Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . FY19 Financial Report _ Sharon Marotti gave a financial report with numbers not reflecting what was voted on at tonight ' s meeting. She stated that there was a large negative in the Open Space account but that is because the entire Long Pond award is included . This will change when the state grant in recognized . In the Housing account there is a positive balance of $ 152 , 345 , in the Historical account there is a positive balance of $ 176, 576 ; and the fund balance Reserve is currently at $ 370 , 028 . However, with the $ 12 , 000 that was allocated to the Museum of Natural History, which they have rejected , that brings the balance of that account up to $382 , 028 . The Chair added that in terms of the 30 % fund there are some funds that need to be transferred as a result of FYI 8 . CPC Officers will be meeting with Lisa Souve on 2/ 14/ 19 to go over revenue expectations/estimates for FY20 , to talk about the unresolved issues of FYI 8 , and to discuss how to close out some of the projects that are complete and have not expended all their funds and will have funds to return . 2 . Discussion and possible votes on funding recommendations , with conditions , of the following funding requests for May 2019 Town Meeting . a) Community Development Partnership-Cape Housing Institute : $ 7 , 500 1 Community Preservation Committee Minutes : February 13, 2019 b) Town of Brewster-Part Time Housing Coordinator : $ 37 , 000 c) Town of Brewster Dog Park Development Committee-Dog Park : $ 50 , 300 a) The Chair began by stating that he serves as the Treasurer on the Board for Community Development Partnership and thus had to recuse himself from the conversation . Ann Robinson, the Chief Program Officer for the Community Development Partnership was present to explain the $7 , 500 funding request for the Cape Housing Institute which is part of their Cape Housing Partnership which they run in conjunction with HAC . The institute is designed to educate municipal officials and town staff on the issues pertaining to the development of affordable housing . They have run the institute for two years and have had 123 participants in those two years ( 19 of which were from Brewster) . Some of the topics covered include zoning, design of affordable housing with Chapter 40B , and ideas about how to deal with negative reactions from the public on the development of affordable housing . They cover certain basics each year but try to introduce new elements as well . It is a six week course which they have been offering in two locations but this coming year they will hold it only in one place due to the decline in numbers . The funding request is to help cover rent of space , materials for the course , food for the participants , and quarterly tramings for the towns and quarterly peer group meetings . MOTION to approve the grant request of $7 ,500 for the Cape Housing Institute by Community Development Partnership . MOVED by Rollie Bassett. Seconded by Elizabeth Taylor. VOTE : 7-0-0 b) Assistant Town Administrator Donna Kalinick explained the Town of Brewster ' s funding request of $ 37 , 000 for the part-time Housing Coordinator position . The request is to continue the Housing Coordinator position for the third year at 19 hours per week . The Housing Coordinator has played a significant role in successfully creating the Municipal Affordable Housing Trust. She has attended all the Trust ' s meetings and has been gathering information for the Trust in the process of setting a mission statement and goals, and has also arranged for Regional Trust training . The Housing Coordinator was part of the acquisition of the Millstone Road access parcel and the larger parcel was transferred for community housing purposes . Additionally, the Housing Coordinator serves as the liaison to the Brewster Woods project which has been permitted for 30 affordable housing units (3 of which will be accessible units) . Also , Brewster ' s Subsidized Housing Inventory increased from 5 . 31 % in 2017 to 6 . 08 % in 2018 and thus Brewster ' s housing production plan was certified by the Department of Housing which was largely due to the efforts of the Housing Coordinator . Donna explained that they would like CPC to continue to support this position so that they can continue to make progress on some of the initiatives that they already have in place as well as build on those and provide support to the trust. A discussion was held regarding a 3 - 5 -year vision of the position . Donna stated she hoped that the CPC could continue to fund the position the way that it is for FY20 and potentially FY21 while they work on a strategic 5 -year plan . 