HomeMy Public PortalAboutResolutions-2022-004RESOLUTION NO. 2022-004 A RESOLUTION ESTABLISHING A GOAL OF STRIVING TO MEET NFPA 1720: STANDARD FOR ORGANIZATION AND DEPLOYMENT OF FIRE SUPPRESSION OPERATIONS, EMERGENCY MEDICAL OPERATIONS, AND SPECIAL OPERATIONS TO THE PUBLIC BY VOLUNTEER FIRE DEPARTMENTS, 2020 EDITION WHEREAS, the City of Tiffin (hereinafter "City") is a municipal corporation under Iowa law; and, WHEREAS, Iowa Code section 364.16 requires the City to provide for fire protection services; and, WHEREAS, the City has a fire department and provides fire, rescue, and non -transport emergency medical services; and, WHEREAS, fire, rescue, and emergency medical services are essential services within the corporate limits of the City of Tiffin; and, WHEREAS, the City wishes to strive to meet or exceed applicable standards in providing fire, rescue, and emergency medical services. WHEREAS, the Federal Emergency Management Agency (FEMA) offers grants, including the Staffing for Adequate Fire and Emergency Response (SAFER) grant program, which it has declared is intended to assist fire departments with complying with NFPA 1720 (2020 edition). The City also recognizes the stated "objectives of the SAFER Program are to assist local fire departments with staffing and deployment of capabilities to respond to emergencies and assure that communities have adequate protection from fire and fire -related hazards. Local fire departments accomplish this by improving staffing and deployment capabilities, so they may more effectively and safely respond to emergencies. With enhanced staffing levels, recipients should experience a reduction in response times and an increase in the number of trained personnel assembled at the incident scene." WHEREAS, the City has limited resources and is unable to allocate sufficient resources to the fire department to achieve NFPA 1720 compliance, and, therefore, intends to seek federal assistance through the SAFER grant, and to implement appropriate practices, to help the City and its fire departments in its efforts. Now, therefore be it resolved by the City Council of the City of Tiffin, Iowa, to establish a goal of striving to meet NFPA 1720: Standard for Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Volunteer Fire Departments, 2020 edition. On the 4th day of January, 2022, at a regular meeting of the Tiffin City Council, Tiffin, Iowa, Councilperson Havens introduced RESOLUTION NO. 2022-004, A RESOLUTION ESTABLISHING A GOAL OF STRIVING TO MEET NFPA 1720: STANDARD FOR ORGANIZATION AND DEPLOYMENT OF FIRE SUPPRESSION OPERATIONS, EMERGENCY MEDICAL OPERATIONS, AND SPECIAL OPERATIONS TO THE PUBLIC BY VOLUNTEER FIRE DEPARTMENTS, 2020 EDITION and made a motion for approval. Motion seconded by Councilperson Olney. Ayes: Schnedler, Havens, Orris, Limkemann, Olney. Nays: None. Absent: None. Whereupon five Council members were present and voted approval and Mayor Berner declared that RESOLUTION NO. 2022-004, A RESOLUTION ESTABLISHING A GOAL OF STRIVING TO MEET NFPA 1720: STANDARD FOR ORGANIZATION AND DEPLOYMENT OF FIRE SUPPRESSION OPERATIONS, EMERGENCY MEDICAL OPERATIONS, AND SPECIAL OPERATIONS TO THE PUBLIC BY VOLUNTEER FIRE DEPARTMENTS, 2020 EDITIONto be adopted and signified his approval of the same by affixing his signature thereto.
