The roll of the Bal Harbour Village Council was 21, 1992 in the Council Chamber at Bal meeting was called to order at 9:35 a.m. was called and those present were: Mayor Estelle Stern Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman James E. Boggess Councilman Sol M. Taplin Also present: Carole S. Morris, Village Manager Jeanette Horton, Village Clerk Richard Jay Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. Approval of Minutes: A motion was offered by Councilman Taplin and seconded by Assistant Mayor Hirschl to approve the minutes of the December 17, 1991 regular meeting. There being no changes or additions, the motion carried (5-0), and the minutes were approved as submitted. Assistant Mayor Hirschl then requested a point of personal privilege and stated the following: "This past Sunday, Bal Harbour Village paid tribute to Sol Taplin, one of the greatest leaders in our community. Sol sailed many uncharted waters, had the foresight to help develop and build our oasis and the tenacity to nurture it even more by becoming involved civically. He has been a mentor to me as a Councilman through my tenure on the Council. But more importantly, Sol possesses those special, most admirable mentor -like qualities as a genuine human being. He knows his convictions, he stands to them steadfastly, he questions them from time to time to insure they are intact. Unfortunately, I was not present to convey these accolades on Sunday. My sincerest apologies and my heartiest congratulations." Council Mtg. - 1/21/92 1 54 3. Presentations: Officer of the Month - Detective Al Hogue: Chief Treppeda read from his memo the accomplishments of Officer of the Month for December, 1991, Detective Al Hogue. Detective Hogue was presented a plaque and a check in the amount of $100. The Mayor and Council then joined in thanking him for his outstanding efforts. 4. Public Hearings: None. 5. Ordinances - Second Reading/Public Hearing: None. 6. Ordinances - First Reading: None. 7. Resolutions: None. 8. Reports and Recommendations: A. Mayor and Council: None. B. Village Attorney: Mr. Weiss advised Council that, in accordance with their direction at the recent Public Hearing, he and Mrs. Morris would be meeting with Mr. Tony Riso and Mr. Richard Olsen relative to the proposed Appearance Plan. Mr. Weiss requested and received Council's reiteration of the basic premise of said meeting being to eliminate the need for or combine the process of approval of plans by both the Civic Association and the Appearance Board. Councilman Blank requested that Mr. Weiss research the possibility of elimination or amendment of Covenants 2 and 3 of the Deed Restrictions for the residential area. Mr. Weiss agreed to research same but was doubtful as to the possibility. C. Village Manager: 1. Beautification Dinner: Mrs. Morris requested Council's direction as to proceeding with the Beautification Awards Dinner this year. Assistant Mayor Hirschl suggested a community dinner/dance be held each year and that the Beautification Awards/Dinner be held every other year. Mayor Stern relayed to Council that several members of the Beautification Committee had expressed to her their desire to proceed with this annual function and she felt that this community tradition should continue. After some discussion, it was Council's decision to proceed with this event in 1992, but however, to limit the number of awards given. 2. Medallions: Mrs. Morris advised Council that the current supply of "keys to the city" has diminished and requested their direction to re -order same or possibly order medallions instead. Councilman Blank stated that he felt that we should remain with a "key to the city" as this has a meritorious meaning, whereas another token or medallion may be placed in a Council Mtg. - 1/21/92 2 drawer and not displayed. Another suggestion was to enlarge the present key and mount it on a plaque. After further discussion, it was agreed that Mrs. Morris would explore the possibilities and return to Council with recommendations. 9. Other Business: Relative to the problem of loud boats close to the shoreline, Mrs. Morris advised Council that in order to obtain a "restricted area" designation, the issue of boating safety must be addressed and she is coordinating efforts to that end with Marine Patrol in Tallahassee. Assistant Mayor Hirschl inquired as to the possibility of requesting Marine Patrol or another agency providing water patrol to station one of their watercraft in the Haulover Inlet area next to Bal Harbour. Mrs. Morris advised that she and Chief Treppeda would contact North Miami and Indian Creek and request assistance. Laura Chalphin, a resident of the Harbour House addressed Council and requested their assistance in resolving the problem of recurring burglaries/robberies in the Harbour House. Councilman Taplin advised Mrs. Chalphin that although Council is sympathetic to the problem, this matter should be the responsibility of the Harbour House, as these are not break-ins, but apparently entry is with house pass keys. He further stated that he would discuss this with the appropriate personnel at the Harbour House, as well. 10. Adjourn: There being no further business to come before Council, a motion to adjourn was offered by Councilman Taplin and seconded by Assistant Mayor Hirschl.
