Please find my highlights from the month of December below:  1. Streets LOT  Collection of LOT revenue went into effect on 1 January. The Clerk’s office is continuing to assist  and monitor implementation of the LOT with business organizations affected by this tax.  Additionally, the City Engineer has engaged with Horrocks Engineering to begin designing street  components outlined within the LOT Streets Plan. Finally, an LOT site has been added to the  city’s website. The website contains general information about the tax (to include the  ordinance), information about the streets plan associated with the ordinance, helpful  information for businesses about compliance with the LOT, and a revenue tracker for the public  to view revenue generation from the tax. I will be providing the Council with routine updates on  revenue generation throughout the year in addition to estimates for completion of streets  projects as the design work is being completed by our engineering experts.   2. Sewer Disposal  Following presentation of land application alternatives from JUB to the Council on 18  December, I tasked our Public Works staff to work with SPF Water to develop a report of all  existing options for effluent disposal and to complete an analysis of JUB’s presentation of  alternatives for land application. The intent of this analysis is to ensure that the Council can  review all existing options before providing direction to staff to proceed with investment in a  specific disposal process. An update to the staff’s review efforts, along with an associated  timeline for completion of the report, will be provided during the 14 January Council meeting. City staff began one‐on‐one meetings with business owners on 6 January. The purpose of these  discussions is to obtain an understanding of the experience that our local businesses are  currently having with the 4th of July in McCall. These one‐on‐one events will continue  throughout the month of January. Erin Greaves is also currently scheduling public interaction  events where city staff will listen to community members’ comments about the 4th of July in  McCall. A calendar of these events will be provided to the Council during the 14 January  meeting to ensure that Council members may attend if interested in listening to comments  from the public. Finally, comment boxes will be placed at select locations no later than  Monday/11 January to allow for general comments to be submitted to the city about the 4th of  July. The public engagement process will wrap‐up at the end of January/early February, and the  comments received from community and our local businesses will be provided to the Council  for consideration along with a proposal of options for a way forward.  4. Airport Manager Selection – Jay Scherer  Our selection for Airport Manager, Jay Scherer, started work on 4 January. We will introduce  Jay at the 14 January Council meeting.  5. Capital Plan Policy Review/Development  Staff members are now working to draft a Capital Plan Policy for review by the Council. The  draft policy will be vetted by department heads prior to consideration of the Council at the end  of January or in early February.  6. Lakeshore Disposal Recycling Proposal Presentation  Following Paul Dionne’s presentation to the Council, city staff assisted by placing a link to  Lakeshore’s Curbside Recycling survey on the city’s website. An update to ongoing survey  results was emailed to the Council on December 27th and staff members are following the  results to ensure that the final survey results are provided to the Council upon completion.  During the last Council meeting, Council Member Witte requested that a review of  environmental impact vs. benefit of the recycling process be considered. City staff has engaged  with the McCall Environmental Advisory Committee to see if the group can assist with analysis  of this question.   7. City Council Retreat – January 29, 2016  The City Council Retreat is tentatively scheduled for 9 AM on 29 January at the McCall Golf  Course Restaurant. Recommended agenda items for this meeting are listed below. I would like  to receive Council direction regarding the items listed below, or any other Council‐requested  discussion items early in the month to ensure that our staff can prepare for the meeting.  CONSOLIDATED ‐ (Potential) Comprehensive Plan Kickoff with City Council  8. Annual Department Report Presentations  ‐ Direction Request  At the 28 January Council meeting, staff will begin submitting annual department reports to the  Council for review. Following a recent discussion among our department heads, I would like to  request the Council’s direction regarding disposition of these reports. During my department  report on 14 January I will ask if the Council would prefer to have each department head  present these annual department reports individually (as has been done in the past) or if the  Council would be comfortable simply reading the reports as a part of the consent agenda and  asking questions of the department heads, if applicable. The intent of this question is to ensure  that we are maximizing the benefit of the Council’s time during our meetings since these  reports consume a substantial amount of time. This direction request does not include annual  advisory committee reports which also have traditionally been done in person.  