on Wednesday, January 9, 2019 at 4 : 45 p .m .
at The Brewster Town Office Building, 2198 Main Street, Brewster, MA
MEETING MINUTES FOR JANUARY 9 , 2019
Present : Chair Paul Ruchinskas , Vice- Chair Faythe Ellis , Elizabeth Taylor, Diane Pansire,
William Klein, Roland Bassett, and Sharon Marotti
Absent : Peggy Jablonski and Barbara Burgo
Also Present : Jill Scalise , Brewster Housing Coordinator ; Tom Lincoln, Dog Park Committee
Chair Paul Ruchinskas called the meeting to order at 4 : 45 pm .
Recording or Taping Notification : ` As required by the Open Meeting Law we are informing you that the Town will
be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape
this meeting they are required to inform the chair, " We request that all cell phones be turned off or to vibrate,
1 . Discussion and possible vote on the completeness , timeliness, and CPA eligibility of the
following funding requests and also possible votes on referral of the applications to the
appropriate committees for review and recommendation to the CPC for May 2019 Town
Meeting :
a) Community Development Partnership- Cape Housing Institute : $ 7 , 500
b) Town of Brewster- Part Time Housing Coordinator- $ 37 , 000
c) Brewster Dog Park Development Committee -Dog Park : $ 50, 300
A) Community Development Partnership the Cape Housing Institute : Funding request for
$ 7 , 500 . The Chair, Paul Ruchinskas explained that he is the treasurer for the CDP Board
and recused himself from the discussion (and left the room) as he has a financial conflict
on this particular application . Vice-Chair Faythe Ellis took over discussion of this item .
MOTION to accept the Community Development Partnership ' s $7,500 funding request
application as complete, timely, and CPA eligible.
MOVED by Rollie Bassett. Seconded by Diane Pansire.

MOTION to refer the Community Development Partnership ' s Cape Housing
Institute ' s $7, 500 funding request to the Housing Sub- Committee for review and
recommendation back to the CPC .
MOVED by Rollie Bassett. Seconded by Diane Pansire,
VOTE : 6-0-0
B) Town of Brewster- Part Time Housing Coordinator funding request for $ 37 , 000 .
MOTION to accept the Town of Brewster ' s Part Time Housing Coordinator funding
request application of $37 ,000 as complete, timely, and CPA eligible.
MOVED by Elizabeth Taylor, Seconded by Rollie Bassett.
VOTE : 7-0 -0
MOTION to refer the Town of Brewster ' s Part Time Housing Coordinator funding
application of $37 ,000 to the Housing Sub- Committee for review and
recommendation back to the CPC .
MOVED by Rollie Bassett. Seconded by Diane Pansire,
VOTE : 7-0-0
C) The Brewster Dog Park Development Committee ' s funding request for $ 50 , 300 . Tom
Lincoln, the Chair of the Dog Park Development Committee explained where the
committee currently is in the process , specifically the status of the application with the
Stanton Foundation . Currently, the design plan is being reviewed by the Stanton
Foundation which typically takes about 4 - 6 weeks to completely review. Tom stated that
he does not anticipate any problems with their design being in accordance with the
grant ' s requirements . Rollie asked where the Dog Park Development Committee would
look to receive the needed funds if they do not secure a grant with the Stanton
Foundation . Tom responded that if they do not receive the $225 , 000 from the Stanton
Foundation, he is not aware of any other outside funding for this project . He stated the
choices would be either to come back to CPC to request the full amount of funding,
organize private fundraising which would take quite a while to get to the required
amount, or lastly the project would have to be closed .
MOTION to accept the Brewster Dog Park Development Committee ' s funding
request application of $50 ,300 as complete, timely, and CPA eligible.
MOVED by Rollie Bassett, Seconded by Elizabeth Taylor.
VOTE : 7-0 -0
MOTION to refer the Brewster Dog Park Development Committee ' s funding
application of $50 ,300 to the Recreation Commission for review and
recommendation back to the CPC .

VOTE : 7-0 -0
2 . Status of grant agreements from the December 2018 Town Meeting CPC approvals
Habitat for Humanity and Cape Rep Theatre grant agreements will go out in the mail
early next week. The Housing Trust grant agreement is also ready to be given to Donna
Kalmick. As for the Cape Cod Museum of Natural History ' s grant agreement there is a
question regarding the conservation restriction . As written, there is not a right of public
access but the museum has the ability to give permission to people to use the trail . The
Chair stated that they needed to guarantee public access to this area as public funds were
used in the project . The Chair stated that at a future meeting he would like the CPC to
vote on how to address the grant agreement in regards to getting language in it that
ensures public access . The Committee briefly discussed potential signage that could be
added and/or changed to let people know that the trails are open to the public . It was
agreed that the Chair would contact the museum and Town Counsel for some
clarification about public access for the grant agreement. Elizabeth suggested they look
at the application to see about making some changes to address this issue for future
applications .
13 . Open Project Updates
Long Pond Land Acquisition : closing has been extended to either the end of January or
the end of February. There has been no response yet from the State regarding the
potential grant .
Cobb House : Eric Dray went to make sure they are following the Secretary of Interior
Standards for what they are doing at demolition . The next update is due February 1 .
The Bikeways Project : The December report showed $ 55 , 000 of the $ 100 , 000 grant as
unspent. Rollie is going to follow up with them to see if there are any other bills coming
in or if the project just came in significantly under budget .
ADA improvements : there are currently people working on a design . Once the design is
complete it will go off to bid .
Brewster Woods : There will be an update later this month .
Cape Housing Institute : Their project is completed . Their next invoice should be
submitted by February 1 and should come with a summary/report .
Housing Authority : Diane will reach out to them to follow up and request an update .

Cape Village : It took three months to get through closing which was disappointing to the
staff. The Chair stated that in his experience unfortunately this is how long it typically
takes . Closing did take place at the end of December .
Housing Coordinator : Jill Scalise explained that they had their housing production plan
certified in November. The accessory dwelling unit bylaw brought forward by the
Planning Board and initiated by the Brewster Housing Partnership was approved at Town
Meeting. There has been one buy- down grant that was completed in October and there is
a second buy- down that is currently moving forward with an expected closing date of
January 18 . A grant agreement has been entered with the Mass Housing Partnership for a
pre-feasibility study of the Millstone Road project and the Select Board has turned over
the management of that property to the Affordable Housing Trust which is now up and
running.
For the Legacy projects of Brewster Baptist Church and the preservation restriction on
Cobb House, Faythe and Paul will be meeting next week with Mark Forest, Sarah
Turano -Flores , and Cindy Bingham to primarily talk about Brewster Baptist to get an
update on where things stand . They also need to follow up with Brewster Historical
Society about the status of the preservation restriction for Cobb House ,
4 . Annual Town Report
The annual report has been completed . Elizabeth will be submitting it so can be included in
the town publication .
5 . Status of Members ' Conflict of Interest Training Completion
A brief discussion was held regarding who on the CPC needs to take the required
Conflict of Interest Training,
6 . Vote to Approve Minutes of the December 12 , 2018 Meeting
MOTION to approve the minutes of the December 12 , 2018 meeting.
MOVED by Rollie Bassett. Seconded by Faythe Ellis.
VOTE : 6-0- 1

The next CPC meeting is scheduled for Wednesday, January 23 , 2019 at 4 : 45 PM . There is a
possibility that this meeting will be canceled which would mean the next meeting will be
scheduled for Wednesday, February 13 , 2019 at 4 : 45 PM .
