IT IS HERr.BY RLSOLVED AP1D DETERMIN'i� by the City Council
�of the City:of.Lynwood, as.follows: - �
' Section 1. It�is hereby determined that the public
interest, convenience-and necessity require and demand and that it
, is the intention of the City Council of said city.to order the
� vrork and improvements herein'set forth� all und'er and in
� accordance with the provisions of the 'Acquieition and.Improvement
Act of 1925" and a1T amendments thereto, namely:
That Tweedy and Abbott Road, lying part in the City of
Lynwood and lyin� part in the City of,SouthGate, improved by
grading between the following limits; for its.entire width between
the easterly line of San Antonio Avenue and the westerly line of
San Gabriel Avenue; and the southerly 50 feet thereof from the
westerly line of San Gabriel Avenue to the easterly line of San .
Luis Avenue (as said San Luis Avenue is located southerly from '
said Tweedy and Abbott Road); and the southerly 41.5 feet thereof
from the easterly line of said San Luis Avenue to the easterly
line of Washington Avenue; and the southerly 51.5 feet thereof
. from the easterly line<of.�"�ashington Avenue to a line 15 feet
westerly of and parallel to the v��este'rl,y line of�Walnut Avenue;
and' the southerly 49.5 feet thereof from said line 15 feet
westerl,y of and parallel to .tbe westerly line of Walnut Avenue to
a line 20 feet westerlv of and narallel to the center line of
' Atlantic Avenue (as said Atlantic:Avenue exists northerly of -
soid T.zveedv and Abbott Road): and the northerl,y 68 feet of the
, southerly �i3 feet thereof from a line-20 feet east of` and'Aarallel
to the center line of said Atlantic Avenue, to a line 20 feet
easterly of and parallel to the westerly line of iNright Hoad,
said grading to extend around'and to the ends of the curb returns
• at the intersection of said Tweedy and Abbott Road with Wright
• Road and also at Atlantic Avenue; also, that a pavement 30 feet
in width consisting of•compressed Portland cement concrete laid
upon a 4 inch decomposed granite sub-base; and varying in thiqk-
ness from 8 inches to 6 inches, be constructed in the above men-'
tioned.portions of.Tweedy.and_Abbott Road described as to be
graded, from the easterly line of San Antonio Avenue to tho
westerly line�of Wright Road; also,.that'an oiled surface road-
way be c'onstructed in tYie northerly 20 feet of. the portion of
said Tweedy and Abbott Road so to be graded hereinbefore mentioned
from the easterly line of'Washington Avenue to a line 15 feet
westerly of and parallel to'the westerly line of 4Valnut Avenue;
and in the northerly 18 feet of.said portion so to be graded from
said line 15 feet west of and parallel to the westerly line of
I P�alnut Avenue,to a line 20 feet east of and parallel to the
westerly line of -l�Vright Road except +at tiVright Road and �at Atlantia
� Avenue where the oiled surface roadway is to extsnd around the
curb and gutter`re'turns to'the end.thereof. Said oiled surface
roadway to be constructed elso on the southerly 20 feet of the
", portion of said Tweedy and Arbott-Road to be graded as hereinbefore
mentioned from a line 20 feet easterl,y of and parallel to the
center line of sai.d Atlanti.c Avenue (as said Atlantic Avenue exists
northerly of Tweed,q an:3 Abbott �oad); to a line 20 feet easterly, �

and ad�acent to Virginia Hvenue where the oiled roadway is to
be omitted around trees as shown on p�ans hereinafter referred to.
` Said oiled surface last described to extend around and to ttie
end of the burb returns at Wright Road and Atlantic Avenue. Also;
� that 213 feet of Class ° A" curb be constructed around exi"ating • •
trees in the southerly portion of said Tweedy and.Abbott Road
between.Virginis Avenue and �Nright Road, as shown on the plans
•hereinafter referred to.
, Referr.ence is hereby made to the specifications, plans, .
profiles and detailed drawings heretofore approved by the City
• Council of the City.of Lynwood and now on file in the office of , „
� the Clerk of said city, for the estimated cost of the improve-
ments {inclusive of incidental exponses and costs of the:pro-
ceeding) and for a full and detailed description and location of�the
said proposed improvements and of the grades to which, said im- .
provements are to be constructed. The riotice of all persons
affected is direated to the grades for the proposed improvement
and to the provisions of the acquisition and improvement act of
1925, relating to �rades. .
Section 2. That the district of lands which �uill be .
benefited b,y the saj.d broposed imorovements whichi•shall be,
knowri hereafter as the "assessment district shall as proposed,
include all of the lands within tl?e follo�ving described ex=
terior boundary lines, to-tivit:
. Beginning at the northwesterly corner of Lot�2382 c3f Tract'
No. 5772 as shown on map recorded in Book 65, page 49.of Maps,
Records of Los Angeles County, Cc�lifornia (said northwesterly
corner of Lot 2382 being a point on the northerly boundary line
of the City.of Lynwood, as said boundary line existed on April
28,. 1928); thence easterly in a direct line to the northeasterly
�orner of Lot 2753 of said Tract No. 5772; thence easterly in a
. ` direct line to the northwasterly corner of Lot 776 of Tract No.
' 5975 as shorm on map r,ecorded.in Book 76, pages 22 and 23 of
• Maps,.Records of Los Angeles County, California; thence easterly

