CALL TO ORDER
The Regular Council Meeting of September 20, 2004, was convened at 6:00 P.M. by Mayor
John Landwehr.
Prayer was offered by Councilman Kevin Brown, followed by the Pledge of Allegiance.

The following Council Members were present for the roll call:
Present: Berry, Brown, Crane, Ferguson, Harvey, Martin, Schnitzler, Vogel and

Absent: Viessman
A quorum was declared present.
PUBLIC HEARINGS
Rezoning of 28 Acres Located at 7311AIgoa Road and 7517 Algoa Road From RU to M -1
(Planning and Zoning Commission Case No. P04031)
City Planner Janice McMillan made a presentation outlining the background of the
requested rezoning. Following her presentation, the floor was opened for citizens wishing
to speak in favor of, or opposition to, the proposed rezoning.
In favor:
Mr. Jason Vanderfeltz, 7517 Algoa Road, owner of the subject property, stated he is in
favor of the proposed rezoning.
No one came forward to speak in opposition.
MayorJohn Landwehr declared the evidentiary portion of the public hearing concluded. The
associated pending bill was taken up at this time.

COUNCIL LIAISON REPORTS
Mayor John Landwehr reported on the Capital City Amtrak Friends organization and urged
citizens interested in helping them greet incoming Amtrak trains to call city hall for more
information. He indicated that since the organization's inception over a year ago, every train
coming into Jefferson City, representing a ridership of approximately 45,000 persons, has
been greeted by one of this group's members. He commended them for their outstanding
service to the community.
ANNOUNCEMENTS OF OTHER UPCOMING MEETING AND EVENTS

Councilman Jonathon Schnitzler announced that this weekend (September 25 -26) the 4th
annual Oktoberfest will be held in the "Old Munichburg" area of the city and invited citizens
to participate in that event.
Mayor John Landwehr announced an event called "Hypnotica" will be held on Saturday,
October 16, to raise funds for the downtown business district, and urged citizens to
participate in that.
Councilman Dean Martin announced a meeting of the Central East Side Neighborhood
Planning Committee will be held on Wednesday, September 22 at 5:30 PM at the Police
Department.
Proclamations:
DAR Constitution Week Proclamation - Mayor John Landwehr read the proclamation and
presented it to Ms. Allegra Harrison, this year's chairman of the area DAR (Daughters of
the American Revolution) chapter. Ms. Harrison made a presentation regarding their
organization and distributed bookmarks containing information about the United States
Constitution.
Save -A -Life Day - Mayor John Landwehr read the proclamation, and presented it to Ms.
DeLoise Williams from Lincoln University. Ms. Williams shared information with the Council
about the effort of several local entities to educate citizens on the issue of driving while
under the influence of alcohol or drugs. She announced an event to be held at the Capital
Mall to heighten awareness of this issue, and invited the public to participate in that event.
Clean Hands Week - Mayor John Landwehr read a proclamation, and presented it to Ms.
Gala Jaramillo, Director of the City's Sanitation Division. Ms. Jaramillo shared information
about how this issue has been brought to local schools to make children aware of the
importance of washing hands to prevent the spread of disease. She explained the annual
poster contest and stated this year about 1,000 entries are expected. Mayor John Landwehr
asked that Ms. Jaramillo return to the Council and bring the winning entrants with their
posters to share with the Council when that contest is concluded.
APPOINTMENTS BY THE MAYOR
Mayor John Landwehr recommended the following promotions within the Jefferson City
Police Department:
Lieutenant Mike Smith - promoted to the rank of Captain
Sergeant Doug Shoemaker - promoted to the rank of Lieutenant
Officer Chris Lindsey - promoted to the rank of Sergeant
A motion was made by Councilman Bob Weber for approval of the appointments as
recommended, seconded by Councilman Michael Berry and approved unanimously. All

three persons were present at the meeting and the Council thanked them for their
outstanding work.
Mayor John Landwehr announced that he has asked Councilmen Crane, Brown, Harvey,
and City Counselor Nathan Nickolaus, to serve on an ad hoc committee to study the issue
of JCTV cable access channel. He stated that since Councilman Crane would serve as
chairman, he will leave it to Councilman Crane's discretion whether to invite some Lincoln
University persons to serve on the committee as well. The members will decide immediately
following tonight's Council meeting when their first official meeting will be held.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
Councilman Bob Weber introduced his wife, Valerie Weber, who has recently moved to
Jefferson City after five years of commuting from Kansas City. The Mayor and Council
welcomed her as an official resident of the city.
PRESENTATIONS FROM THE GALLERY
Mayor John Landwehr asked City Administrator Rich Mays to give a brief background of an
issue which is the topic to be discussed by the next presenter, Mr. Keller. Mr. Mays gave
an overview of the recent bid process used to select a contractor to perform work
associated with Bill 2004 -80, which will be introduced later in the meeting.
Mr. Leon Keller, Vice President of Meyer Electric, 5819 Scruggs Station Road, made a
presentation regarding a recent bid for a project in the down business district.
COUNCIL COMMENTS IN RESPONSE TO PRESENTATIONS FROM THE GALLERY
Councilman Kevin Brown suggested that the bid mentioned by Mr. Keller might be a good
example for the committee currently looking at city bidding procedures and ordinances to
look at. Councilman Dean Martin, chairman of that committee, agreed that they would use
this bid as a "test case" to look into.

Mayor John Landwehr announced that the Special Council Meeting minutes of August 23,
2004, listed in item (a) should be removed from consideration as they have not yet been
completed. A motion was made by Councilman Michael Berry for approval of the Consent
Agenda with the exclusion of the August 23, 2004, Special Council Meeting Minutes,
seconded by Councilman Kenneth Ferguson, and approved unanimously.

Mayor John Landwehr asked staff to get a report on the recommendations to the Council
regarding this project. Councilman Kevin Brown also asked for information about the
telecon cable work being done at the same time. Deputy Public Works Director Matt
Morasch stated the issue had gone before the Transportation and Traffic Commission and
the Public Works Committee about a year ago, and he would get that information out and
send it to the Council before their next meeting.

RESOLUTIONS
There were no resolutions brought before the Council at this time.
SCHEDULED REPORTS
No reports were scheduled to be given at this time. Mayor John Landwehr asked City Clerk
Phyllis Powell to add a new item to this category to hear a report from the ad hoc CATV
committee at the December 6 Council meeting.
NEW BUSINESS
Councilman Kenneth Ferguson asked Community Development Director Pat Sullivan when
the McCarty Street improvements project was scheduled to be totally completed. Mr.
Sullivan stated it would be completed in 30 days.
Councilman Kenneth Ferguson asked about the status of the retired firemen issue. City
Counselor Nathan Nickolaus stated negotiations have been ongoing for the past year.
Councilman Kevin Brown asked for citizens to consider volunteering to serve on City
boards and commissions. He indicated how they can obtain the Volunteer Profile Form to
do so.
Councilman Kevin Brown referenced a letter distributed to the Council which commended
the City for their outstanding work on this year's milling and overlay street project.
Community Development Director Pat Sullivan stated he would pass along that information
to his staff.

A motion was made by Councilman Jonathon Schnitzler to approve the September 7, 2004
Closed Session minutes, seconded by Councilman Kenneth Ferguson, and approved
unanimously.

There being no further business to come before the Council at this time, a motion was made
by Councilman Dean Martin for adjournment, seconded by Councilman Mike Harvey and
approved unanimously at 7:18 P.M.
