HomeMy Public PortalAbout12 - Consolidated Department Report December MEMORANDUM TO: City Council FROM: Nate Coyle DATE: 01/12/2017 RE: CITY MANAGER DEPARTMENT REPORT— DECEMBER ____________________________________________________________________________________ Council Members, Please find my highlights from the month of November below: 1.Streets LOT The City Council provided a selected street alternative for the Commerce Street project. Public Works and Horrocks Engineering is now working to complete the design for this work, which will be provided to the Council and public for review upon completion. Staff and Horrocks Engineering held a public open house on 4 January to discuss the Downtown Core streets work to be completed over the next few years. The turnout was good with representatives from businesses and the general public alike. Feedback on proposed construction timeline options was provided along with general comments/concerns related to impacts to parking availability, snow removal on sidewalks in the downtown core, and level of streetscape improvements to be completed with the road work. Staff will keep the Council informed as we move forward with this communication process. 2. 5-Year Capital Plan Updates Updated 5-Year CIPs are due for submission from Department Heads by 31 January. After this deadline, staff will work to compile submissions and to establish a committee for reviewing priorities to provide a recommendation to the City Manager and Council. I am eager to see the results of this effort from our individual departments. 3. Campus Facility Planning Staff continues to compile data regarding campus facility needs from department heads to enable provision of a facility plan for the campus. I anticipate in the capital process that I will be able to quantify the level of short-term investment needed in the Annex among long term capital needs for the campus. 4.Sewer Rate Study FCS has stated that it will have a draft rate analysis completed for review by 6 January. Staff will be working with FCS to review the data and report back to the Council. CONSOLIDATED DEPARTMENT REPORTS January 12, 2017 1 of 17 5. Sewer Planning Discussions The next JWAG meeting will be on 11 January at 1:30 PM and will focus on timeline, tasks, and rates. 6. Sewer Lagoon Holding Pond Property Owner Concerns As previously mentioned, a number of property owners adjacent to the sewer holding pond have voiced concern regarding odors spawning from the holding pond, primarily as it is emptied at the end of each irrigating season. A meeting has been tentatively scheduled with property owners to discuss this concern at 6 PM on 17 January within the Idaho First Bank facility. Staff members to be present currently include myself, Public Works staff, engineering consultants, and staff/engineers from PLRWSD. A report will be provided to the Council following this discussion. 7. Curbside Recycling Discussion Michelle Groenevelt and I have recently met with Josh Brown from Waste Connections to discuss the draft curbside recycling proposal which had been provided by Lakeshore Disposal. Josh has been working with senior leadership from Waste Connections and has asked for an extension to vet the proposal and to perhaps refine the information within the proposal before presentation to the Council. It is now expected that this proposal will be presented to the Council during the 26 January meeting. 8.Residential Yard Waste Burning Update Chief Billmire will join the Council at the 12 January meeting to discuss the permitting process for residential yard waste burning. 9. July 4th Way Forward City staff has scheduled a meeting with agency partners on 9 January to review last year’s July 4th events to determine what worked well and what did not work well with the planning and execution of the event in McCall. Once this meeting is completed, a compiled list of feedback for improvements will be shared with the Council. I will then also hold a meeting with business owners who requested an audience during the survey process to share the information we have gathered and to better understand how we can mitigate their concerns related to the event. 10.Golf Pro Contract Discussions and Timeline I have finalized a draft agreement based on initial feedback from the Council. I am now working with Allan, staff, and Bill Nichols to get this agreement in final draft form for consideration by the Council. Given the pending separation of the restaurant and Pro responsibilities in the draft agreement, staff will provide a presentation to Council to initiate a process for seeking interest in the operation of the restaurant under the new contract at the 12 January meeting. 