In the jud�ment oP this City l:ounc3l, varying"benefits will
be derived by the dif'ferent parcels of land lying within the
assessment district and the varying benefits to be derived by said
different parcels of land require that the said district shall be.
divided into eightoen.(18) zones according to the said benefits,
to-w3t� said zones eY'e deslgnated A,B,C,D;E,F,G,H,I,J,K,L,D4,N,O,P,
Q and R, on the map of assessment district, now on £ile in the
of£ice of the City Clerk of the City of Lynwood, and hereinafter
referred to. Each of'sai,d zones,as proposed is composed,of,
and includes; all the'lands'within the assessment district which
, ._ will be ben�fited in like measure, but in a different measure from
those in other zones therein,.by the.said improvements and
of said zones is de,signated b,y a different letter and is plainly
shown�upon the map of. the assessment district now on file in the
office of the Clerk of the Cit,p of L,ynwood as aforesaid to which
reference is hereby made for the boandaries of said zones and
all details concerning the said zones. ,It is herebv determined
that tre peroentage of.the sum°to be raised each ,year by the levy
and collection of special assessment taxes in said assessment
district from i:Yie lands in each of the said �zoT.ies for the .payments.
on the principal and interest of'the bonds io be issued to defray
• the costs of said improvementa as hereinafter set forth shall be

: The aforesaid description of the assessment district is
general only and a map of said district heretofore:approved by
this City Council indicating by boundary lines the extant.of the
territory to be included in said assessment district, and•also
plainly sho�ving by separate c.oloring the differ'ent.zones and
percentages aforesaid„ 3.s on file i.n the office of the Clerk of
the Cit,y of L,ync✓ood, and all persons b,p an examination thereof
ma,q Mrith accuracy ascertain the.boundariPS of said.assessment
district, the extent, location and boundaries of the different
' zones.and within which' zone each parcel of land within said
district is located, and the percentages of the total.costs of
the improvements to be raised from the lands i:n each zone as is
therein more specifically shoi:�n�. Refarence is hereby made to
, tha said map-,of the said �ssessment.distriot so. on file for sll
details as to the extent of the said proposed assessment district,
the boundaries.of the proposed differerit zones and for all' details
with reference to said assessment district and to said zones. ,-
Section 3. For the costs an3,expenses of.the things herein.
proposed to be done as�hereinbefore set forth, bonds will be
issued to the total amount of the same, said bonds are to bear
interest at the rate of seven (7) per cent per annum, pnyable
semi-annizally, the first payment-of said interest to be made the
second day of January, or the sacond day of July, (whichever
month fir'st succeeds the date of the bonds) next succeeding one
year after the date of such bonds, the last installment of intereat
to be paid at the maturity of said bonds and the aggregate ,
principal of all bonds issued under the proceedings to be paid
" and : discharged v:�ithin twenty (20), years after the,date of their
issuance, approximately one-seventeenth part "of said aggregate -
principal to be payable each year, all in golfl coiri, the £irst
payment on the aggregate principal of the said bonds to be
made three (3) years after the issuance of said bonds. A
speciaL fund 'for •the payment oP.said:bonds will be.consituted �
by the'levy of special asse.ssment taxes upon the lands v�ithin ,
the assessment district, in ac_cordance with the provisions of
the Acquisition and Improvement'Act of 1925, and all amendments
, thereto, accordin� to the assessed value of the said lands,
exclusive of the improvements thereon;�except as otherwise
provided in said•Acquisition and Improvement Act of 1925, and all
amendments thereto;'and in accordance with the zones and per- -
centages as finally determined by,this City Council•.�
� • Section 4. That the lOth day.of July,.1928, at the riour
of 8 o�clock P. M.,of said day, in.the.Chambers of the City
Council of the City of Lynwood, in the City.Hall in said City
of T�ynwood, is hereby fixed as the day, hour and place for
hearing ob,jections to what is hereinbefore mentioned as intended
to be ordered and done. NOT.T.CE SS TiE??rBy GIVFN that at said
time and place an,y and all persons ?;azrin� any ob jection or
objections to the proposed improvements, to the pronosed grnde
or grades to which any or all of the improvements are proposed
to�bo constructed,'to the extent of the assessment district�, to
the zones into which the said district is to be divided,�or to .
the percentages to be raised from each of the said zones, on to
any or all of.the..foregoing, may. appear before the.City Council.
and be heard. Attention is hereby directed to the provisions „
of the Acquisition and Improvement Ac� of 1925, and all amendments
thereto, relative to the matter of objections and protests.
Section 5. That IRA F. COGSVYELL, the Superintendent of
Streets of the City of Lynwood, California, is hereby appointed
Superintendent of VJork without compensation and he is hereby .
ordered to cause to be conspicuously posted,along the said
contemplated improvements in tfie manner provided by the said
Acquisition and Improvement Act of 1925, and ell amendments .
� 'thereto, notices of the adoption of this resolution. This City
Council deems it advisable, and�it is hereby ordered that said
notices shall consist of printed copies of this Resolution of
•. Intention entitled "Notice of Public.Improvement" in letters not
_ • less than one inch,in length. ;�
Section 6. The Citg Clerk of the City of Lynwood shall
certify to the adoption of t:�is Resolution of Intention.and cause
the same to be published b� two insertions in the LYNWOOD TRIBUNE,
a weekly newspaper, published and circulated in the City of
L,ynwood, California, and said necaspaner is hereby designated as
' the n.ewspa.per for making all other an� _ft?rther public�tions in,
. and_S.ncident to, these proceedirigs. •