CONSOLIDATED DEPARTMENT REPORTS January 14, 2016 Page 3 of 22 CITY OF MCCALL MONTHLY CONSOLIDATED DEPARTMENT REPORT Department Project Comments Status Airport AIP-21 Land Acquisition Efforts toward land acquisition continue. An update will be provided to City Council when available. Ongoing Airport Minimum Standards and Rules/ Regulations Review Discussions of proposed revisions to the Minimum Standards and Rules/Regulations have continued with the AAC. Upon completion, a proposal for revisions will be brought to the Council. Ongoing Airport Hangar Lease Rate Analysis Appraisals for blended rate and split rate recommendations have been provided to the AAC. A recommendation is expected to be received from the AAC regarding these reports at the upcoming meeting, after which a recommendation will be carried to the Council for review/consideration. Ongoing Airport Annual Lease Billing Annual lease invoices have been billed to all hangar owners, and collection of payments is nearly complete. City staff is now contacting the remaining few members who have not yet paid their lease invoice. Ongoing Airport Airport Manager Recruitment The new Airport Manager, Jay Scherer, started work on January 4, 2016. Jay will be introduced to the Council at the 14 January Council meeting. Closed Airport Norland Snow Plow Issues The airport’s primary plow truck (Norland Plow) has experienced significant downtime and repair over the past few weeks which has degraded plowing capability on the field. The airport is working closely with the city’s mechanic to keep the equipment operational until the FAA provides a grant for snow removal equipment purchase which is expected in this fiscal year. Closed Community Development Building See attached chart for building permit status and comparison to previous years. Updated Community Development Building Attended the Building Safety Professionals of Southwestern Idaho (BSPSI) Annual Meeting New CONSOLIDATED DEPARTMENT REPORTS January 14, 2016 Page 4 of 22 Department Project Comments Status Community Development Geographic Information Systems (GIS) Finalized field work on stormwater mapping, working on putting the data together and preparing for the next field season for completing the data collection. Working on adding snow storage and other easements to the easements layer. Updated data for the Public Works Elements map as well as their web map. Updated building footprint layer. Reviewed and began planning for GIS / data needs for the upcoming Comp Plan update. Began putting together presentation for the South West Idaho GIS meeting in Feb where we will be presenting our work with web maps and public data access. Updated Community Development Grants See attached Grant Status Report for updates. Staff met with local business owner regarding grant for business expansion. Grant searches for public art, library programs, affordable housing, and parks/rec programs. Updated Community Development Comprehensive Plan Update Review committee reviewed and scored two RFPs for the McCall Area Comprehensive Plan Update. Conducted interviews with the two teams. Made a selection and copy of RFP and contract will move forward to City Council on January 28. Kick-off is still scheduled for February. Planning an entry for the Winter Carnival parade to announce the project. New Community Development Building, Planning and Zoning Staff has archived project files and is updating the secondary archive database. Updated Community Development Transit Center TVT officially purchased the building to the west of city hall to remodel as the Transit Center. Staff will continue to work with them to ensure it meets the needs to the community. Updated Community Development Planning & Zoning Commission The February 2 meeting agenda includes 4 Record of Survey applications, 2 Design Review, 1 Scenic Route and a request to re-zone a portion of a property from R8 to CC. Updated Community Development Economic Development The VCEDC meeting was held on January 7. Updates Community Development Public Art Two finalist artists have been selected to provide specific proposals for unique railings within Rotary Park. Proposals are due mid-January then will be provided to the community for input before final artist selection. New CONSOLIDATED DEPARTMENT REPORTS January 14, 2016 Page 5 of 22 Department Project Comments Status Community Development Payette River Scenic Byway (PRSB) The Byway committee will hold a joint meeting with the Payette River Basin Water Trails group on March 2, 2016 to continue discussions regarding possible merging of the two committees. Updated Community Development McCall Improvement Committee The McCall Improvement Committee did not meet in December. The next meeting will be January 14. Updated Community Development McCall Redevelopment Agency (MRA) MRA met a special meeting on December 8 to discuss community choices project funding and sale of property. Staff developed a draft RFP for the property for a mixed use project. Held regular meeting on January 5. Updated Community Development Centennial Committee The Centennial Committee did not meet this