11. Annual Council Retreat Meeting I have developed a rough draft agenda for the Annual Retreat with the City Council. The tentative location is the Golf Course Clubhouse facility (same as last year) and agenda items tentatively include: 1.City Council Meetings (regular meeting days, duration/frequency, and Council Road Shows). 2. CONSOLIDATED DEPARTMENT REPORTS January 12, 2017 2 of 17 Department Project Comments Status Airport AIP -21 Land Acquisition Trial date is set for Dec 4, 2017. The judge may require a mediation attempt prior to trial. FAA AIP grant procedures allow for reasonable mediated purchase price if mediation required and successful. Ongoing Airport Hangar Lease Rate Analysis Discussions scheduled for December were not conducted due to quorum and scheduling issues. Rescheduling for earliest available opportunity recognizing higher City priorities. Ongoing Airport AIP -22 Snow Removal Equipment State Grant Agreement received. State to contribute $18,754 to project reducing city share to $25,879. Estimated delivery date of equipment in April 17. Ongoing Airport AIP -23 Ramp Rehabilitation Received FAA approval of fee estimate for T-O professional services. Professional services contract on Jan 12 agenda. Ongoing Airport Agency Agreement Adjustments to be added involving operational revenue reporting for landing fees and overnight jet parking. Ongoing Community Development Building See attached chart for building permit status and comparison to previous years. Updated Community Development Building Attended BSPSI (Building Safety Professionals of Southern Idaho) Annual Meeting New Community Development Geographic Information Systems (GIS) McCall area winter trails and parks guide map finalized with the Parks and Rec Dept., printed and distributed. Great response from local businesses very appreciative and enthusiastic. Submitted our basemap data to the Community Maps Program. Allows users to utilize our data and provide more accurate information about our community. Updating our utility data for enhanced network analysis. Updated Community Development Grants See attached Grant Status Report for updates. Developing grant applications for new dock at Legacy Park, public art, Library and Recreation programs. Researching grants for library expansion project. Submitted grant for training for Historic Preservation Commission. Continuing grant closeouts and reimbursement requests. Updated Community Development McCall In Motion Met with Code Writer to identify code challenges, introduce the community and discuss process for the update. The Vision In Motion magazine was printed and 100 issues were distributed throughout McCall. Other magazines are in progress (Big Opportunities and Snapshots). Updated CONSOLIDATED DEPARTMENT REPORTS January 12, 2017 3 of 17 CITY OF MCCALL MONTHLY CONSOLIDATED DEPARTMENT REPORT Department Project Comments Status Community Development Planning & Zoning Commission The January 3 meeting agenda includes 1 CUP for a large short term rental, 1 Design Review, 1 Shoreline, 1 Record of Survey, and one voluntary annexation applications. So far this calendar year, land use applications are up more than 31% over last year (see enclosed graph). County Commissioners approved change to formula restaurant definition on Dec. 12 Updated Community Development Pathways Wayfinding poles for signage for the bike and pedestrian routes installed and signs will be installed in spring after snow melts. Updated Community Development Public Art The Public Art Advisory Committee met Dec. 8 and recommended approval of public art vinyl wraps on dumpsters to City Council. Council will consider this once new leadership at Lakeshore Disposal re-confirms that this is permissible. Updated Community Development Payette River Scenic Byway (PRSB) This committee is on hold until spring. Updated Community Development McCall Improvement Committee The McCall Improvement Committee did not meet in December. Updated Community Development McCall Redevelopment Agency (MRA) Next meeting is January 17, 2017. Updated Community Development Housing Contract development for Housing Strategy approved at December 15 Council meeting. Updated Community Development Transit Center Working on lease agreement with TVT scheduled for the December 15 Council meeting. Updated Community Development Recycling Met with Lake Shore to discuss status of recycling center and a potential curbside recycling program, staff is working to get information together for the Council review on a curbside program. Updated Community Development Centennial Committee No change. No change. Community Development Historic Pres. Commission The HPC