CALL TO ORDER
The Regular Council Meeting of September 7, 2004, was convened at 6:00 P.M. by Mayor
John Landwehr.
Prayer was offered by Councilman Mike Harvey, followed by the Pledge of Allegiance.
ROLL CAL
The following Council Members were present for the roll call:
Present: Berry, Brown, Crane, Ferguson, Harvey, Martin, Schnitzler, Viessman,
Vogel and Weber
Absent: None
A quorum was declared present.
Mayor John Landwehr read a letter he received this afternoon from Mr. Gary Kemper,
Director of the Missouri Department of Corrections, pertaining to the proposed Metro Drive
Community Supervision Center. Mr. Kempker stated in his letter that in light of the amount of
discussion and public concern over this issue, the State of Missouri is withdrawing its plan to
locate a such a facility on the Metro Drive location. Mayor Landwehr indicated that citizens who
were present at the meeting because of that issue were welcome to remain, but that since the
issue is now moot, they can feel free to leave. He stated Councilmen Viessman and Crane
plan to withdraw Resolution RS2004 -7 as well later in the meeting.

ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS
Mayor John Landwehr read a proclamation in support of the community service performed
by the Jefferson City United Way. Ms. Linda McAnany and Mr. Mark Kaiser were present
to accept the proclamation presented to them by the Mayor.
APPOINTMENTS BY THE MAYOR
Mayor John Landwehr recommended the following appointment of Councilman Jonathon
Schnitzler to the following: Environmental Services Committee, Conference Center
Committee, Economic Development Advisory Board (liaison) and Transportation and Traffic
Commission (liaison).
Mayor John Landwehr also recommended the following appointments to City Boards and
Commissions:

A motion was made by Councilman Bob Weber for approval of the appointments as
recommended, seconded by Councilman Michael Berry and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Ms. Stephanie Adrian, Information System Manger for the City of Jefferson, made a
presentation regarding the City's official web site. She distributed a handout containing
information about the site. Following her presentation about the history, content, and usage
of the site, she answered questions site and asked Council Members who have suggestions
about ways to enhance or add to the site to get their ideas to her. Mayor John Landwehr
suggested the City may want to publicize the fact that the public can contact the Mayor and
City Council through the web site, and Councilman Brian Crane suggested publicizing
several of the other parts of the web site more. Mayor Landwehr also recommended it
would be helpful for the site to include a ward map so citizens can look up what ward they
are in. The Mayor and Council thanked Ms. Adrian for her presentation and her work for the
city.

Ms. Glenda Frey, President of the Parks and Recreation Commission, made a presentation
urging the Council to suspend the rules and pass Ordinance 2004 -70. She explained that
the Parks and Recreation Commission would like to place a parks sales tax issue on the
April 2005 ballot while at the same time rolling back the parks property tax levy. She stated
this would generated the revenue needed to fund the city's parks and associated functions.
PRESENTATIONS FROM THE GALLERY
Mr. Clyde Angle, 3618 W. Gordon Drive, wanted to make sure the public is made aware
that the Council did not make the decision to locate the Community Supervision Center on
Metro Drive. He stated he believes there is a misconception about that in the media. He stated
he is also disappointed the Council plans to withdraw the use tax issue from the November
ballot. He stated that former Mayor Duane Schreimann had urged the Council under his
tenure as Mayor to adopt such a tax.
COUNCIL COMMENTS IN RESPONSE TO PRESENTATIONS FROM THE GALLERY
City Administrator Rich Mays stated that he has had discussions with former Mayor
Schreimann, who indicated he would be willing to help get a parks sales tax issue passed.
CONSENT AGENDA

A motion was made by Councilman Kenneth Ferguson for approval of the Consent Agenda
as presented, seconded by Councilman Kevin Brown, and approved unanimously.

Following discussion, Mayor John Landwehr asked Finance Director Steve Schlueter to
check to see if other cities are available for cooperative purchase agreements. He
suggested contacted the Missouri Municipal League. Councilman Kevin Brown suggested
using this as a matter of policy for every department.
Bill 2004 -70, sponsored by Councilmen Berry, Ferguson, Martin, and Weber, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, REPEALING ORDINANCE
NO. 13765 AND AUTHORIZING THE CITY COUNSELOR TO TAKE SUCH ACTIONS AS
MAY BE NECESSARY TO REMOVE THE ISSUE FROM THE BALLOT.
Councilman Michael Berry stated that Councilman Kenneth Ferguson wished to also be a
co- sponsor of this bill. He then requested that the rules be suspended and Bill 2004 -70
placed on final passage. There were no objections to suspending the rules.

RESOLUTIONS
RS2004 -7 Opposing Metro Drive as Site for Community Supervision Center (Viessman
and Crane)
Councilman Roy Viessman requested that RS2004 -7 be withdrawn at this time, and

thanked Ms. Sandy Hopkins, and Mayor John Landwehr for their efforts regarding this
matter.
SCHEDULED REPORTS

NEW BUSINESS
Councilman Bob Weber stated that the Finance Committee needs to schedule a meeting
to finalize the city's budget. Following discussion, the Council scheduled the meeting for
Thursday, September 16, at 5:30 PM in the Large Conference Room.
UNFINISH
ED BUSINESS
Councilman Kevin Brown thanked the firefighters for their public image regarding the
muscular dystrophy telethon. He also commented on the recent editorial in the September
2 Jefferson City News Tribune commending Police Sgt. Randy Werner and his actions in
last February as told by his neighbor. The editorial stated Sgt. Werner found his neighbor
who had collapsed in the street and began performing CPR and called an ambulance. The
neighbor credited Sgt. Werner for saving his life.
Mayor John Landwehr announced there will be an "Art in the Park" event held on
September 17 at 5:00 P.M., and that the event needs volunteers to help protect the exhibits.
APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Bob Weber to approve the August 16 Closed Session
minutes, seconded by Councilman Michael Berry, and approved unanimously.

Mayor John Landwehr stated that, pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Chair would entertain a motion to go into Closed Session to discuss the
