Park St., McCall, ID 83638 • COMMITTEE MEETING — Began at 5:30 p.m. CALL TO ORDER AND ROLL CALL Committee members Karla Eitel, Sue Dixon, Craig Vroom, Susan Farber, and Judy Drake were present. Also present were Delta James, Economic Development Planner, and guest Dallas Young. MINUTES APPROVAL • August 28, 2019 [ACTION ITEM] Judy moved, Susan seconded, a motion to approve the August 28, 2019 minutes without revision. All members voted "aye”and the motion passed. PUBLIC ART PROJECTS • Downtown [ACTION ITEM]: Committee members reviewed the draft Call to Artists, discussed the project intent, timeline, application requirements, and selection process, and suggested the following revisions to staff: o Project intent bulleted items do not need revision o Re-organize paragraph below bulleted items to put artwork opportunities in front of community input requirement o Ask application letter of intent to include approach to placemaking Staff reported that City Council will review of Call to Artists at its October 10 meeting and, hopefully, will authorize the Call to Artists to be issued. Committee members are encouraged to attend. Committee directed staff to ask if the Artist Selection Committee members from the first downtown artist selection process want to serve on the new project selection committee. Any vacancies should be filled with downtown business representatives and/or a representative from the Library since it has a prominent location in relationship to any artwork on 2nd Street. • Public Art Plan: The committee recognized that the 2012 Public Art Plan should be updated and stated the intention to utilize up to $20,000 to contract with a consultant to complete the plan and conduct associated public outreach. Committee members will research public art plans from other towns to use as examples for a scope of work. • Hometown Arts proposals [ACTION ITEM]: Cynthia Dittmer, MDHS Art Teacher, submitted a proposal and funding request for two projects: 1. Railroad Ave Murals — replacement of three mural panels on the Railroad Ave. retaining wall that are degrading with three student mural panels. Karla moved, Craig seconded a motion to allocate up to $300 for supplies and materials for this project. 2. Bus shelter vinyl — Replacement of vinyl images in the public bus stops with student work created in partnership with middle school art teacher Jared Hopkins. Susan moved, Karla seconded a motion to allocate up to $2500 for supplies and materials for this project. • Maintenance and inventory of collection: Committee members continue to review the condition of works within the public art collection. Members provided staff with photos and report forms for the works reviewed to date. Staff will collect the data then work with Parks and Recreation staff to do maintenance needed prior to winter and plan for more extensive maintenance to be done in spring 2020. FUNDING • Budget overview: Staff provided an overview of FY20 available funds. This includes $60,000 for public artwork downtown, $2,598 in a public art maintenance fund, $20,000 for public art planning, $300 for mural panel replacement (see above), and $2,500 for the bus stop vinyl project (see above). $14,200 remains unallocated to date.
