CALL TO ORDER
The Special Council Meeting of January 12, 2004, was convened at 5:30 P.M. by Mayor
John Landwehr.
ROLL CALL
The following Council Members were present:
Present: Angle, Berry, Ferguson, Gordon, Groner, Klindt, Olsen, Vogel, and
Weber
Absent: Viessman
A quorum was declared present.
WASTEWATER FUND DISCUSSION
Finance Director Steve Schlueter addressed the Council and gave a presentation on the
financial situation involving the city's wastewater fund. Mr. Schlueter and Wastewater
Division Director Tom Jones answered several questions from Councilmen Angle, Groner,
and Olsen regarding the fund finances, fund balance, inflow and infiltration, and future
capital projects.
PARKING FUND DISCUSSION
Finance Director Steve Schlueter gave a presentation regarding the financial situation
involving the city's parking fund. Mr. Schlueter answered several questions regarding the
Parking Fund from Councilmen Groner, Olsen, and Angle. Questions included topics of
earlier payoff of outstanding bonds, fund balance, and parking meters.
INFORMAL CALENDAR
Bill 2003 -155, sponsored by Councilman Ferguson, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE
FIREFIGHTER'S RETIREMENT PLAN TO CLARIFY AND UPDATE LANGUAGE OF THE
PLAN.
Bill 2003 -155 was read third time by title and placed on final passage. Mr. Lonnie Brandt,

President of the Jefferseon City Fire Fighter's Retirement Fund Board of Trustees, was
present to address the City Council and gave them background and historical information
on the Pension Fund. Finance Director Steve Schlueter addressed the Council and
presented financial and budget information related to the Pension Fund. Mr. Brandt and Mr.
Schlueter answered several questions related to the Pension Fund and specific subjects
such as unfunded liability and increased general fund expenditures necessary to fund the
benefit enhancements. City Administrator Rich Mays and Mayor John Landwehr
complimented the three volunteers, Claire West, Norm Robinson, and Jon Gilstrap for their
service to the City Council and the Pension Fund Board.
At the conclusion of discussion, Bill 2003 -155 was then passed by the following roll -call
vote:

Mayor John Landwehr called a brief recess at 6:25 P.M., and reconvened at 6:30 P.M. with
the following Council Members present:

Absent: Viessman
BILLS INTRODUCED
Bill 2003 -160, sponsored by Councilman Olsen, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 15,
ARTICLE III OF THE CITY CODE REGARDING CLEAN AIR IN PUBLIC PLACES.
Councilman Olsen stated he was withdrawing Bill 2003 -159 which was introduced at the
January 5, 2004, City Council Meeting.
Councilman Olsen commented on Bill 2003 -160 and quoted an editorial from a Kansas City
newspaper. Councilman Kenneth Ferguson encouraged the Council to step back and allow
the community to become educated on the effects of smoking before voting on an issue.
Councilman Michael Berry encouraged interested citizens to do an initiative petition toward
a referendum.
City Counselor Nathan Nickolaus answered several questions asked by Councilman Bob
Weber regarding the proposed bill. Councilman Clyde Angle read a prepared statement
explaining his vote on Councilman Olsen's bill.

There being no further business to come before the Council at this time, a motion was made
by Councilman Michael Berry to adjourn, seconded by Councilman Cliff Olsen, and
approved unanimously at 7:30 P.M.