month. Resolution 15-19 setting brick paver fees was passed by the City Council on December 17. Updated Community Development Historic Preservation Commission The HPC’s December meeting was cancelled due to weather. They will next meet on January 25. Updated Community Development Code Enforcement Staff continue to investigate code issues within the Impact Area to assist the Valley County Prosecutor’s Office with enforcement. Updated Community Development Outreach/Regional Collaboration Carol volunteered for local Cram the Van event. New Golf Staffing There were three full-time staff members working in December. One seasonal employee was brought back for the last two weeks of December to help with snow removal so the full-time staff could have some time off. Staff had topped out vacation accruals, yet help was needed with all the coming snow to keep up with the paths and parking lot with only two people. This allowed the Golf staff to each take a week off at the end of December. Update Golf Greens Greens were checked during the last week of December. We were pleased to find that the frost is out of the ground so moisture is not going to be a problem. The greens had 29 to 42 inches of snow cover on them and some layers of crust, which helps with the showshoers and cross- country skiers going over the greens. Update CONSOLIDATED DEPARTMENT REPORTS January 14, 2016 Page 6 of 22 Department Project Comments Status Golf Trees A few trees fell down or were taken down with the heavy snow and wind but none did any damage and will be easy to clean up in the spring. It seems that fewer trees came down than were expected. Update Golf Snow Bike Races The snow bike races during Winter Carnival will be adding a few new twists. Race planners were allowed to bring out some big straw bales before the heavy snow to add some additional jumps. They are also going to host cross-country ski and fat tire bike races in the morning before the parade on the same course. Update Golf Reconstruction of #1 Aspen Green Aspen green #1 was dug out and checked. The sod looks good and is starting to grow under the snow. Update Golf Cart Paths Staff lost count of how many times paths were blown this month because on some days this was done twice. When the snow settled down Staff began noticing a lot of dog poop that is not being picked up. Erin is going to help spread the word to walkers to clean up after their pets. Some additional signage will be added to help with the problem. Update Golf Clubhouse The clubhouse was very busy over the holidays with a lot of the sledders on the hill coming in to warm up and have something to eat and drink. We added some rope lighting to the deck rails on the front and back of the building which helped light the steps. People around the golf course are coming in and supporting the clubhouse with the paths clear. Update Information Systems Website The City’s website, hosted on third-party commercial servers, was defaced several times beginning 12/30/15 by an intruder claiming to be Kurdish. There is no connection between the web hosting servers and our internal servers, and only freely available public information is present on the web hosting servers. The apparent intent was to advertise political or nationalist opinions. The same apparent intruder has defaced many different websites, with no obvious pattern, over the last several years. We are taking appropriate steps to minimize the risk of subsequent intrusions. The website may be down for maintenance at times while changes are made. Updated CONSOLIDATED DEPARTMENT REPORTS January 14, 2016 Page 7 of 22 Department Project Comments Status Information Systems Servers Datacenter infrastructure replacement (i.e. servers, storage, virtualization, and management tools) is underway. Some servers have been moved to the new platform; more are in process now. We’re impressed with performance and manageability. Updated Information Systems Software Survey City departments rely on a wide range of software to support their missions and functions. A survey was conducted to help us understand what tools we use, what works, and how we might better use software to improve services, task integration, efficiency, and economy in City operations. A draft report is circulating to help us leverage the results. Updated Information Systems Frontier Service New service from Frontier to greatly increase City-wide internet capacity via fiber optic cabling (Frontier fiber cable) is still under construction by Frontier. Updated Library Upcoming Programs Please see the calendar for your library’s January programs included with this report. Ongoing Library Statistics Library stats for November and December included in this report. Ongoing Library Story Stop Every Wednesday, children ages 0-3. Makes for a crowded but fun atmosphere for families. Ongoing Library Story Time Every Thursday 10:30-11:30 a.m. Reading and art activities aid childhood development. Ages 3- 5 with adult. Ongoing Library Author Visit Craig Vroom presented his newly published book “Sharlie and the Sea Serpent”. Complete Library Holiday Crafts Grade-school aged children enjoyed traditional, low-tech crafts to decorate their Christmas trees. 