Council Members,
Please find my highlights from the month of November below:
1.Streets LOT
The City Council provided a selected street alternative for the Commerce Street project. Public Works
and Horrocks Engineering is now working to complete the design for this work, which will be provided
to the Council and public for review upon completion.
Staff and Horrocks Engineering held a public open house on 4 January to discuss the Downtown Core
streets work to be completed over the next few years. The turnout was good with representatives from
businesses and the general public alike. Feedback on proposed construction timeline options was
provided along with general comments/concerns related to impacts to parking availability, snow
removal on sidewalks in the downtown core, and level of streetscape improvements to be completed
with the road work. Staff will keep the Council informed as we move forward with this communication
process.
2. 5-Year Capital Plan Updates
Updated 5-Year CIPs are due for submission from Department Heads by 31 January. After this
deadline, staff will work to compile submissions and to establish a committee for reviewing priorities to
provide a recommendation to the City Manager and Council. I am eager to see the results of this effort
from our individual departments.
3. Campus Facility Planning
Staff continues to compile data regarding campus facility needs from department heads to enable
provision of a facility plan for the campus. I anticipate in the capital process that I will be able to
quantify the level of short-term investment needed in the Annex among long term capital needs for the
campus.
4.Sewer Rate Study
FCS has stated that it will have a draft rate analysis completed for review by 6 January. Staff will be
working with FCS to review the data and report back to the Council.

5. Sewer Planning Discussions
The next JWAG meeting will be on 11 January at 1:30 PM and will focus on timeline, tasks, and rates.
6. Sewer Lagoon Holding Pond Property Owner Concerns
As previously mentioned, a number of property owners adjacent to the sewer holding pond have voiced
concern regarding odors spawning from the holding pond, primarily as it is emptied at the end of each
irrigating season. A meeting has been tentatively scheduled with property owners to discuss this
concern at 6 PM on 17 January within the Idaho First Bank facility. Staff members to be present
currently include myself, Public Works staff, engineering consultants, and staff/engineers from
PLRWSD. A report will be provided to the Council following this discussion.
7. Curbside Recycling Discussion
Michelle Groenevelt and I have recently met with Josh Brown from Waste Connections to discuss the
draft curbside recycling proposal which had been provided by Lakeshore Disposal. Josh has been
working with senior leadership from Waste Connections and has asked for an extension to vet the
proposal and to perhaps refine the information within the proposal before presentation to the Council.
It is now expected that this proposal will be presented to the Council during the 26 January meeting.
8.Residential Yard Waste Burning Update
Chief Billmire will join the Council at the 12 January meeting to discuss the permitting process for
residential yard waste burning.
9. July 4th Way Forward
City staff has scheduled a meeting with agency partners on 9 January to review last year’s July 4th
events to determine what worked well and what did not work well with the planning and execution of
the event in McCall. Once this meeting is completed, a compiled list of feedback for improvements will
be shared with the Council. I will then also hold a meeting with business owners who requested an
audience during the survey process to share the information we have gathered and to better understand
how we can mitigate their concerns related to the event.
10.Golf Pro Contract Discussions and Timeline
I have finalized a draft agreement based on initial feedback from the Council. I am now working with
Allan, staff, and Bill Nichols to get this agreement in final draft form for consideration by the Council.
Given the pending separation of the restaurant and Pro responsibilities in the draft agreement, staff will
provide a presentation to Council to initiate a process for seeking interest in the operation of the
restaurant under the new contract at the 12 January meeting.
11. Annual Council Retreat Meeting
I have developed a rough draft agenda for the Annual Retreat with the City Council. The tentative
location is the Golf Course Clubhouse facility (same as last year) and agenda items tentatively include:
1.City Council Meetings (regular meeting days, duration/frequency, and Council Road Shows).

picked up and deposited. There are still a lot of people
that won’t pick up after their dogs.

Virtual desktops (VDI or “thin client”) hardware and
software are being deployed to the Library after

must occur. Near to midterm repairs (roofing, doors,
windows, HVAC, insulation, plumbing) are clearly
needed to continue safely and efficiently using the
Annex for staff offices and IT fiber hub infrastructure
over the next 5 years, if indeed that’s a realistic
remaining lifespan.
A challenge is facilities planning efforts across
departments and funds, where IT coordination must
occur early in the process. Planned and opportunistic
capital and non-capital projects to modernize data
infrastructure across City facilities will continue. Some
facility networks have obsolete data and cabling nearly
20 years old. Tie-in to facilities planning and
rehabilitation.
Planning of community-wide data infrastructure
opportunities continues in several contexts: First, as
discrete CIP projects with finite operational objectives
for City government, and, second, as part of
comprehensive community and regional economic
development planning efforts.

Library Hour of Code Self-guided computer coding program hosted by Casey
on the library computers draws kids and adults interested
in learning how to code. Great intro to computer science!
This program went all week and all computers were full,
often with waiting list. 27 folks attended.

chance to hear Christmas stories with Santa himself Dec

Hands-on, informal creative commons includes things
like basic sewing, bead crafts, destruction activities and
3D printing on the last Friday of each month. This month
was designing mini wind turbines and 12 kids really got

Scanning continues slowly with volunteers. The Idaho
Heritage Trust grant was not received to leverage the
50% matching already granted by the LOT commission
to temporarily hire someone to complete the first

purpose.

Department’s Field Training program, he is working a
routine patrol shift.

The McCall Police Department will continue to accept

prescription medication during normal business hours,
Monday - Friday 8:00am – 5:00pm.
McCall Officers are continuing to work with the
National Highway Safety Board, Idaho Transportation
Department and Idaho State Police on emphasis patrols
for Seat Belt Usage, Aggressive Driving, and DUI
awareness. In return McCall Police Department receives
Grant Money for needed equipment. The police
department is using the money to upgrade video and
radar systems in the patrol cars.

Morocco Sahara Odyssey
January 19th at 7:00pm
Peter and Norma Walker will present their video trave-
logue of the trip they took to Morocco.
Makerspace
January 20th 3:30-5:30pm
Learn how to weave 10 feet of survival grade paracord into
a stylish and practical bracelet. We will also discuss all
their inherent backcountry survival/zombie apocalypse
uses! All materials will be provided, while supplies last.
Let’s Talk About It

McCall Public Library and McCall Arts and Humanities
present this year’s “Let’s Talk About It”. The year’s theme
is Pulitzer Prize winners. This month’s discussion of All
the Light We Cannot See by Anthony Doerr will be pre-
sented and led by Idaho Scholar: Wendy Green. Books pro-
vided with registration, no library card required.