did not meet this month, but continue to work on DVD project. Research is being done on the history of aviation as well as other early developments. Rotary Park interpretive sign project is progressing well. Updated Community Development Outreach Vision magazine distributed. Visited local businesses. Updated Golf Staffing At the end of the month of December, there were 3 full time staff persons working. This will allow for some time off and still have three bodies for snow removal. Golf Greens Greens are doing well. No frost in the ground and 24 inches of snow cover. Update Golf Equipment Randy spent the month grinding greens reels and servicing those mowers. Update Golf Club House Working on keeping the steps and deck clear at the club house. Update Golf Irrigation The irrigation well treatment was successful and volume has increased. Update Golf Vacation Everyone is trying to take some time off. Update Golf Cart Paths/Dog Stations Staff has been busy blowing cart paths and clearing the parking lot and shop areas. We have been weighing the dog poop removed from the dog trash cans. At the end of the month, there was 202 pounds that people had picked up and deposited. There are still a lot of people that won’t pick up after their dogs. New Information Systems Work focus and projects New-staff requirements for network infrastructure and computer hardware are being met. Virtual desktops (VDI or “thin client”) hardware and software are being deployed to the Library after significant technical challenges. Objectives are cost savings in desktop hardware and less labor intensive management of public access computing by Library and IT staff. CIP 2017 documentation is underway. City core values collaboration is underway. Personnel evaluations are underway. Project scoping has begun for cloud-based data sharing, email and office software services (i.e., Sharepoint). Consulting with staff and other authorities for security concerns and records manageability. Professional development course work for InfoSys staff has been completed, with focus on IT risk management, and effective administration of the City’s vendor- specific datacenter infrastructure. Surplus auction computer and network equipment has been securely prepared and submitted for online sale. Broader campus Updated CONSOLIDATED DEPARTMENT REPORTS January 12, 2017 5 of 17 CITY OF MCCALL MONTHLY CONSOLIDATED DEPARTMENT REPORT Department Project Comments Status planning integration and much advance coordination must occur. Near to midterm repairs (roofing, doors, windows, HVAC, insulation, plumbing) are clearly needed to continue safely and efficiently using the Annex for staff offices and IT fiber hub infrastructure over the next 5 years, if indeed that’s a realistic remaining lifespan. A challenge is facilities planning efforts across departments and funds, where IT coordination must occur early in the process. Planned and opportunistic capital and non-capital projects to modernize data infrastructure across City facilities will continue. Some facility networks have obsolete data and cabling nearly 20 years old. Tie-in to facilities planning and rehabilitation. Planning of community-wide data infrastructure opportunities continues in several contexts: First, as discrete CIP projects with finite operational objectives for City government, and, second, as part of comprehensive community and regional economic development planning efforts. Makes for a crowded but fun atmosphere for families. Ongoing Library Story Time Every Thursday 10:30-11:30 a.m. Reading and art activities aid childhood development. Ages 3-5 with adult. Ongoing Library Tech Tuesday/Board Games Future entrepreneurs and designers in action! Children are running from the school bus into the library! Tech Tuesday is in need of a volunteer adult to help keep children pleasantly occupied while they wait for the 3D printer. Tuesdays, 3:30-5:30 PM. Complete Library Building Expansion Preliminary schedule to demonstrate clear milestones for this project is attached. Final feasibility study report from Humphries Poli consultants complete. RFQ issued by the Expansion Committee to seek a fundraising coordinator; hope to fill in January. Ongoing Library Hour of Code Self-guided computer coding program hosted by Casey on the library computers draws kids and adults interested in learning how to code. Great intro to computer science! This program went all week and all computers were full, often with waiting list. 27 folks attended. Complete Library Santa Story Time Over 100 people crammed the library main room for a chance to hear Christmas stories with Santa himself Dec 22nd. Complete Library Cram the Van Library