HomeMy Public PortalAboutResolution 19-20 SH55 Deinhard Ln Corridor Exchange AgreementCity of McCall RESOLUTION NO. 19-20 WHEREAS, the Idaho Transportation Department, hereafter called the STA TE, has submitted an Agreement stating obligations of the STATE and the CITY OF MCCALL, hereafter called the CITY, for participating in a corridor feasibility study to identify and quantify the cost of improving SH5 5 and Deinhard Ln corridors to meet the standards of the agency taking responsibility for the route in an exchange; and WHEREAS, the STATE is responsible for obtaining compliance with laws, standards and procedural policies in the development, construction and maintenance of improvements made to the Federal-aid Highway System when there is federal participation in the costs; and WHEREAS , certain functions to be performed by the STATE involve the expenditure of funds as set forth in the Agreement; and WHEREAS, The ST ATE can only pay for work associated with the State Highway system; and WHEREAS, the CITY is fully responsible for its share of project costs; and NOW, THEREFORE, BE IT RESOLVED: 1. That the Agreement for participating in a corridor feasibility study is hereby approved. 2. That the Mayor and the City Clerk are hereby authorized to execute the Agreement on behalf of the CITY. 3. That duly certified copies of the Resolution shall be furnished to the Idaho Transportation Department. (Seal) C OO PERATIVE AGREEMENT SHSS AND DEINHARD/BO YDSTUNC ORRIDOR EXCHANGE FEASIB ILITY STUDY CITY OF MCCALL PARTIES This Agreement is made and entered into this __ day of 2019 , by and between the Idaho Transportation Department, hereafter called the State, and the City of McCall, hereafter called the City. PURPOSE The SH 55 alignment is currently routed through downtown McCall. The last several decades of growth and de velopment have posed new increasing challenges to the route 's function as an efficient state highway. An alternate route has been identified outside the downtown core that has potential to resol ve these issues . A mutually beneficial corridor exchange between the City of McCall and the Idaho Transportation Department is being sought as a solution to this problem . A Feasibility Study will be undertaken to identify existing transportation facility deficiencies and quantify the cost of improving each corridor to meet the standards of the agency taking responsibility for the route in an exchange. The scope of work and labor estimate for the study are attached hereto as Exhibits A and B respectively . The purpose of this agreement is to set out the responsibilities of the parties to that end . Authority for this Agreement is established by Section 40-317 , Idaho Code. The Parties agree as follows: I. THE STATE WIL L: 1) Upon execution of this agreement , pay to the City the amount of $50 ,000 as the State 's portion of the cost of performing the fe asibility study . 2) Participate in the study. II . THE CITY WILL : 1) Administer a contract with a consultant to perform the feasibility study as identified in Exhibit A. 2) Be responsible for all costs of the corridor study over and above the $50 ,000 paid by the State as noted above , unless otherwi se determined and authorized by the State in writing 3) Provide a copy of the final study to the State . It is understood and agreed that the State and the City are governmental agencies, and this Agreement shall in no way be construed so as to bind or obligate the State or the City bey ond the term of any particular appropriation of funds by the Federal Government or the State Legislature or the City Council as may exist from time to time. The State and the City reserve the right to terminate this Agreement if, in either 's sole judgment, the Federal Go vernment or the legislature of the State of Idaho fails , neglects or refuses to appropriate sufficient funds as may be required for the State to continue payments. Any such termination shall take effect immediately upon written notice and be otherwise effective as provided in this Agreement. 2) Thi s Agree ment shall become effecti ve on th e first dat e m entioned abo ve, and shall remain in full force and effect until amended or replaced upon the mutual consent of the State and the City . Once the stud y has been completed, additional agreements may be developed to design the projects needed to bring the facilities up to adopting agency standards. The estimated delivery schedule for the project is as follows: This Agreement (Feasibility Study) • Notice to Proceed-November, 2019 • Desktop /Field Facility inventory (Field component following 2020 snow melt) -December, 2019 - April 2020 • Conflict identification -May, 2020 • Develop Cost Estimates and assemble report-June, 2020 • Corridor Study Submittal-July, 2020 General Project Assumptions This Scope of Services is based upon certain assumptions and exclusions, identified below and under specific tasks. Should any assumption or exclusion prove not to be true, Horrocks Engineers and our