Streets LOT The City Council provided a selected street alternative for the Commerce Street project. Public Works and Horrocks Engineering will now press forward with designing this street section on the schedule provided to the Council at our last meeting. Updates will be provided to the City Council when available. Staff is meeting internally to discuss the communications plan for engaging the public with regard to the downtown core feasibility project. An update will be provided to the Council following this discussion to clearly identify the communication strategy for this engagement effort. 2. 5-Year Capital Plan Updates Our staff members are in the process of updating their respective 5-year capital improvement plans (CIPs) for use in the CIP process. Once the submissions are received, staff will work to prioritize projects to provide City Council with a draft CIP in early Spring, prior to the FY18 budget process. 3. Campus Facility Planning City staff met on 22 November to outline roles for determining city campus facility needs following identification of a preferred library layout from the City Council. I do not yet have a timeline for completion of this process as it may be a mixture of work between staff and consultants to ensure that the long-range vision for the campus is well vetted. As we consider a reasonable timeline for this work and future work toward funding of facility needs, I have asked our staff to also assist me with identification of the appropriate investment in facility space for staff on the city campus within a short or near term strategy. An update will be provided to the Council when available. Sewer Rate Study Staff has provided max support to FCS to move this process forward. Staff understands that we are very close to receiving information from FCS for review. 5. Sewer Planning Discussions I will continue to provide presentations to the Council through the next two months outlining components of the Annexation Agreement for consideration of the Council. As feedback is received from discussion of these components, I will provide feedback and request further discussion of specific components at the JWAG. 6. Sewer Lagoon Holding Pond Property Owner Concerns I have held discussion with staff on this issue and will be looking to schedule a meeting in January with property owners adjacent to the holding pond. I will share more information when it becomes available. 7. Curbside Recycling Discussion Now that the busy summer season for Lakeshore Disposal is subsiding, Michelle and I have continued our discussion with Paul Dionne about a curbside recycling program proposal in McCall. Paul has provided preliminary information to staff for review, and we are tentatively planning to present information to the Council during the 15 December Council meeting to gauge interest in moving forward in discussions on this matter. 8. Residential Yard Waste Burning Update A comment was received during an EAC presentation at the last Council meeting regarding a requirement to have an ordinance allowing for burning of residential yard waste within the city. I have connected with Chief Billmire from the McCall Fire Department and will be meeting to discuss this within the next week. 9. July 4th Survey Data and Way Forward City staff is working to schedule a meeting with agency partners, in similar fashion to what had been done last year, to begin discussions on this matter for the upcoming year. Following this meeting, the City Manager will schedule a meeting with business owners, as promised during the 4th of July survey which was recently released. Updates from these meetings will be provided to the City Council when available. 10. Golf Pro Contract Discussions and Timeline I am coordinating a draft agreement with Bill Nichols following receipt of initial direction from the City Council in October. My hope is to bring back a draft agreement which is near completion for review and discussion of the Council in December. 11. Prosecutor Contract Selection As a reminder, Jay Kiiha, the City’s contracted prosecutor, requested expiration of his existing contract term on 1 January, 2017. City staff released an RFP for prosecutor services in October. CONSOLIDATED DEPARTMENT REPORTS December 1, 2016 Page 2 of 20 Page 3 of 3  City Manager Department Report – November   The RFP closed in early November and two submittals were received by the City. Staff will be interviewing the two candidates in the upcoming weeks. My hope is to have a selection immediately following interviews with presentation of a recommended/negotiated contract to City Council on 15 December to meet the 1 January deadline for expiration of the agreement with Jay Kiiha. Staff members sitting on the recommendation committee include myself, Michelle Groenevelt, Justin Williams, and BessieJo Wagner. Jay Kiiha has provided initial support with review of the candidates as well. I will be emailing the Council to invite a Council member to join us on the interview committee as well. 12. AIC Legislative Committee – 1 December, 2016 On 1 December, AIC will convene its Legislative Committee with elected and city officials. I will be attending this meeting as a city official and, since Mayor Aymon will be out of the area, will provide an update to the Council of discussion at the meeting following attendance. This meeting is on the same day as the 1 December Council meeting and it is my intent to attend the meeting and return to McCall for the City Council