Others Present: Kevin Bissel, T-OEngineers; Rick Patton, T-OEngineers; Judd DeVore; Cary Freeland; Doug Dew, Dew Aircraft, Inc. Jake Dew, Dew Aircraft, Inc.; David Schrader, Gem Air; JoSchrader, Gem Air. Mike Weiss, Chair, called the meeting toorder at12:00p.m. Public comment: None Approval ofMinutes from Sept. 5, 2019 meeting: The Sept. 5, 2019 regular meeting minutes were presented for review and approval. Charles Jones moved toaccept the minutes, Mark Thorian seconded the motion. Allvoted aye and the motion passed. AAC Seat Appointment: The AAC position held byMike Weiss has expired. The position was advertised inthe Star News for two weeks asrequired byCity Code. Mike Weiss (incumbent), Gary Caseri and Cary Freeland have applied for the position. BessieJo Wagner, City Clerk, was introduced to explain the pros and cons ofincreasing the AAC membership from 5to7. She also explained that the AAC must make arecommendation toCity Council tofillthe vacant position. AACdropped the information request for expanding the board. Charles Jones made amotion tokeep the AAC membership atitscurrently level of5members. Mark Thorian seconded. Allvoted aye and the motion passed. Charles Jones moved torecommend that Mike Weiss benominated tofillthe vacant AAC seat. Mark Thorian seconded the motion. Allvoted aye and the motion passed. Hangar 560 Flooding: Richard Stein explained the steps that have been taken tominimize the likelihood ofHangar 560 flooding. Atrash pump has been purchased incase ofany airport flooding. Information item only. Gem Air – Lease ofHangar 101: Gem Air, Inc. has requested alease for potions ofHangar 101. Adraft lease was brought before the AAC for approval. Charles Jones moved to recommend to City Council to approve theGem Air lease, and torequest the Mayor tosign allnecessary documents. Mark Thorian seconded the motion. The vote was 4for, and 1against. ParkStreet, McCallID83638 Dew Aircraft – Ground Lease ofHangar 95 (Deinhard #1Development): Richard Stein requested that this item betabled asnegotiations with Dew Aircraft are stillongoing. Mark Thorian moved totabling this item. Charles Jones seconded the motion. Allvoted aye and the motion passed Airport Development Updates: Mr, Stein provided information on1) theTriangle Development and the 4lots available for lease, 2) the Triangle Development and the concept for the airport tobuild T-Hangars for public rental, and 3) Shaded Tie-Downs built bythe airport and available for public rental. Taxiway Relocation Update: Kevin Bissell ofT-Oengineers provided anupdate ofthe project for the AAC. Airport Master Plan Update: Rick Patton ofT-OEngineers provided information onthe project. Pioneer Hangar Update: The Idaho Historical Society has approved the Pioneer Hangar asanhistoric building. The nomination isnow passed for consideration tothe National Register ofHistoric Places. Future items for Commission Consideration: Mr. Stein requested areview ofthe meeting date and time. Three-month calendar review: The following meetings were described: AAC Nov 7 Dec 5 Jan 2 ndthArequestwasmadebyMr. Stein tomove the regular January 2 meeting toJanuary 9. Meeting date and time will bebrought toafuture AAC meeting and will beproperly advertised.
