CALL TO ORDER
The Council "Brown Bag" Work Session of April 2, 2004, was convened at 12:00 P.M. by
Mayor John Landwehr.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Angle, Berry, Ferguson. Gordon, Groner, Vogel, and Weber
Absent: Klindt, Olsen, and Viessman
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Items were not necessarily discussed in order that they appeared on the agenda.
Minutes & Reports Received & Filed:
Councilman Clyde Angle pointed out what he termed as "shotgun approach" that the Parks
and Recreation Commission used to vote to go into Closed Session in their minutes. Mayor
John Landwehr reminded Parks & Recreation Director Bill Lockwood of the Council
ordinance regarding that issue.
Consent Agenda:
Councilman Richard Groner had questions about Bid 2078. He wanted to know how many
mistakes the contractor had made because he had used that company to do some work for
him and he indicated they didn't do it correctly.
Councilman Michael Berry stated he would recuse himself from item (h) on the Consent
Agenda since the party was a client of his.
Bills Introduced:
2003 -191 - Councilman Clyde Angle wanted to send this back to the Planning & Zoning
Commission because he stated the issue of sidewalks was clarified after the Planning &
COUNCIL WORK SESSION APRIL 2, 2004
Zoning Commission had already voted on it.
2003 -193 - Councilman Richard Groner asked for an explanation of how floor area ratio is
determined. City Planner Janice McMillan answered his questions.
Informal Calendar:
2003 -179 - Councilman Groner stated this will remain on the Informal Calendar
2003 -185 - Councilman Clyde Angle stated he will remove this for a vote by the Council.
New Business:
Councilman Clyde Angle stated Mayor John Landwehr and City Administrator Rich Mays
and he have had some discussions about the extent of crime problems. Mayor John
Landwehr suggested he get the information from Chief Schroeder first in private, and then
if he thinks it should be made public, he could make it public. Councilman Clyde Angle
disagreed. Mayor Landwehr asked Councilman Angle to get his questions in written format
and give them to the Chief in advance and he will defer to the Chief as to whether he
believes the answers should be on live television or not. Councilman Angle stated he could
get the answers in writing if that is the way the Mayor wants to do it. Mayor Landwehr stated
he is trying to avoid a back - and -forth cross examination of the chief on television.
No official actions were taken since this was a work session only.
