Application Supporting Narrative

27-29 Union Street Condominium Association

We are the owners/occupants of the two-family condominium located at 27-29 Union Street. We ask
that the Town of Watertown approve this request for a variance to Town of Watertown Zoning
Ordinances 6.02(i) and 6.02(h). The loss of these off-street parking spaces would place us in violation of
6.02(b), as well as create a severe hardship for us, as on -street parking during the day is limited to two
hours, and overnight parking is prohibited during the winter months, as there is no other area on this
property accessible to automobiles. In order to fulfil the spirit of ordinance 6.02, we propose taking all
reasonable measures to ensure public safety, preserve the aesthetics of the neighborhood, and ensure
proper drainage. These measures include removing the current asphalt and repaving with pervious
materials, and adding landscaping features of less than 30" tall.
1. Yes. Due to the plot size, and location of the current structure, there are no alternate locations
sufficient for off-street parking on this property to otherwise comply with Town of Watertown
Zoning Ordinance Section 6.01(b). Approval of this variance and subsequent repaving of the
existing driveway using pervious paving materials, we would achieve a reduction in runoff
drainage entering the public right of way, and neighboring property. Approval of this variance
would not change the current use of this area, which was originally paved nearly 50 years ago,
nor would it result in a change to the zoning district in any way.
2. Yes. Enforcement of 6.02(i) and 6.02(j) would reduce the available parking for each unit from
two spots to one, as there are no other options for off-street parking on the property. This will
result in a significant hardship, as daytime parking is limited to two hours, and overnight parking
is prohibited during the winter months.
3. No. This relief would help to ensure the proper safety of pedestrians and other motorists, as
there would be fewer cars parked on the street. This would also not impact any public space.
4. No. The intent of the ordinance can be met using modern construction materials and
techniques. Approving this request will not substantially impact the aesthetics of the
neighborhood as it will not significantly change the facade, and will enhance the current look of
the property. By repaving the existing driveway with pervious materials, such as pervious
concrete or "green" pavers, we can ensure the public safety of pedestrians and motorists,
maintain an aesthetically pleasing property, and prevent drainage from entering neighboring
properties and the public right of way. A green space will also be installed between the
walkways leading up to the house to further improve drainage and the look of the property.