2 Community Preservation Committee Minutes : February 13 , 2019 The Chair stated the Housing Committee did recommend approval of this funding request with conditions similar to what have been included the past two years . The Chair further stated that he is willing to remain as liaison . MOTION to approve the grant request of $37,000 for Brewster' s part-time Housing Coordinator position with conditions similar to the past two fiscal years and with funds coming from the Community Housing Reserve. MOVED by Rollie Bassett. Seconded by Elizabeth Taylor. VOTE : 8 -0-0 c) Select Board member and liaison to the Dog Park Committee , Mary Chaffee , along with Recreation Director Ellen Bearse, discussed the funding request of $ 50 , 300 for the development of a dog park in Brewster. The funding request represents the 10% match that is needed to acquire a majority of project funding from the Stanton Foundation up to $225 , 000 . This grant requests includes that and portions of the project that are not included in the Stanton Foundation grant such as roads and water connections . Mary explained that in December 2017 the Brewster Select Board voted to support using the police station parcel for development and construction of a dog park. In November of 2018 the Select Board further supported the design and the placement of the dog park design in a specific location on the parcel . The only two entities that reside on the 41 -acre parcel currently are the police station and the Brewster memorial cemetery. Ellen explained the maintenance costs of the dog park . Generally, it would cost around $ 10 , 000 a year which is an average cost. For FY20 there would be a warrant article for $ 5 , 000 because they would be halfway into the year when the park opens . At the present time, this land is under the care , custody, and control of the Select Board and in order for it to be moved to the Recreation Commission the land would have to be sub -parceled and then transferred at some future point . At this time , it will remain under the Select Board . DPW would be involved in handling the maintenance . Rollie expressed that the Recreation Commission voted unanimously to support this . A general discussion was held regarding the size and design of the dog park. Faythe asked why other towns have had a private/public funding partnership whereas Brewster has proposed all public funds other than the Stanton grant to cover the cost of the park. Mary explained that to ensure that the Dog Park Committee itself on behalf of the Town of Brewster is a good neighbor to everyone near the park which includes being a good fiscal neighbor, they looked at a couple of different ways to establish a method for people to donate funds to help defray the costs . The initial option chosen was not going to give as much flexibility. Over the next six months it is likely that a separate 501 (c) non-profit entity will be established that can accept charitable donations and has the flexibility to do things like fundraisers which the Town of Brewster cannot do . 3 Community Preservation Committee Minutes : February 13 , 2019 MOTION to approve the funding request of $50,300 coming from the 30 % fund conditional upon the receipt of the $225 ,000 grant from the Stanton Foundation , and with additional CPC expenditures language to be discussed as more information becomes available. Sharon Marotti to serve as liaison . MOVED by Rollie Bassett. Seconded by Bill Klein . VOTE : 741 10 3 . Updates on the outcomes of the discussions with the following applicants about grant agreements from the December 2018 Town Meeting awards : a) Cape Rep- discussion and possible vote to amend the grant award letter by deleting the 2nd sentence of condition #7 b) Cape Cod Museum of Natural History a) MOTION to amend the Cape Rep award letter by removing the 2 "1 sentence of condition #7 of the original award letter. MOVED by Rollie, Seconded by Elizabeth VOTE : 7 -0- 1 b) The Chair explained that the Board of the Cape Cod Museum of Natural History discussed at length and could not agree to amend the conservation restriction to allow public access on private property . Therefore, they have declined the award of $ 12 , 000 . c) Discussion and possible vote to pay the 2019 $3 , 500 dues to the state Community Preservation Coalition . MOTIONto pay the $3 ,500 in dues to the state Community Preservation Coalition . MOVED by Rollie Bassett. Seconded by Peggy Jablonski, VOTE : 8-0-0 d) Open project updates Habitat for Humanity is currently taking applications through mid-March for the Phase 11 homes on Paul Hush Way. Brewster Woods and the Historical Society (the Cobb House project) have provided quarterly updates on where their projects currently stand . Bikeways has paid their last bill . Their project came in under budget and will be returning around $ 55 ,000 that was not used. The Long Pond land acquisition will hopefully be closing in March . No date has been set at this time . There are still discussions taking place between Brewster Baptist Church and the Town in regards to the proposed preservation restriction . It seems that a resolution should be made soon . The Chair explained that he attended the Cape Cod Village dedication ceremony and the project is underway and by the end of the year they hope to be moving residents in . 4 Community Preservation Committee Minutes : February 13 , 2019 e) Vote to Approve Minutes of the January 9, 2019 Meeting MOTION to approve the minutes of the January 9 , 2019 meeting.
