CALL TO ORDER: Pursuant to Agenda posted on December 16, 1988, Mayor Swain called the meeting of the City Council to order at 7:30 P.M. on Tuesday, December 20, 1988. 2. The invocation was given by City Manager Koski. 3. The Pledge of Allegiance to the Flag was led by Mayor Swain. 4. ROLL CALL: Present; Councilman Atkins, Breazeal, Froehle and Swain Absent: Councilman Gillanders (Excused) Also Present: City Manager Koski, City Attorney Martin, Parks & Recreation Director Kobett, Temple City Times Staff Writer Estrada, and Pacesetter Staff Writer Holtzclaw. Mayor Swain announced to those present that Councilman Gil - landers was excused for cause at the December 6th meeting. 5. CONSENT CALENDAR: Councilman Atkins requested Items B.2. and C. be removed from the Consent Calendar. On motion by Councilman Atkins, sec- onded by Councilman Froehle, the remainder of the Consent Calendar was unanimously approved as presented. A. APPROVAL OF MINUTES - Regular meeting of December 6, 1988. Council approved as written. B. RECOMMENDATION FROM TRAFFIC COMMISSION MEETING OF DECEMBER 7, 1988 - 1. LONGDEN AVENUE & TEMPLE CITY BOULEVARD - RED CURB - Council approved additional red curbing for 50' on the south side of Longden Avenue to the first drive, west of Temple City Boulevard; and 60' on the north side of Longden Avenue, east of Temple City Boulevard. City Council Minutes, December 20, 1988 - Page 2 D. PLANNING COMMISSION ACTIONS FROM THEIR REGULAR MEETING OF DECEMBER 13, 1988 - Council received and filed. E. RESOLUTION NO. 88 -2832: APPOINTMENT OF PERSONNEL Council adopted Resolution No. 88 -2832 approving the appointment of budgeted personnel. F. RESOLUTION NO. 88 -2833: APPROVAL OF PAYMENT OF BILLS Council adopted Resolution No. 88 -2833 approving claims and demands in the amount of $237,427.35. B. 2. STATUS REPORT - VPD #5 FORMATION - Councilman Atkins requested a letter of appreciation be sent to all participants thanking them for the time and effort they have given to this project. City Manager Koski stated that staff Is still working with the people on the west end of town in an effort to provide additional off - street parking. The memo given to Council pertains to the formality of the Vehicle Parking District process and finalizing fur- ther Council action. As new ideas come up, staff will certainly present them to the interested busincL_ owners in the area of Las Tunas between Loma and Sultana. Councilman Atkins moved to terminate further consid- eration of formation of a Vehicle Parking District in the Las Tunas and Hart Avenue area; notify Consulting Engineer to cease further work on this project at this time and directed the City Clerk to notify all con- cerned parties of Council's action; seconded by Coun- cilman Froehle and unanimously carried. C. CHANGING STREET LIGHT BULBS FROM 4000 TO 5800 TO MINIMUM 9500 LUMEN - VARIOUS LOCATIONS THROUGHOUT THE CITY - City Manager Koski stated that staff's memo indicates that there are 1,076 street lights in Temple City maintained by Edison and there would be no change in the operating cost for these lights. There is no charge for the upgrad- ing but there is a monthly increase in energy costs of $.87 /per unit. When applied to the lights for 12 months, the cost is $11,233.00. However, Mr. Koski felt there were funds in the Lighting District to handle this cost increase. 1 1 1 City Council Minutes, December 20, 1988 - Page 3 Councilman Atkins asked how Council would feel about upgrading the Select System Streets only as he did not feel it necessary or desirable to upgrade the lights on regular residential streets. He felt the present lighting on the residential streets was adequate and the upgraded lighting may be too much for quiet residential areas. Councilman Atkins moved to upgrade all the street lights currently of less than 9500 lumen output to 9500 lumen HPSV on the Select System Streets and amend the Adopted Budget accordingly if additional funding is required; seconded by Councilman Breazeal and unanimously carried. 6. UNFINISHED BUSINESS: None 7. NEW BUSINESS: None 8. COMMUNICATIONS: None 9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Marianne Milch, Temple City Chamber of Commerce, 5827 Temple City Blvd. reported that the Chamber Board of Directors were unanimous in their vote of approval on Council's action re- garding Block "A" and planned to indicate their backing in the Newsletter coming out in February. Ms. Milch also indi- cated the Chamber's appreciation for Council's time and con- sideration afforded the property owners and business people in their need for a parking lot in the Hart /Las Tunas area of the City. Another item reported by Ms. Milch was the favorable comments still being received on the Christmas decorations. Along these same lines, they also are very pleased with Mr. and Mrs. Santa Claus and the good they have accomplished in the community. They are very pleased with this promotion and believe Temple City is the only community with a Mr. and Mrs. Claus. Mayor Swain suggested a letter from the City Council be sent to Mr. and Mrs. Claus for their participation and service to the community during this Holiday Season. RECESS TO CRA At 7:44 P.M., the City Council recessed to meet as the Temple City Community Redevelopment Agency; approved the Minutes of the December 10, 1988 meeting; and approved Resolution No. CRA 350 allowing claims and demands in the amount of $5,807.89. The Minutes of the Agency are set forth in full in the Agency's records. RECONVENE AS CITY COUNCIL 10. ACTION ON REQUEST BY CRA: None City Council Minutes, December 20, 1988 - Page 4 11. MATTERS FROM CITY OFFICIALS: A. FINAL MAP APPROVAL: TRACT 46260, 9437 -41 BROADWAY (D & A CONSTRUCTION) - City Manager Koski providing background information, stated that on June 21, 1988, Council approved Tentative Tract Map No. 46260 and Conditional Use Permit for the development of a six -unit condominium project. The map has been checked by the Los Angeles County Public Works Department and is ready for final approval subject to conditions. Councilman Atkins moved to approve Final Tract Map 46260 according to the findings and subject to conditions as outlined in staff's memo dated December 20, 1988. Coun- cilman Breazeal, after checking with Attorney Martin as to the CC &Rs, seconded the motion and it carried unani- mously. Mayor Swain asked Chris Gubler if he wished to address Council. Chris Gubler, 9441 E. Broadway, told Council that October 27, 1988 was the final day of operation of his business in Temple City. He expressed his thanks to Council for their honesty and fairness. He also appreciated Council approv- ing Final Tract Map 46260. Mr. Gubler brought Council up -to -date on his father, the Lucerne Valley Nursery and a proto -type nursery in Landers. In closing, Mr. Gubler thanked Mr. Koski and Mr. Dawson for all their help. Mayor Swain expressed appreciation for what Mr. Gubler and his family had done for the community and wished him well in any new venture in the future. City Manager Koski asked Councilman Atkins if he would con- sider amending his motion on Item 5.C., Upgrading the Street Lighting, to include not only the Select System Streets but also all residential intersections. Councilman Atkins, amending his original motion, moved to approve the upgrading of all street lights currently of less than 9500 lumen output to 9500 lumen on the Select System Streets and all residential intersections and amend the Adopted Budget accordingly; seconded by Councilman Froehle and unanimously carried. ADJOURNMENT: On motion by Councilman Breazeal, seconded by Councilman Froehle, the meeting of the City Council was adjourned at 7:50 P.M. The next regular meeting of the City Council will be a joint meeting with the Temple City Community Redevelop- ment Agency to consider certification of the Final E.I.R. on the Rosemead Redevelopment Block "A" Project and will be held on Tuesday, January 3, 1989, at 7:30 P.M. in the Council Cham- bers, 5938 North Kauffman, Temple City.