is happy to partner with this program to get gifts to families in need. The van was in our parking lot Dec 8th. Complete Library Homespun Decoration Making Drop-in family time at the library is becoming extremely popular. This was an open house time to make homespun rustic decorations for the holidays. Complete Library Travelogues Thailand and Burma with Dennis Marguet was a great adventure for 30 attendees. Complete Library Film Society No movie showing in December; films will continue in January, at the Alpine Playhouse. Complete Library Hospital Auxiliary Grant Books for babies accepted; check received Jan 9th.New Library ESL classes One of our most successful ESL series to date: energy and numbers are high, students are learning a lot. Child care is provided by volunteer Maggie Crawford, and the class is taught by experienced volunteer teacher Laura Bechdel. Please help spread the word to employers in the area, and thank our volunteers. Ongoing Library Makerspace and Adult Board Gaming Hands-on, informal creative commons includes things like basic sewing, bead crafts, destruction activities and 3D printing on the last Friday of each month. This month was designing mini wind turbines and 12 kids really got into making their designs efficient. Next month is creating “Survival Bracelets”. Ongoing Library Grants for Digitizing Local History Records Scanning continues slowly with volunteers. The Idaho Heritage Trust grant was not received to leverage the 50% matching already granted by the LOT commission to temporarily hire someone to complete the first scanning stage of this large project. Now applying for Idaho Humanities Council Mini-grant for the same purpose. Ongoing Police Personnel Officer Butler is progressing thru the McCall Police Department’s Field Training program. Once he has completed the program he will begin working a routine patrol shift. Ongoing CONSOLIDATED DEPARTMENT REPORTS January 12, 2017 7 of 17 CITY OF MCCALL MONTHLY CONSOLIDATED DEPARTMENT REPORT Police Personnel Officer Kimmel has completed the McCall Police Department’s Field Training program, he is working a routine patrol shift. Complete Police Training No Training was scheduled for December. Complete Police Training Sgt. Dallas Palmer is scheduled to attend the FBI LEEDA Leadership Academy in Spokane, Washington, January 9-13, 2017. Ongoing Police Community Service Police Staff has begun preparing for Winter Carnival. Staff is working with agencies for preparation on the Torchlight Parade, January 27, 2017 and for the Mardi Gras Parade, January 28, 2017. The McCall Police Department will continue to accept expired, unwanted or unused over the counter and prescription medication during normal business hours, Monday - Friday 8:00am – 5:00pm. McCall Officers are continuing to work with the National Highway Safety Board, Idaho Transportation Department and Idaho State Police on emphasis patrols for Seat Belt Usage, Aggressive Driving, and DUI awareness. In return McCall Police Department receives Grant Money for needed equipment. The police department is using the money to upgrade video and radar systems in the patrol cars. Ongoing Recreation Online Registration Working with current provider to update all upcoming program offerings and learning new additional features to the site. Emergency repairs had to be made on #1/1998 Grader which put it out of service for three days, and the rear-end in #7/1994 Kenworth Dump truck went out. The dump truck had to be transported to Boise for the repairs. New PW Sewer Collection/ Treatment Utility Rate Study City staff provided final financial and asset information to FCS Group. First rate review meeting scheduled for early January. Ongoing/ Updated PW Sewer Collection/ Treatment JWAG Meeting on 12/14 continued discussion on revisions to annexation agreement, update from bond counsel, and public information regarding reuse. Staff presented to Council on 12/30 summary of cost impact to general and water funds of removing Sewer Department from the City’s budget. Ongoing/ Updated PW Sewer Collection Lift Station 9A Spill Multiple power outages on the evening of 12/9/16 resulted in a minor collection system overflow near Deinhard Bridge. Inspection concluded that electrical surges damaged the control and alarm systems at LS- 9A. Repairs were made and all regulatory agencies notified. New/Co mpleted PW Sewer Collection Emergency Call-Outs Duty phone employee’s responded to 5 emergency call outs for the month. Ongoing PW Water Distribution Edgewater Circle Water Main Final completion walk-thru completed on 11/29/16. Project will be re-inspected in Spring 2017 to confirm no street settling has occurred.
