Dear Sir or Madam,
As the representative of Sea Ridge Condominium Association, Inc., (Sea Ridge) I have been
advised by the Gulf Stream Police Department to write a formal request in an effort to secure
any and all public records involving the following tenant living in one of our units. He is the only
non -owner resident:
• Matthew Piazza
4300 North Ocean Blvd., Unit 6; Gulf Stream, FL 33483
Sea Ridge has been aware of numerous violations related to Mr. Piazza including documented
prostitution and theft arrests, and now a near death (possibly September 10') that involved the
rescue efforts of the Delray Beach Fire and Rescue along with our own police department.
We, along with our attorney, Leonard Wilder, Esq., are gathering as much information as
possible in an effort to have him legally evicted from our premises and hopefully our Town.
Please let me know if there is anything additionally that you may need from Sea Ridge in order
to expedite our request for public records.

We have also attached the Non -Criminal Offense Report concerning Mr. Piazza from the date
referred in your letter for your convenience. No other Offense Reports exist for Mr. Piazza.
However, the Town has various public records "involving" all of our residents. If you would
narrow your request, we would be happy to provide you with all relevant records you seek.
With respect to the above incident, there are also records in the custody of the Delray Beach
Police Department, such as 911 recordings and CAD (computer aided dispatch) records, etc. If
you seek those records as well, please let us know and we will provide them for you.
If we do not hear back from you within 30 days of this letter, we will consider this request
closed.

BLVD #6 IN REFERENCE TO AN AOD/FD POSSIBLE OVERDOSE.
3FC T. SUTTON AND I ARRIVED AND MET WITH OFC R PYLE WHO WAS ALREADY INSIDE THE APARTMENT
kDDRESS. OFC PYLE WAS ATTENDING TO THE PATIENT IN A BATHROOM, A W/F (20'S) WHO WAS SITTING
-LOTHE ON THE TOILET, DISORIENTED AND UNABLE TO STAND. ALSO PRESENT WITHIN THE APARTMENT
NAS A W/M WHO IDENTIFIED HIMSdFAS THE RESIDENT (RENTER) MATTHEW PIAZZA 08/14/1945. MR PIAZZA
MATED HE CALLED 911.

I RECOGNIZED THE PATIENT FROM THE SOUTH CITY LIMITS OF BOYNTON BEACH, A KNOWN STREET LEVEL
PROSTITUTE AND ILLICIT DRUG USER. 1 COULD NOT REMEMBER A NAME. OFC T. SUTTON ALSO
RECOGNIZED THE PATIENT FROM THE SOUTH PALM BEACH AREA, STATING A POSSIBLE NAME OF KRISTIN
MCLAUGHLAN OR SIMILAR TYPE SPELLING.
MR. PIAZZA STATED HE ONLY KNEW OF THE PATIENT BY THE NAME OF KRISTA. MR. PIAZZA CALLED THE
PATIENT FRIEND, ALLEGEDLY ONLY KNOWING HER FOR APPROXIMATELYA WEEK.
AHL PIAZZAALLEGEDLY DID NOT KNOW WHAT THE PATIENT WAS SUFFERING FROM, STATING HE WAS
CONCERNED AFTER THE PATIENT LOCKED HERSELF IN THE BATHROOM AND DID NOT RESPOND TO HIM.
OFC R. PYLE CONFIRMED THAT HE HAD TO FORCE OPEN THE BATHROOM DOOR DUE TO EXIGENT
CIRCUMSTANCES, LIFE THREATENING.
DELRAY BEACH FIRE/RESCUE SUBSEQUENTLY ARRIVED AND ATTENDED TO THE PATIENT, RUN #16-10970. A
USED/EMPTY SYRINGE WAS FOUND ON THE BATHROOM FLOOR TO THE LEFT OF WHERE THE PATIENT WAS
SEATED.
THE PATIENT ADMITTED TO THE PARAMEDICS IN USING HEROINE. THE PARAMEDICS TREATED THE PATIENT
IN ACCORDANCE WITH THEIR PROTOCOL.
WITH THE ASSISTANCE FROM OFC T. SUTTON, COUPLED WITH A PALMS CHECK AND A POSSIBLE DATE OF
BIRTH, THE PATIENT WAS CONFIRMED TO BE TRYSTAN KATHERINE MCLAUGHLIN 11/21/1989 WITH A LAST
KNOWN ADDRESS OUT OF DELRAY BEACH. MS. MCLAUGHLIN WAS NEGATIVE WANTS AND WARRANTS
HAVING AN EXTENSIVE HISTORY. i
MS. MCLAUGHLIN WAS TRANSPORTED BY DBFR TO BETHESDA MEMORIAL HOSPITAL FOR FURTHER
MEDICAL ATTENTION.
POLICE AT LENGTH DISCUSSED WITH MR. PIAZZA THE ISSUES AND CONCERNS OF HIS ALLEGED FRIENDSHIP
WITH MS. MCLAUGHLIN. MR. PIAZZA ACKNOWLEDGED THOSE SAME ISSUES AND CONCERNS AND GAVE THE
IMPRESSION THAT HE WAS GOING TO REFRAIN FROM FURTHER CONTACT WITH MS. MCLAUGHLIN.
THE SYRINGE WAS COLLECTED AND PLACED IN A SHARPS CONTAINER FOR DESTRUCTION. NO CRIMINAL
CHARGES WARRANTED; NO FURTHER POLICE ACTION TAKEN IN CASE.