subconsultants reserve the right to re-negotiate the affected portion(s), including, scope, fee, and/ or schedule. The following assumptions were used in the development of this scope of services: • No topographic or ROW survey will be performed for the project. ROW will be estimated from Valley County GIS Records and topographic mapping will be provided by the City of McCall in the form of 2ft contours and aerial mapping • This scope of work includes the planning effort for completing a multi discipline Feasibility Study for the purpose of quantifying improvement costs. • No design exceptions are anticipated for the project. • Power InRoads © Version 8i, SELECTSeries 4 will be utilized as the project's design platform. • Current ITD Folder Structures, Standards, naming conventions, and other current ITD Standards will be observed in developing the project. • ProjectWise Explorer V8i (SELECTSeries 4) will be used for storage of all critical design files and project documentation . • SignCAD© 2001, Version 8.44 or more current version will be utilized for sign design as needed. • MS Excel will be utilized for sp r eadsheets . • MS Word will be utilized for word processing. • MS Project will be utilized for scheduling. • The Bentley family of hydrology and hydraulics software will be used in the design of drainage elements . • This scope of work assumes that illumination design will not be a part of this project. Unless otherwise directed, all current applicable standards and procedures shall apply. • ITD Design Manual. • ITD Guidelines for Utility Management. • ITD Bridge Design Manual. • ITD's Standard Specifications for Highway Construction -2012 with current Supplemental and modified by the Special Provisions as necessary. • ITD Standard Drawings. • AASHTO Roadside Design Guide 2011. • AASHTO LRFD Bridge Design Specifications, 7th Edition 2016 and current Interims. • Other applicable current ITD Design Standards and Manuals. • Roadway design shall also be based on the 2011 AASHTO A Policy on Geometric Design for those roadways or facilities that are on the National Highway System (NHS). • ISPWC -Idaho Standard for Public Works Construction 2017 • CADD files of project plans shall be compatible with ITD's CADD system. The files shall reproduce the correct views and plots without modification to files, reference files, levels, colors, text, line weight, etc . when accessed on ITD's CADD system. All CADD related requirements and specifications shall be adhered to without exception. Where the ITD standards do not address a CADD issue, the design team will agree and set the standard to address the issue. • All work will be performed in English Units. • ecessary pavement marking and delineation design will conform to standards established by the Manual on Uniform Traffic Control Devices (MUTCD) as adopted by ITD and ITD specifications. • Design of drainage structures for highway crossings or for conducting stormwater within the State's right-of-way (the internal stormwater management system associated with the project) shall conform to ITD's Design Manual. SH 55 & Deinhard Ln Conidor Exchange 5 HORROCKS ----DiB ----E C.1 1 E E RS Task 1. Project Management Project management tasks have been scoped and estimated based on a six (9) month duration for the initial project agreement (November, 2019 through July, 2020). Project Management Tasks will be continued under subsequent project agreements . 1.1 Maintain hard copy and electronic files Horrocks Engineers and subconsultants will setup project files. This will include maintenance of budget tracking spreadsheets, project financial files, project electronic and hard copy technical filing system, and ProjectWise setup tasks. 1.2 Update Project Schedule Horrocks will provide the City of McCall with monthly updates to the schedule that will include actual milestone achievements, budget status, staffing levels, and where the deliverable schedule might be affected. These tools will be used to adjust staff assignments so that our schedule and fee commitments are met. Project team meetings will enforce the schedule and hold team members accountable for progress on their components of the project. 1.3 Coordination with the City of McCall and ITD Horrocks and will attend four (4) in-person meetings with the City of McCall and ITD to discuss project information and to coordinate project issues . Following the fieldwork, the initial meeting will be used to review and select typical sections along the corridor. Two meetings will be used at the City and ITD's discretion to review the consultants progress and offer direction . The final meeting will be reserved for coordination with the Payette Lakes Recreational \Vater and Sewer District. These meetings will be attended by two (2) Horrocks staff members (Project Manager and Design Lead). The meetings will be held either at McCall Department of Public Works, or ITD offices. In addition to the four in person meetings, Horrocks will facilitate bi-weekly meetings with the City of McCall Engineer and ITD Project Manager to coordinate project critical path tasks and keep the lines of communication open. These bi-weekly meetings will be attended by the Horrocks Project manager and up to one additional team member as project needs dictate. Meetings will be held via conference call and Go To Meeting screen share. Horrocks will prepare an agenda for each meeting and will keep detailed minutes for the project record. Horrocks will hold monthly meetings no longer than 1 hour for the duration of the project to coordinate the design and delivery aspects of the project. 