meeting in the evening. Ongoing Airport Hangar Lease Rate Analysis First discussion scheduled for December, 1 Council meeting. Ongoing Airport AIP-22 Snow Removal Equipment No change. Estimated delivery date in April 17. Ongoing Airport AIP-23 Ramp Rehabilitation Received independent fee estimate (IFE) November 21 for engineering/construction management of project as required by FAA. Comparing estimates to ensure proposed fees are complete and reasonable. Ongoing Airport Agency Agreement Finalizing draft Agency Agreement for McCall Aviation to collect airport fees. Ongoing Airport Seasonal Snow Plow Operator Hired Mark Bunker to be our seasonal snow plow operator. Mark is a retired Valley County employee with extensive snow removal experience. Complete Airport Capitol Christmas Tree Enjoyed the opportunity to work with the USFS to briefly host the tree as it was prepared for transport to the Capitol. Thank you to Mayor Aymon, Jean-Claude, Janet Scherer, the Bisom boys, and Erin Greaves for invaluable assistance to the airport staff in decorating the Rolba for the parade. Complete Community Development Building See attached chart for building permit status and comparison to previous years. Updated Community Development Building TVT Building - Produced an existing floor plan to include with TVT’s RFP for Architectural Services. Updated Community Development Geographic Information Systems (GIS) Working with the Parks Dept. on their irrigation lines mapping critical infrastructure. Met with the Forest Service and CIMBA to get their feedback on the McCall Area Recreation map both are in favor of the map and are reviewing the map. Completed Parking counts and turn counts for the Transportation Master plan. Attended the FEMA hazard meeting to create custom maps for residents with property in newly identified flood plains. Developing grant application for new dock at Rotary Park. Researching grants for library expansion project. Continuing grant closeouts and reimbursement requests. Participated in interview panel for Cascade grant writer position. Updated Community Development McCall In Motion Additional scope for development code update and housing strategy was developed. The amendment to the Logan Simpson contract with this scope of work will be on the December 15 City Council meeting. The Vision In Motion magazine is completed and going to print. Other magazines are in progress (Big Opportunities and Snapshots). Updated Community Development Planning & Zoning Commission The December 6 meeting agenda includes 2 Design Review, 1 Scenic Route, and 5 Record of Survey applications. So far this calendar year, land use applications are up more than 28% over last year (see enclosed graph). Two P&Z City representative seats or open for appointment– six letters of interest have been received to fill the two positions and will be presented to Council for appointment on December 15 Updated Community Development Economic Development Working on department name change tasks and job descriptions. Regular meetings with ED Professional Andrew Mentzer. Updated Community Development Pathways Wayfinding poles for signage for the bike and pedestrian routes installed and signs will be installed in spring after snow melts. Updated Community Development Public Art The Public Art Advisory Committee met on Nov. 10 and identified two new members to recommend for appointment by City Council. The Committee will meet again on Dec. 8. Updated Community Development Payette River Scenic Byway (PRSB) The Valley County Economic Development Committee has signed an MOU with the byway to accept the byway as a project of the VCEDC and under the VCEDC fiscal umbrella. No change Community Development McCall Improvement Committee The McCall Improvement Committee met on November 10 but meeting was canceled due to lack of quorum. Updated Community Development Recycling After meeting with Lake Shore to discuss status of recycling center and a potential curbside recycling program, staff is working to get information together for the Council review on a curbside program. Updated Community Development Centennial Committee No progress. No change. Community Development Historic Pres. Commission Annual reports for 2015 & 2016 were presented to City Council on 11/17. The HPC met 11/21/16 to continue working on the McCall History DVD. Updated Community Development Outreach The Lardo Bridge won a Grow Smart Award from Idaho Smart Growth on November 17 Updated Golf Staffing At the end of the month of November there were 3 of us working full time. All but one of our seasonal staff were done the week of Thanksgiving. We kept 1 seasonal working part time to help us with snow removal and doing some finish work on the windows and doors in the club house. This will allow for us to use some time off and still have enough bodies for snow removal. Update Golf Greens We sprayed all greens with a snow mold application the first of the month. We also installed Enkamat covers on 4 & 8 Aspen, 2, 3, 6 Birch and 4, 5, 6 Cedar. These are the greens that we usually have the most problem with ice on. We also install one of the Cascade covers on 6 Aspen as it is a weak green to help it out. Update Golf Equipment We finished steam cleaning all of our equipment and put it away for winter. All of our steam cleaning was done through the recycle wash station. Update CONSOLIDATED DEPARTMENT REPORTS December 1, 2016 Page 6 of 20 Department Project Comments Status Golf Vole Damage We got our entire Vole