HomeMy Public PortalAbout20040213 BB work sessionCOUNCIL WORK SESSION FEBRUARY 13, 2004 CALL TO ORDER The Council "Brown Bag" Work Session of February 13, 2004, was convened at 12:00 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present when the meeting convened: Present: Angle, Ferguson, Gordon, Groner, Klindt, Olsen, Viessman, Vogel, and Weber Absent: Berry A quorum was present. DISCUSSION OF AGENDA ITEMS Items were not necessarily discussed in order that they appeared on the agenda. Invited Guests: Mayor John Landwehr announced that Community Development Director Pat Sullivan has been requested to give a report of the E. Ashley Street issue which was brought up by Ms. Stacy Bax at the February 2, 2004 Council Meeting. Bills Introduced: 2003 -176: Staff was asked to provide "Exhibit A" to the Council by Monday night's meeting. Bills Pending: Councilman Richard Groner stated he is going to place this bill on the Informal Calendar. Resolutions: RS2003 -22: Councilman Richard Groner had questions about the limits, and staff was asked to confirm what effect this would have on the ability of anyone to expand the road to a four -lane road. COUNCIL WORK SESSION FEBRUARY 13, 2004 Unfinished Business: Mayor John Landwehr stated he wants to appoint an ad hoc committee with Councilman Cliff Olsen as Chairman to review the Council rules. He asked the Council to be thinking about it in case anyone wants to be on that committee. Mayor John Landwehr announced he is asking Councilman Richard Groner to chair an ad hoc committee to review the city's ordinances and procedures pertaining to bidding. Anyone who wants to serve on that committee should let Councilman Groner know. Councilman Clyde Angle stated he will have an updated list of possible retreat items and he will want to discuss it at the meeting. Mayor John Landwehr stated he has had some Council Members indicate to him that having a retreat before the election would conflictwith their campaigning, and others have stated they thought it would be better to hold a retreat after a new council is seated in April. He stated that if six of the Council Members indicate they want to hold the retreat, he will call it for the time they wish him to call it. Councilman Clyde Angle stated he had asked City Counselor Nathan Nickolaus to draft an ordinance to address some issues regarding council rules, specifically pertaining to public comments by speakers at Council Meetings. Closed Session: Mayor John Landwehr stated that a closed session is necessary, and asked that the Council consider holding a closed meeting at 5:15 PM due to the fact that some out of town guests need to be at the meeting, and this will allow them to return to their cities at a reasonable hour. The Council agreed that would be a good idea, and the City Clerk was directed to prepare and post an agenda for a Closed Session which will be held at 5:15 PM on Monday night immediately preceding the 5:45 pre- meeting and 6:00 Regular Meeting. No official actions were taken since this was a work session only. The meeting adjourned at 12:20 P.M.
