HomeMy Public PortalAbout1992-04-07 Public Hearingry COUNCIL MINUTES PUBLIC HEARING - APRIL 7, 1992 A Public Hearing of the Bel Harbour Village Council was held on Tuesday, April 7, 1992 in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 5:25 p.m. by Mayor Stern. The roll was called and those present were: Also present: Mayor Estelle Stern Assistant Mayor Andrew R. Hirschl Councilman Matthew B. Blank Councilman James E. Boggess Councilman Sol M. Taplin Carole,S. Morris, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. Ordinance - First Reading: A. Appearance Code An Ordinance was presented for first reading and read by title by the Village Clerk creating an Appearance Code for the: Village. Mayor Stern then opened a Public Hearing and Mr. Weiss addressed this matter. Councilman Taplin stated in his opinion no one would build if this Ordinance is adopted. The Ordinance has one type of requirement for residential another far high rise. Mayor Stern stated that Council has the responsibility to maintain the image that the Village has built up in the past. The enactment of this Ordinance would ensure that the existing appearance of the Village is retained. John Scala, 101 Biscay Drive, stated he felt that the Ordinance was good insofar as conformity ie: example different style of windows such as in the Seaview Hotel, if he understood correctly under this Ordinance if new windows were installed they would ,have to be similar in style. Councilman Blank questioned if Architectural Review Board's decision would be final and only an appeal to the Council could that be changed. Public Hearing 4/7/92 73 Mayor Stern then announced that a second Public Hearing has been scheduled for April 21 at 5:15 p.m. 3. Other Business: No other business was presented. 4. Adjourn: There being no further business to come before the Council, a motion was offered by Assistant Mayor Hirschl and seconded by Councilman Taplin to adjourn.