1.4 Progress Reports and Invoicing Horrocks will provide monthly invoices and monthly progress reports in accordance with City of McCall standard procedure. Each invoice package will include the Horrocks' invoice showing all labor and direct expenses included for the period, the monthly progress report, and full documentation of labor hours and direct expenses charged for the period for Horrocks and each subconsultant. A total of 9 invoices will be submitted as part of the initial contract. Deliverables • Monthly progress reports • Monthly invoices • Monthly Project Schedule update Task 2. Compile Basemap Data Horrocks will compile Valley County GIS parcel data, 2ft contour surface data and aerial mapping provided by the City of McCall into a Basemap file for use in figures and analysis in other tasks. Assumptions • All data will be provided by the City of McCall and Valley County. Any additional data collection in the field will be supplemental to this agreement • Accuracy greater than the available data cannot be implied for any conceptual design work. Additional time will be required for the facilities assessment with the removal of topographic survey from this scope of work Task 3. Facilities Assessment Horrocks Engineers will conduct a field review to assess the condition and compliance of all facilities along the project corridors. Recommendations for all improvements will be made 3.1 ADA Compliance Audit Horrocks design engineer will assess the existing sidewalks and ADA facilities at public street intersections and connecting facilities to determine compliance with current standards. This evaluation will begin by reviewing the ITD ADA database information within the project boundaries. \'V'here gaps in the existing data are found, Horrocks will supplement with information gathered in the field. Horrocks will evaluate all ADA facilities within the corridor for compliance with current ADA guidelines based on a combination of the data described above . The fitness of the ADA facilities will be considered within the context of the City of McCall Transportation Master Plan, understanding that while individual pedestrian ramps may be within compliance the routes between may not currently achieve the goals for pedestrian mobility and multimodal facilities set forth in the Transportation Master Plan. If they exist these deficiencies will also be identified. Horrocks will prepare a section of the Corridor Study Report to document the results of the ADA compliance review and document specific locations of noncompliant ADA facilities. Where noncompliant facilities are identified, general recommendations will b e provided to modify existing ramps and or sidewalk/pathway segments to be compliant or complete r eplacement of sections if a modification is not feasib le. Private driveways and sidewalks in between intersections will also be addressed as part of this scope of work. An estimate of the cost to improve pedestrian facilities will be included as an appendix to the report. SH 55 & Deinhard Ln Corridor E xchange 7 H ORRO CKS ----n·11 ----E N G I E E R S Assumptions • Field documentation will be based solely on presence/ absence of facilities, visual condition and grades of existing facilities that are visually out of compliance. Smart levels will not be used in the assessment. 3.2 Drainage Facilities Assessment Due to the age of the existing storm drainage system on the existing SH 55 alignment, it is assumed for cost estimating purposes, that it will all need to be replaced in its entirety. Instead of focusing on the condition of the existing system, emphasis will be placed on identifying all points of discharge into local water bodies and estimating the cost to properly treat water so that it meets current environmental standards. In order to accurately estimate the cost of system replacement, an inventory of each manhole, catch basin and pipe culvert segment will be made with information and input from the City of McCall. Interviews will be conducted with City of McCall maintenance staff to identify known areas with drainage issues. Correcting these drainage issues will also be incorporated into the overall estimate for drainage improvements. 