14 attendees. Complete Library Adult Coloring Night 7 adults enjoyed the latest stress-busting trend for grown-ups. May become an ongoing monthly program. Complete Library Hour of Code Week An online program introduced kids to computer science and programming. Self-guided activities were monitored by Programming Librarian Casey Bruck and featured Star Wars, Minecraft and Frozen. 23 attended this week. Complete Library Santa Story Time 70 people packed the library to see Jolly ole St. Nick read stories and pose for photos on December 17th. Complete Library Tech Tuesdays Library staff are available to help the public with their e-readers any day, but Tech Tuesdays have been designated as a special time for folks to bring in their devices so we can help them log into OverDrive, our e-book application. Tuesdays, 4-6 PM. Ongoing Library Chess Club & Board Gamers An all-ages Chess Club has expanded to include other board games. Ongoing Library Grants for digitizing local historical records Scanning continues with subject files and bound newspapers. New volunteers continue to trickle in, which keeps this project rolling. Ongoing Library Community Outreach Cram the Van – the van parked at the library two days and a collection box in our entry way to supported community giving this holiday season. Complete Library Building Committee RFP for the pre-design phase of library expansion will be issued this spring. Committee continues to ask for information regarding the City Campus plan, especially the vision for the Annex building. Meetings are at the library, 1st and 3rd Wednesday of each month, 11:00 AM. Ongoing Parks and Recreation Taxing of Rec Programs Evaluating fee structure and taxes on recreation programs and Idaho tax code. Service area, water usage, pump usage, water pressures are just some of the data needed for the Water Master Plan. Data collection will be ongoing during the course of winter. Initial development of floodplain permit completed. Anticipate first presentation to city council in late January. New/ Ongoing PW Streets Right-of-Way Maintenance Crews continue working on storm drain issues around town. Ongoing/ Updated PW Streets Bridge Deck Sealing Chemicals received, but weather has been too cold to finish deck sealing. Project pushed off until next spring. Completed PW Streets Trees Across Roadways Due to the amount and weight of the snow received, we had trees from both city ROW and private properties falling over the roadways. On Diamond St. there were 4 separate incidents where a tree took down overhead utility lines, and the crew was unable to access the roadway until the utilities were repaired. New/ Ongoing PW Streets Road Widening & Cutting of Ice Buildup The crew has just begun to cut the road floor and widen the streets. This process is time consuming as it takes two pieces of equipment. The grader will cut and widen, and a loader will follow behind to remove the excess snow & ice from all driveways. Both the Director and Street Superintendent have been addressing them with a call back or a face to face meeting. New/ Ongoing PW Streets Street Maintenance Continue to make repairs as weather allows. Ongoing PW Streets Snow Removal Crew worked long hours to keep up with the 17 snow events for the month. The snow events deposited 80.5 inches of snow. This is the 3rd most reported snow fall for December since 1905. New/ Ongoing PW Streets Emergency Call-Ins Responded to 6 emergency call-outs from Dispatch (2/traffic lights, 2/ trees down, 2/street signs down). Updated PW Sewer Collection Emergency Call-Outs Duty phone employee’s responded to 15 or more emergency call-outs for the month. The majority were for power outages. Two call-outs for sewer back-ups that were in the customers' lines, not the City's. Ongoing/ Updated PW Sewer Collection Sewer Main Flushing Continuing to flush slow-moving sewer mains. Ongoing/ Updated PW Sewer Collection Routine Lift Station Maintenance Crews perform routine system checks at every lift station twice a week. The golf course lift station will be added to the list for twice-weekly inspections. Ongoing PW Sewer Collection Power Outages The power outages created issues for the lift stations, sending out alarms. The generator at Lift Station 9A malfunctioned and had to be manually started and turned off. Emergency repairs were made and it is now working correctly. Lift Station 6 has a portable generator that has to be manually started and monitored for fuel filling. New/ Completed PW Sewer Collection New Sewer Connections One new sewer connection for the month. New/ Ongoing PW Sewer Treatment Routine Maintenance Performing typical maintenance duties and water testing. Winterization activities have begun. This required someone to manually start and turn it off. It was finally determined that the back-up batteries in the PLC had failed. Once the batteries were all changed out, the problem resolved. New/ Completed PW Water Treatment Winterization Maintenance Replaced both unit heaters at Davis Beach & Legacy Park. Performing additional winterization as needed. Completed PW Water Treatment Processing Controls Still working to get the instruments set and up and running. There are some calibration issues that only the various certified contractors can perform. Scheduled for mid-January.
