CALL TO ORDER
The Special Council Meeting of August 23, 2004, was convened at 7:30 p.m. by Mayor
John Landwehr.
ATTENDANCE
The following Council Members were present:
Present: Martin, Brown, Crane, Schnitzler, Berry, Viessman, Vogel, and Harvey
Absent: Weber and Ferguson
A quorum was declared present.
PRESENTATIONS FROM THE GALLERY
Mr. Moyer, spoke in opposition to the to the tax increase.
Hal DuIIe, 104 Douglas Drive, spoke regarding the tax increase.
Clyde Angle, 3618 West Gordon Drive, spoke regarding the tax increase & elimination of
the golf course.
John O'Rear, 1728 Greenberry Road, spoke regarding the Parks tax increase.
Larry Vincent, Parks and Recreation Commissioner, spoke regarding the Parks tax
increase.
Duane Schreimann, spoke in favor of the Use Tax
UNFINISHED BUSINESS
Discussion of 2004 Tax Levy
General discussion was held regarding the 2004 Tax Levy. Councilmen Berry, Viessman
and Brown raised various issues and concerns regarding the proposed tax level.
BILLS PENDING
Bill 2004 -59 sponsored by Councilman Weber entitled:
SPECIAL COUNCIL MEETING AUGUST 23, 2004
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI PROVIDING FOR THE LEVY
OF CITY TAXES AND ESTABLISHING THE RATE OF TAXATION FOR THE CITY OF
JEFFERSON, MISSOURI FOR THE YEAR 2004.
Bill 2004 -59 was read third time by title and placed on final passage.
A motion was made by Councilman Crane and 2nd by Councilman Viessman to amend the
Parks Levy from .1754 to .16. Motion was withdrawn by Crane. Second was withdrawn.
A motion was made by Councilman Crane and seconded by Councilman Harvey to amend
Section 1 of the ordinance to set the rate of the levy at .48 for general, .16 for Parks, and
.0973 for Fire.
Motion to call for the question on the amendment by Councilman Brown, passed by voice
vote.
Motion to amend was then defeated by the following roll -call vote:
Aye: Brown, Crane, Harvey, and, Viessman
Nay: Martin, Berry, Vogel, and Schnitzler
Following further discussion, the bill was then defeated by the following roll -call vote.
Aye: Harvey, Viessman, Schnitzler, Crane, and Brown
Nay: Vogel, Berry, and Martin
Councilman Martin then made a motion, as a member who voted on the prevailing side, to
reconsiderthe bill, seconded by Councilman Schnitzler. Motion to reconsiderwas approved
by voice vote.
Bill 2004 -59 was then approved, as reconsidered, by the following roll -call vote as Ord.

Bill 2004 -61, sponsored by Councilman Weber entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, IMPOSING A USE TAX
FOR GENERAL REVENUE PURPOSES AT THE RATE OF 1.5% PERCENT FOR THE
PRIVILEGE OF STORING, USING OR CONSUMING WITHIN THE CITY ANY ARTICLE
OF TANGIBLE PERSONAL PROPERTY PURSUANT TO THE AUTHORITY GRANTED BY
AND SUBJECT TO THE PROVISIONS OF SECTIONS 144.600 THROUGH 144.761
RSMO; PROVIDING FOR THE USE TAX TO BE REPEALED, REDUCED OR RAISED IN
THE SAME AMOUNT AS ANY CITY SALES TAX IS REPEALED, REDUCED OR RAISED;
AND PROVIDING FOR SUBMISSION OF THE PROPOSAL TO THE QUALIFIED VOTERS
OF THE CITY FOR THEIR APPROVAL AT THE GENERAL ELECTION CALLED AND TO
SPECIAL COUNCIL MEETING AUGUST 23, 2004
BE HELD IN THE CITY ON NOVEMBER 2ND, 2004.
Bill 2004 -61 was read third time by title, placed on final passage and passed by the
following roll call vote as Ordinance 13765:
Aye: Harvey, Vogel, Viessman, Berry, Schnitzler, Crane, Brown, Martin.
Nay: None