3.3 Utilities Assessment Horrocks will create a utilities basemap file within the project limits based on Digline records/ paint markings, City of McCall GIS and coordination with the Payette Lakes Recreational Water and Sewer District. Horrocks will coordination with each utility owner to identify facilities due for replacement within the project boundaries . Both overhead and subsurface utilities will be mapped in the file for use later in Task 4 -Conflict Identification. 3.4 Roadway Geometrics Assessment Horrocks will document the horizontal, vertical and cross sectional geometry characteristics for both routes with the goal of identifying any deficiencies for the intended functional classification. These characteristics will include the 13 "Controlling Criteria" published by AASHTO, consisting of: 1)Design speed, 2) Lane width, 3)Shoulder width, 4)Bridge width, 5)Horizontal alignment, 6)Superelevation, 7)Vertical alignment, 8)Grade, 9)Stopping sight distance, 10)Cross slope, 11)Vertical clearance, 12) lateral effset to obstruction, 13)Structural capacity. If deficiencies are discovered, remedies will be proposed and accompanying costs estimates developed. The typical sections generated in this task will be reviewed and approved by the City of McCall and ITD prior to inclusion in the Corridor Study Report. Assumptions • Without a topographic survey the geometric assessment will be based solely on available design plans / as-built plans from the ITD & the City of McCall. Some AASHTO controlling criteria may not be measured based on available data. Meetings • (1) meeting by phone will be held with ITD and the City of McCall to review the draft design criteria for the proposed corridors as compared to the existing roadways. SH 55 & D einhard Ln Corridor Exchange 8 HORROCKS ----u·u---- Ci I E E R S 3.5 Pavement Condition Assessment Horrocks is currently under contract with the City of McCall for Pavement Inventory Data Collection. Pavement condition data has been collected on Deinhard and Boydstun for the last two years, with a 3"i assessment scheduled for this June. Horrocks will use this information along with information gathered from ITD on 3ro and Lake Streets to characterize the pavement conditions for each route. Based on changes to functional classification and traffic volumes, improvement recommendations will be made for each route and costs added to the overall estimate of improvements. Assumptions • Assessment will be made completely from existing available data. Horrocks will not collect any additional pavement condition information under this contract. 3.6 Intersection Assessment The City of McCall, ITD and Midas Gold have prepared a number of intersection concepts and cost estimates to address future improvements at the intersections of 3rd St and Deinhard Ln and Boydstun St and Lake St. Horrocks will coordinate with the City of McCall and ITD to determine the preferred intersection alternatives at each location and incorporate the costs developed by others into the overall cost estimates for the corridor exchange. Additional intersection concepts design by Horrocks will be negotiated under a supplemental agreement to this contract. 3. 7 Miscellaneous Assessment In addition to evaluating ADA, Drainage, Utilities, Geometrics, Pavement and Intersections, the following roadway elements will also be evaluated and include in the overall estimate of improvement costs as appropriate: • Signing and Pavement Marking • Guardrail • Capacity improvements • Access Point Control Task 4. Conflict Identification Using the topographic and ROW survey prepared in Task 2, Horrocks will overlay the proposed improvements identified in Task 3 to identify any conflicts with existing features or property ownership. Each conflict will be described in detail within the Corridor Study Report. If adjustments cannot be made to avoid the conflict, the cost to remove the conflict or purchase ROW will be estimated and added to the overall improvement estimate for each corridor. Where possible, easements will be investigated as an option to ROW acquisition. Potential modifications to the Deinhard Ln geometry on the north side of the McCall airport will also be evaluated to identify any potential impacts to the local navigable airspace. Task 5. Corridor Study Report 5.1 Assemble Corridor Study Report Horrocks will assemble the Corridor Study Report along with all data gathered in Tasks 2-4 consisting, at a minimum, of the following sections for each corridor: • Facility inventory • Conflict identification • Cost Estimates discussing the improvements required to bring the facility up to adopting agency's standards. • Appendix A -Traffic Volumes • Appendix B -Bridge Structure Inventory and Appraisal Update • Appendix C -Safety Evaluation and Accident History • Appendix D -Existing and Proposed Typical Section(s) • Appendix E -Detailed Cost Estimates 5.2 Implementation Meeting Following submittal and review of the Corridor Study Report, Horrocks will organize a meeting with the City of McCall and ITD to develop an implementation plan to take the Project from Report through the transaction between the City and ITD ending in completed construction of all improvements.
