association addressed
the Council urg/ng their considemtinn of funding ail snow removai activities
through locally generated funds rather than considering assessments for both roads
and snow maintenance proposes. Mr. Geoff Stevens, General Manager of the
Glenshire Homeowners Association aiso addressed the Council concurring with
this recommend~fion~
For the purposes of providing direction to the consulting engineer in the
development of the formal report to be presented at the June 2, 1994 Council
Meeting, consensus was reached that the consultant should remove snow removai
costs fi.om their analysis showing Town resources being utilized for this public
service. Consensus was aiso reached that the consultants should utilize the
$3,800,000 annual road maintenance need as the basis for the preparation of this
particular report.
