MEETING: Planning Commission Regular Meeting

PRESENT
Commission: Commissioners: Vice Chair Katie Soles, Bob Gnuse, Margaret Bowles,
Parnell Quinn, Philip Vandernail, and Sam Brewer
Staff: Town Planner, Catherine Trotter; Town Clerk, Antoinette McVeigh; Town
Manager, Jeff Durbin; Special Council, Gerald Dahl
Vice Chair Soles called the meeting to order at 6:30 p.m.
1. Roll Call: Vice Chair Katie Soles, Bob Gnuse, Margaret Bowles, Parnell Quinn, Philip
Vandernail, and Sam Brewer
2. Approval Of Agenda:
Commissioner Quinn moved, and Commissioner Vandernail seconded the motion to
approve the agenda. Motion carried: 6-0.
3. Consent Agenda:
a. Minutes July 10, 2019
b. Minutes August 7, 2019
Commissioner Vandernail moved, and Commissioner Quinn seconded the motion to
approve the consent agenda. Motion carried: 6-0.
4. Public Hearing and Possible Action
a. Ordinance 473 Amending Chapter 19 Concerning Signs and Making Conforming
Amendments
Commissioner Bowles moved, and Commissioner Brewer seconded the motion to open
the public hearing regarding Ordinance 473 Amending Chapter 19 Concerning Signs
and Making Conforming Amendments. Motion carried: 6-0.
Special Council Gerald Dahl presented to the Planning Commission. Proof of publication
was provided in the packet. No public comment was taken.
Commissioner Quinn moved and by Commissioner Bowles seconded to recommend
approval of Ordinance 473: Amending Chapter 19, Article 6 of the Fraser Municipal
Concerning Signs and Making Conforming Amendments in Connection Therewith, in
the form presented to the Planning Commission during the meeting of August 28, 2019,
including the sign code changes noted in the memorandum to the Commission from
Gerald Dahl and Town Staff dated August 28, 2019, and further including: (1) an entry
for treatment for mixed use properties in Table 6.2, (2) the addition in Table 6.1 of a new

line to address decorative painting on commercial buildings in non-residential zoning
districts, along with a definition thereof, and (3) a reference to permitting treated, primed
and painted plywood in nonresidential zoned districts when made a part of a decorative
panel. Motion carried 6-0.
5. Discussion and Possible Action Regarding
a. Hilly's Hooker Service Permit#019
Commissioner Gnuse moved, and Commissioner Bowles seconded the motion to allow
up to one year to comply with the original permit and the number of vehicles allowed.
Chris Hillison must report back every three months on the progress. If no progress is
being made then the permit may be revoked and the site can be repurposed. Motion
carried: 6-0.
6. Adjourn:
Commissioner Gnuse moved, and Commissioner Bowles seconded the motion to
adjourn. Motion carried: 6-0. Meeting adjourned at 8:35 p.m. •