repellant applied but didn’t have enough to do two applications on all of the areas that we wanted to protect. So we have some areas with only one application and others with two. We will have a good test and know how much to order next year. Update Golf Club House The Club House will not be open this winter although Allan says that he will be around some and have the coffee on. We plan to do some finish work on the new doors and windows while the building is closed. Update Golf Irrigation The irrigation well on Cedar has been losing volume and we had Dale’s Pump come and look at it. They said that we have an Iron build up on the well screens and it will need to be treated to remove the Iron. Update Golf Tree Plantings We planted more trees this month but have been fighting a buck that is determined to dig them up. Many have had to be replanted. We also planted 27 large aspens on the end of the driving range to replace ones that had died. Update Golf Chipper We spent more time cutting up and chipping dead trees on the golf course. Update Golf Practice Green We were able to haul fill from our compost pile to raise the area for the expansion of the practice green. It got too wet to go any further so we left it roughed in. We will let it settle over the winter then finish it in the spring. Update Golf Stumps We used a stump grinder and Public Works skid steer to grind 25 stumps that we couldn’t dig out. We also backfilled and sodded the ones that we had dug with the backhoe using sod removed from around the practice green. Ages 3-5 with adult. Ongoing Library Tech Tuesday/Boar d Games Future entrepreneurs and designers in action! Children are running from the school bus into the library! Tech Tuesday is in need of a volunteer adult to help keep children pleasantly occupied while they wait for the 3D printer. Tuesdays, 3:30-5:30 PM. Complete Library Building Expansion Final feasibility study report from Humphries Poli consultants due 11/28. In the meantime, we are identifying a preliminary schedule from start to finish to demonstrate clear milestones for this project. This strategic work includes an RFQ issued by the Expansion Committee to seek a fundraising coordinator. Nate Coyle has been working with Meg, the Board and Committee members to identify key components from the City campus perspective. Ongoing Library Board of Trustees Policy revision for FY 2017 on schedule. Ongoing Library Books & Music @ Library: Capitol Christmas Tree Over 100 people stuffed themselves in the front door to hear Miss Melody read a Christmas tree story and to sing along with PlayDate, a local band for kids. We provided maps for families to track the progress of the tree from Idaho to DC. Hot apple cider was served with a donation box. This event was so much fun to experience 2nd street as a pedestrian, community- friendly gathering place to celebrate together, with the Library as an anchor on the south end. See 3 photos. Complete Library Author Visit Award winning author Gail Chumbley read about her 2- art memoir. 13 people attended. Complete Library Travelogue Renee Silvus presented a dynamic “Sacred Journey to Delhi and Rishikesh, India” to an audience of 47. See photo. Included a short yoga exercise! Complete Library Film Society 55 people attended the film Nov. 16th at the Alpine Playhouse. Admission is free, with donations that cover the rental fee for the venue. Complete Library Idaho Family Reading Week Camp Read-a-Lot November 18th. Children and families enjoyed campfire songs, reading, and building reading blanket forts in the library. Child care is provided by volunteer Maggie Crawford, and the class is taught by experienced volunteer teacher Laura Bechdel. Please help us spread the word to employers in the area, and thank our volunteers. Ongoing Library Makerspace Hands-on, informal creative commons includes things like basic sewing, bead crafts, destruction activities, and 3D printing. Last Friday of each month. This month was designing mini wind turbines. Designer of the turbine that generates the most electricity will win a prize! Ongoing Library Grants for digitizing local history records Scanning continues with volunteers. We have applied for an Idaho Heritage Trust grant to leverage the 50% matching already granted by the LOT commission to temporarily hire someone to complete the first scanning stage of this large project. Ongoing Police Personnel Officer Butler graduated from the Idaho POST Academy November 18, 2016. Complete Police Personnel Officer Kimmel and Office Butler are progressing thru the McCall Police Department’s Field Training program before beginning routine patrol shifts. Police Community Service The McCall Police Department hosted the Annual Trunk or Treat event on October 31, 2016. Ongoing Police Grant Update McCall Officers are continuing to work with the National Highway Safety Board, Idaho Transportation Department, and Idaho State Police on emphasis patrols for Seat Belt Usage, Aggressive Driving, and DUI awareness. In return McCall Police Department receives Grant Money for needed equipment. The police department is using the money to upgrade video and radar systems in the patrol cars. Ongoing PW Admin/ Engineering Asset Management Software Training with department head will begin in December with plans of going live with staff tablets by mid January 2017 in our distribution & collection departments. Will be working with treatment staff on current asset set up and explore simplifying some areas.
