CALL TO ORDER

The Council "Brown Bag" Work Session of January 2, 2004, was convened at 12:00 P.M.
by Mayor John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Angle, Berry, Gordon, Groner, Klindt, Olsen, Viessman, and Vogel
Absent: Ferguson and Weber
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Items were not necessarily discussed in order that they appeared on the agenda.
PRESENTATIONS FROM THE GALLERY
Councilman Michael Berry stated that Mr. Doug VanKamp may appear to make a
presentation regarding home occupations (Bill 2003 -130). Councilman Dan Klindt stated
that there is more information to consider on this issue and that he will withdraw Bill 2003-
130 and reintroduce another bill at a later date.
CONSENT AGENDA
The Council requested that item (a), Minutes of December 10, 2003, City Council Work
Session on Clean Air, be corrected to reflect that Councilman Klindt was absent, and
Councilman Weber was present. City Clerk Phyllis Powell noted the correction will be
made.
Item (e), JCTV contract renewal: Councilman Clyde Angle stated that JCTV is in desperate
need of new equipment and he wishes to discuss the issue at the Council Meeting.
BILLS AND RESOLUTIONS:
2003 -156: A lengthy discussion was held regarding the plans for the proposed
development. Councilman Richard Groner stated his belief that the citizens were misled
regarding the recent 179 development project, and he does not want the same thing to
occur with this project.
2003 -158: Councilman Richard Groner stated he would be opposed to an organized group

being permitted to place a property owner's property on the historic registry without the
owner's consent.
2003 -159 (added to agenda): Councilman Cliff Olsen stated he has asked that a new bill,
which will be 2003 -159, be added to the agenda under Bills Introduced. It pertains to the
clean air issue, and he distributed copies of the new bill and bill summary to those in
attendance.
BILLS PENDING
2003 -155: Councilman Richard Groner stated he is going to ask that this be placed on the
Informal Calendar so that the Finance Committee can discuss it at its next meeting, as well
as parking revenues. Councilman Clyde Angle stated he would call a Finance Committee
meeting for Monday, January 12, and that the meeting would be one hour in length.
No official actions were taken since this was a work session only.
