CALL TO ORDER
The Regular Council Meeting of June 21, 2004, was convened at 6:00 P.M. by Mayor John
Landwehr.
Prayer was offered by Councilman Brian Crane, followed by the Pledge of Allegiance.

The following Council Members were present for the roll call:

A quorum was declared present.
Mayor John Landwehr announced that members of Girl Scout Troop 107 are operating the
JCTV cameras for tonight's meeting and thanked them for their help.
PUBLIC HEARINGS
Public Hearing (a)
Rezoning 0.58 Acres Located at 711 Swifts Highway from C -2 (General Commercial) to N -O
(Neighborhood Office). City Planner Janice McMillan gave a report on behalf of staff
detailing the background of the request for the rezoning. Following her presentation, the
no one present requested to speak in favor of, or in opposition to, the proposed rezoning:

ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS
Mayor John Landwehr announced the upcoming Fourth of July events and encouraged
citizens to participate in as many of the events as possible.
Councilman Bill Patterson announced that JCTV is celebrating its fifteenth anniversary with
an open house on June 23, and urged citizens to attend.
Councilman Edith Vogel reminded citizens that the Renaissance Festival sponsored by the
Missouri River Regional Library on June 26 has been moved this year to Binder Park
instead of the Capitol grounds, and urged citizens to attend this free event.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Mayor John Landwehr asked Fire Chief Robert Rennick to give a brief follow -up report on
the recent Fire Training School which was held in Jefferson City. Following Chief Rennick's
report, Mayor Landwehr thanked him and his staff for their hard work in making this annual
event a success.
Mayor John Landwehr read a proclamation honoring Amateur Radio Operators, and asked
two amateur radio operators who were present at the meeting to come forward and accept
the proclamation. Mr. Rich Glassner and Mr. Tom Hammond accepted the proclamation,
then at the Mayor's request, shared briefly information about amateur radio operators.
Councilman Kevin Brown, who is an amateur radio operator, also shared some information,
including inviting the public to attend the organization's field day exercises which will be
held near the Cole County Fairgrounds on from 1:00 P.M. on Saturday, June 26 to 1:00
P.M. on Sunday, June 27.
Mr. Richard Turner, Transit Division Director, gave a report at the invitation of the Council
to explain how the city buses serve the city. His report included information about the

number of trips, the amount of revenues, and the services provided to disabled clients.
Following his presentation, questions were asked regarding the possibility of extending
some of the hours of operation. Mr. Turner replied it could be accomplished with increased
funding, and suggested if the Council wished to increase the services, it might be a topic
of discussion in their upcoming budget meetings.

SCHEDULED REPORTS
July 19 - Report on Council rules (Councilmen Crane & Brown). Mayor John Landwehr
announced that the Rules Committee will be meeting June 22 at 6:30 P.M..
August 16 - Reports on City bidding procedures and policies (Councilman Martin)
NEW BUSINESS
Mayor John Landwehr announced that the citizens' committee which meets arriving Amtrak
trains needs more volunteers to cover shortages during the summer vacation season. He
indicated itwould only involve about an hour per month, and encouraged anyone interested
in helping out to call City Hall at 634 -6304.
Councilman Kenneth Ferguson stated he had received some calls from constituents about
the E. McCarty Street improvements project, and asked for an update on the project. City
Administrator Rich Mays stated he would get that information to the Council at their June
24 Public Works & Planning Committee meeting, and stated that residents who have
questions about this project can call him at 634 -6306.
Councilman Kevin Brown commended the local law enforcement agencies for their recent
activities directed toward getting drug dealers off the streets.

Closed Session Minutes of June 7, 2004: A motion was made by Councilman Michael Berry
for approval, seconded by Councilman Kenneth Ferguson and approved unanimously.

There being no further business to come before the Council at this time, a motion to adjourn
was made by Councilman Kevin Brown, seconded by Councilman Kenneth Ferguson, and
approved unanimously at 7:05 P.M..
