Mayor Landwehr requested introductions from those in attendance.
City Administrator Rich Mays gave opening remarks regarding the hiring of Burns
and McDonnell and the formation of this Stormwater Advisory Committee in 2001.
Mr. Mays introduced Matt Morasch, Deputy Director of Public Works, who discussed
the following:
• Status on the four phases of the stormwater master plan
• Discussion of hydo geologic models of the major watersheds
• Stormwater inventory and GIS
• Stormwater complaint database development
• Recommended changes to the stormwater ordinance as it relates to new
development

Stormwater budget, capital improvements, operations and depreciation
National Pollution Discharge Elimination System permit requirements
Existing stormwater financial resources
Need for additional stormwater funding
Stormwater utility
Utility start up costs
Following Mr. Morasch's presentation a lengthy discussion and question and answer
period followed.
Following the lengthy discussion, the following motions were made and passed
unanimously:
Councilman Klindt moved and Councilman Viessman seconded that City staff be
directed to develop a detailed and comprehensive stormwater budget for review by
the Council and SWAC.
Councilman Klindt moved and Councilman Berry seconded that City staff be directed
to calculate residential and business demographics to determine the number of
homes and businsses within the potential utilty billing area. Councilman Groner
moved to amend that motion to require the staff to interface with the County
Assessor to solicit pertinent information. The motion passed unanimously.
Councilman Olsen moved and Councilman Groner seconded that City staff provide
the City Council and SWAC with information regarding:
A. How other cities have set up their stormwater utilities.
B. A legal opinion on the aspects of an REU versus a flat rate structure.
C. How other communities handle vacant lots and commercial parcels.
D. Investigation of an enterprise fund.

Councilman Ferguson moved and Councilman Olsen seconded that City staff be
directed to continue the process to upgrade ourstormwaterordinances. Councilman
Klindt asked for an amendment that would require getting the input of the
development community and the SWAC on recommended changes to our
stormwater ordinances.
Councilman Olsen moved and Councilman Ferguson seconded that City staff be
directed to continue developing a database for stormwater complaints.
It was a consensus that numbers 1, 2, and 3 above would be completed by the next
City Council /SWAC meeting and that numbers 4 and 5 would be completed within nine to
twelve months.
The Council further decided to hold another meeting at staff's discretion within the
approximate next 60 to 90 days. The meeting adjourned at approximately 8:45 p.m.
